What is a trade licence in West Bengal?

A trade licence in West Bengal is the permission an urban local body grants to carry on a specific trade at a specific address. West Bengal municipalities issue it under their municipal law, and the Kolkata Municipal Corporation issues the same permission under the Kolkata Municipal Corporation Act, 1980, where it carries the name Certificate of Enlistment (CE). The two words describe one document: written municipal consent that a named person may run a named business from a named holding.

The Department of Urban Development & Municipal Affairs (UD&MA) is the state department that owns the service. West Bengal's single-window business portal, Silpasathi, states plainly that applicants can avail the e-service "Issuance of Trade License Certificate" from UD&MA, which is what makes this a state-level, portal-driven process rather than a purely counter-based one.

A trade licence is not the same as any of these, and readers confuse them constantly:

  • GST registration is a tax registration with the GST department.
  • Shops and Establishments registration is a labour-department registration about working hours and employee conditions.
  • FSSAI registration is a food-safety licence from the food authority.
  • Udyam registration is an MSME identity number.

You may need several of these at once. The trade licence is the one that says your premises may lawfully be used for that trade.

Who can and cannot apply for a West Bengal trade licence?

Any person aged 18 or above who carries on a trade, business or profession from a fixed premises inside a West Bengal urban local body can apply. That includes sole proprietors, partnership firms, LLPs, private limited companies, societies and trusts. The applicant must have a lawful right to occupy the premises: ownership, a registered lease, or a rent agreement with the landlord's consent.

You cannot apply and will not be granted a trade licence if:

  • The premises are not lawfully occupied by you, or the landlord has not consented to commercial use.
  • The holding is in arrear of municipal property tax; municipalities routinely refuse enlistment until the arrear is cleared.
  • The trade is prohibited at that location by the local building use or zoning rules, a workshop in a purely residential plot, for example.
  • The trade is a regulated one and you do not hold the prior statutory approval for it: FSSAI for food, a drug licence for a pharmacy, a Pollution Control Board consent for a polluting activity, an excise licence for liquor.
  • The business has no fixed premises inside the local body's limits. Street vending is regulated under separate street-vendor rules, not the trade licence.

A trade licence is also refused where the applicant already holds a licence for the same premises and is trying to run an entirely different trade on it without first getting the licence amended.

How to apply for a trade licence in West Bengal online

  1. Open the right portal for your case. For a new trade licence, go to the PACE module at edistrict.wb.gov.in/PACE/login.do, which Silpasathi points to for this e-service. For a renewal of a licence you already hold, go straight to silpasathi.wb.gov.in. Inside the Kolkata Municipal Corporation area, use the KMC portal at kmcgov.in for the Certificate of Enlistment.
  2. Register and verify your login. Create an account with your mobile number and email, complete the OTP verification, and sign in. Use a mobile number you will keep; every status SMS, query and demand notice goes to it.
  3. Select the trade licence service and your urban local body. Choose the municipality, corporation or ward where the premises stