Utkarsh Bangla
West Bengal state government scheme
Utkarsh Bangla is West Bengal's flagship short-term skill training scheme, launched on 16 February 2016 and run by PBSSD. Utkarsh Bangla subsidises 100 per cent of the training cost at empanelled centres, with courses running from 12 hours to 720 hours across sectors such as apparel, automotive, agriculture and BFSI. Trainees register free at pbssd.gov.in.
What is Utkarsh Bangla?
Utkarsh Bangla is the flagship short-term skill development scheme of the Government of West Bengal, launched on 16 February 2016 and implemented by the Paschim Banga Society for Skill Development (PBSSD) under the Department of Technical Education, Training and Skill Development. PBSSD operates as the delivery arm of the West Bengal Skill Development Mission, and Utkarsh Bangla is the scheme through which it runs placement-linked short-term trainings across the state.
According to the PBSSD portal, Utkarsh Bangla subsidises 100 per cent of the cost of skill training at its empanelled training centres. A trainee pays nothing at any stage: no course fee, no registration charge, no examination or certification charge, and no placement charge. That single rule is the most useful thing to know about the scheme, because it is also the rule most often broken by unauthorised "centres" collecting money from candidates.
Key objectives
- Skill young people in West Bengal for wage employment or self-employment, so that earnings and working conditions both improve.
- Bring large numbers of school leavers and unemployed adults into a certified training system rather than informal, unrecognised on-the-job learning.
- Match training to what employers in the state actually hire for, through an employer-facing portal and sector-wise job roles.
- Give returning migrant workers and other vulnerable groups a route into reskilling, the Labour Department's Shramashree Scheme, 2025 explicitly routes returning migrant workers into Utkarsh Bangla training.
Main features
- Free training: 100 per cent of the training cost is borne by the scheme.
- Short duration: courses run from 12 hours to 720 hours, so a working adult can complete one without leaving work for a year.
- Wide sector coverage: agriculture, apparel, automotive, banking, financial services and insurance, and many more trades listed in the PBSSD course list.
- Certification after assessment, which is what makes the training portable to an employer outside the state.
- Delivered through empanelled training providers rather than a single government institute, which is why the same job role may be available at several centres in a district.
Who is eligible for Utkarsh Bangla, and who is not eligible?
Utkarsh Bangla is deliberately broad at the top level and specific at the course level. The scheme is open to youth and unemployed persons of West Bengal, but each job role in the PBSSD course list carries its own entry requirement; typically a minimum educational qualification and, for some trades, a minimum age or physical requirement set by the relevant Sector Skill Council.
You can register if:
- You are a resident of West Bengal, provable by EPIC, ration card, Aadhaar with a West Bengal address or a residence certificate.
- You meet the entry qualification published for the specific job role you are choosing. Some roles need only basic literacy; others need Class VIII, Class X or Class XII.
- You are seeking wage employment or self-employment and are able to attend the full batch, since certification follows assessment and assessment follows attendance.
- You are a returning migrant worker referred under the Shramashree Scheme, 2025, or a candidate referred by a district skill development office.
You cannot apply, or will not be enrolled, if:
- You are not a resident of West Bengal. Utkarsh Bangla is a state scheme funded by the state government for its own residents.
- You do not meet the entry qualification for the chosen job role. In that case the answer is to pick a different role with a lower entry bar, not to appeal.
- You are already enrolled in the same job role in another batch. Duplicate enrolment on the same Aadhaar is blocked, because the cost of the seat is borne by the state.
- You have already been certified in the same job role under Utkarsh Bangla. Repeating a completed course is not permitted; a higher or different job role is the route.
- The batch you want is full or not scheduled in your district for that cycle. This is an availability limit rather than an eligibility rule, and the training calendar on pbssd.gov.in shows when the role reopens.

How to apply for Utkarsh Bangla online
- Open the official portal at pbssd.gov.in and go to the trainee section.
- Choose "Apply for STT Training", STT stands for short-term training, which is what Utkarsh Bangla delivers.
- Create your candidate profile with your name, Aadhaar number, date of birth, mobile number and West Bengal address, and verify the mobile number with the OTP sent to it.
- Enter your educational qualification, so the portal can filter the job roles you are eligible for.
- Select the sector and job role you want — for example an apparel, automotive, agriculture or BFSI role, and read the course duration and entry requirement shown against it.
- Choose an empanelled training centre in your district that has an open batch on the training calendar.
- Upload the documents and submit the application, then note the registration or application number displayed.
- Track the application using the "check application status" option on the same portal, and wait for the centre to call you for counselling and batch allotment.
How to apply for Utkarsh Bangla offline
- Visit an empanelled Utkarsh Bangla training centre in your block or municipality with your Aadhaar, residence proof, educational certificate and two photographs.
- Alternatively, visit the District Skill Development Section at your District Magistrate's office, which maintains the list of empanelled centres and running batches for the district.
- Ask the counsellor to register you on the PBSSD portal and to explain the entry requirement, duration and expected placement outcome for the job role.
- Collect the acknowledgement carrying your registration number before you leave.
At no point in either route is a payment due. If a centre asks for a "registration fee" or a "certificate fee", that is a violation of the scheme.
What does a trainee actually receive?
Utkarsh Bangla's benefit is the training itself, delivered free:
- Full waiver of training cost: PBSSD subsidises 100 per cent at empanelled centres.
- No registration, examination, certification or placement charges.
- Structured course content for a defined job role, from 12 hours for short modules to 720 hours for full trade courses.
- Assessment and certification on successful completion, which is the document an employer recognises.
- Placement support through the training provider's obligations and PBSSD's employer portal. This is support, not a guarantee.
Some job roles additionally carry provisions such as a training kit or a stipend, but these vary by role and batch and are stated in the course documentation at the centre; a candidate should confirm this in writing at counselling rather than assume it.
How to check your Utkarsh Bangla application status
- Log in to pbssd.gov.in with the mobile number used at registration.
- Open "check application status" in the trainee section and enter your application or registration number.
- The screen shows whether your application is pending, whether a batch has been allotted, and which centre it has gone to.
- If nothing moves for several weeks, call the technical help desk on +91-6291620956 or email support.tetsd-wb@gov.in with your application number, rather than registering a second time.
Common reasons Utkarsh Bangla registrations fail
- Entry qualification not met for the selected job role. Pick a role matching your actual qualification.
- Duplicate registration on the same Aadhaar for the same job role.
- No batch running for the chosen role in the chosen district in that cycle. Check the training calendar and pick another centre or wait for the next batch.
- Residence proof does not show West Bengal, which stops verification at the centre.
- Dropping out mid-course. Certification depends on attendance and assessment, so an incomplete batch produces no certificate.
