What is the West Bengal Freeship Scheme?

West Bengal Freeship Scheme (WBFS) is a tuition fee waiver programme of the Department of Higher Education, Science and Technology and Biotechnology, Government of West Bengal, introduced in 2011 and administered through the Directorate of Technical Education. According to the scheme portal at wbhed.gov.in/wbfs, WBFS is meant for students at the undergraduate level in Engineering and Technology, Pharmacy and Architecture programmes conducted by the self-financing private engineering and technical institutions of the state.

The scheme is operated under Government Order No. 755-Edn(T)/10M-70/2012 dated 20 December 2018, which lays down the eligibility conditions and the selection method. Applications are invited session by session; for WBFS 2024-25, the department opened online submission on 7 July 2025 at 12.00 noon and closed it on 7 November 2025.

The point of the scheme is narrow but useful. Private self-financing technical colleges in West Bengal charge a tuition fee that is often the single largest line in a four-year engineering budget. A student who cleared a state or national entrance test on merit but whose family earns under Rs 2.50 lakh a year can lose that seat purely on cost. WBFS removes the tuition component so the merit rank, not the family's bank balance, decides whether the student stays.

What WBFS does and does not cover

  • WBFS waives only the tuition fee charged by the institution concerned.
  • All other fees, admission, examination, development, session charges, hostel and caution money; must be paid by the beneficiary.
  • The waiver is applied through the institution; it is not a cash scholarship credited to the student's account.

Who is eligible for the West Bengal Freeship Scheme?

You can apply if all of the following are true:

  • You hold a merit rank in a State-level or National-level entrance examination through which admission to the technical course was made.
  • You are a domicile of West Bengal, certified in the proforma prescribed on the WBFS portal.
  • Your annual family income does not exceed Rs 2.50 lakh, certified by a competent authority.
  • You are studying an AICTE-approved undergraduate Engineering and Technology, Pharmacy or Architecture course in a self-financing private technical institution of West Bengal.

You are not eligible if:

  • You have already been selected under the Tuition Fee Waiver (TFW) scheme of the All India Council for Technical Education. A student cannot hold TFW and WBFS at the same time.
  • You have been selected under the West Bengal Swami Vivekananda Merit-cum-Means Scholarship Scheme (SVMCM). The two benefits are mutually exclusive.
  • Your annual family income is above Rs 2.50 lakh.
  • You are not domiciled in West Bengal.
  • You are enrolled in a postgraduate, diploma or non-technical programme, or in a government or government-aided institution rather than a self-financing private technical institution.

Students who are unsure whether they already hold TFW should ask their institution's admission cell before applying. Holding both is the single cleanest ground for cancellation of a WBFS award later.

What documents are required for WBFS?

Document Mandatory Notes
10+2 marksheet Yes PDF, up to 400 KB
Entrance merit rank card Yes State or national level examination
Domicile certificate Yes In the proforma under the portal's Downloads menu
Family income certificate Yes Annual family income up to Rs 2.50 lakh, prescribed proforma
Photograph Yes JPG/JPEG, 20 KB to 50 KB
Signature Yes JPG/JPEG, 10 KB to 20 KB

Who can issue the income certificate. For determining the annual income of the parents or guardians, an officer of the State Government of the rank of Joint Block Development Officer or above in the district, or an equivalent Group-A officer elsewhere, is competent to issue the certificate.

Who can issue the domicile certificate. The WBFS portal lists the competent authorities: the District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector, Sub-Divisional Officer or Block Development Officer; the Superintendent of Police, Additional SP, Sub-Divisional Police Officer or Deputy SP; a Commissioner, Additional, Joint, Deputy or Assistant Commissioner of a Police Commissionerate; a Judicial Magistrate of any rank in the concerned district or metropolitan locality, or of the Calcutta High Court or the Supreme Court of India; a Corporate Area Commissioner, Additional, Joint or Assistant Commissioner; an Assistant Secretary or above in the Secretariat to the Government of West Bengal (including the GTA) or the Central Government; or a Deputy Director or above in a Directorate of the State or Central Government.

Both certificates must be in the downloadable proforma supplied on the WBFS portal under Downloads. A general-purpose income or residence certificate on a different format is a common reason for an application being sent back.

How to apply for the West Bengal Freeship Scheme

  1. Open the WBFS portal at wbhed.gov.in/wbfs, or reach it from the Banglar Uchcha Shiksha portal at banglaruchchashiksha.wb.gov.in, and read the guidelines and the user manual under How to Apply before starting.
  2. Complete online registration. Fill the Applicant Registration form, choose a password that meets the stated password policy, and submit. A 15-character Applicant ID is generated on screen and emailed to you. Download the registration slip.
  3. Log in with the Applicant ID, your password and the captcha, then fill in the rest of the application form, uploading your photograph (JPG/JPEG, 20-50 KB) and signature (JPG/JPEG, 10-20 KB).
  4. Upload the supporting documents to 10+2 marksheet, merit rank card, domicile certificate and family income certificate; as PDF files of not more than 400 KB each.
  5. Review the application in view mode, correct anything that is wrong, then click Final Submit Application. After final submission no edit is possible.
  6. Submit the printed application with the supporting papers to your institution, so that the Head of Institution (HOI) verifies it and forwards it online to the Directorate of Technical Education within the schedule announced for that session.

There is no separate offline application route: the form is filled online, and the offline part of the process is the verification and forwarding done by the institution.

How is a WBFS application processed after submission?

WBFS runs a two-stage flow. The student submits online; the Head of Institution then verifies the application at the college end and forwards pending applications to the Directorate in online mode within the notified date. Notices published on the portal in earlier sessions fixed a single cut-off for both HOI verification and applicant rectification — that is, students got a window to correct defects and institutions got the same window to forward verified applications, after which both closed.

Two practical consequences follow. First, submitting on the last day leaves no time for the institution to verify, and an unforwarded application does not reach the Directorate at all. Second, once the rectification window shuts, an application with a wrong document cannot be repaired for that session.

Key dates for the West Bengal Freeship Scheme

  • 20 December 2018, G.O. No. 755-Edn(T)/10M-70/2012, the order under which the current WBFS selection is made.
  • WBFS 2023-24; online submission opened 5 September 2024, last date 30 November 2024.
  • WBFS 2024-25; online submission opened 7 July 2025 at 12.00 noon, last date 7 November 2025.

The department has not published a fixed calendar date that repeats every year, so the WBFS window should be treated as announced session by session on wbhed.gov.in/wbfs and on the Banglar Uchcha Shiksha portal. Students in the first year of a private technical course should check the portal from around mid-year rather than wait for a college notice.

Common reasons a WBFS application fails

  • Holding TFW or SVMCM. The two named exclusions in the scheme's own eligibility list.
  • Income certificate from the wrong authority, or on a format other than the prescribed WBFS proforma.
  • Domicile certificate not signed by one of the listed competent authorities.
  • Upload rejected because the photograph, signature or PDF exceeds the stated size or is in the wrong format.
  • Application never forwarded by the institution within the HOI verification window.
  • Final submission made with an error, which cannot then be edited.

Applying for WBFS is free. The portal is designed and hosted by the National Informatics Centre, and the content is owned by the Department of Higher Education, Government of West Bengal. No agent or middleman has any role in selection, and no fee is charged for registration or for the freeship itself.

How to check your WBFS application status

WBFS does not run a separate public "track my application" tool outside the applicant's own login, so the status check happens at two points: the portal account you created at registration, and the institution that is required to verify and forward your form.

  1. Log in to the WBFS portal. Go to wbhed.gov.in/wbfs and sign in with the 15-character Applicant ID that was generated at registration and emailed to you, along with the password you set. The applicant dashboard is the first place to look, since it reflects whether your form is still in draft, has been finally submitted, or is showing as sent for verification.
  2. Confirm final submission actually happened. Because the form cannot be edited after Final Submit Application is clicked, the dashboard status is the only reliable proof that the step was completed. If the account still shows the application as editable or incomplete, it was never finally submitted and no institution can act on it.
  3. Check with the Head of Institution (HOI). After online final submission, verification and forwarding to the Directorate of Technical Education is done by your college, not by the student. Since there is no student-facing tracker for this internal step, the practical way to confirm it happened is to ask the college's admission or scholarship cell whether your name appears on the list of applications the HOI has verified and forwarded for that session.
  4. Watch the notified cut-off date. Each session's notice on wbhed.gov.in/wbfs fixes one date by which HOI verification and forwarding must be complete. If your college has not confirmed forwarding a few days before that date, follow up immediately rather than waiting for the deadline to pass, since an application stuck at the college end after the cut-off does not reach the Directorate for that session.
  5. Escalate if the college is unresponsive. If the institution is not confirming your status, write to the Directorate of Technical Education at dtewbfs@gmail.com or the Higher Education support address support.hed-wb@gov.in, stating your Applicant ID, institution name and course. The Banglar Uchcha Shiksha helpline (1800-102-8014, toll-free) can also be used for a status query on UG and PG scholarship and freeship applications.
  6. After the session's processing is complete, the outcome (freeship sanctioned or not) is communicated through the institution, since the benefit itself is a fee waiver applied at the college rather than a cash transfer the student would see land in a bank account. A student who receives no communication either way, after the notified processing period for that session has passed, should treat that as a reason to follow up with the HOI and the Directorate rather than assume rejection.

Frequently asked questions

What does the West Bengal Freeship Scheme actually pay for?

West Bengal Freeship Scheme waives only the tuition fee of the selected student for the concerned undergraduate technical course. All other fees charged by the institution — admission fee, examination fee, hostel, caution money, development or session charges — have to be borne by the beneficiary. The waiver is applied by the institution rather than paid to the student in cash.

What is the income limit for WBFS?

The annual family income of the candidate must not be more than Rs 2.50 lakh. The income certificate must be issued in the prescribed proforma by an officer of the State Government of the rank of Joint Block Development Officer or above, or an equivalent Group-A officer.

Who cannot apply under WBFS?

Candidates already selected under the AICTE Tuition Fee Waiver (TFW) scheme or under the West Bengal Swami Vivekananda Merit-cum-Means Scholarship Scheme are not eligible for WBFS. Students who are not domiciled in West Bengal, students in government institutions rather than self-financing private technical institutions, and students in courses other than UG Engineering, Technology, Pharmacy and Architecture are also outside the scheme.

Which courses and colleges are covered by the West Bengal Freeship Scheme?

WBFS covers undergraduate Engineering and Technology, Pharmacy and Architecture programmes run by the self-financing private engineering and technical institutions of West Bengal, in AICTE-approved courses, as provided in G.O. No. 755-Edn(T)/10M-70/2012 dated 20 December 2018.

How do I get my WBFS Applicant ID?

The 15-character Applicant ID is generated automatically when you submit the online registration form on wbhed.gov.in/wbfs, and it is also emailed to the address entered at registration. Download the registration slip or note the ID down — it is needed to log in, to complete the remaining steps and for all later correspondence.

Can a WBFS application be edited after submission?

No. Once the "Final Submit Application" button is clicked from the view screen, the application cannot be edited any more. Check every field, the uploaded documents and the photograph and signature files before final submission.

What file formats and sizes does the WBFS portal accept?

Photograph and signature must be JPG or JPEG, sized 20 KB to 50 KB and 10 KB to 20 KB respectively. Supporting documents must be PDF files not exceeding 400 KB each. Files outside these limits are rejected by the upload screen.

Whom do I contact if my WBFS application is stuck?

Contact the Directorate of Technical Education, Bikash Bhavan (10th floor), Salt Lake City, Kolkata 700091, or write to dtewbfs@gmail.com. The Banglar Uchcha Shiksha toll-free helpline 1800-102-8014 also handles queries on higher-education scholarship and freeship schemes.

When was the West Bengal Freeship Scheme introduced?

WBFS was introduced in 2011 and is administered through the Directorate of Technical Education, with the current eligibility and selection conditions laid down in Government Order No. 755-Edn(T)/10M-70/2012 dated 20 December 2018.
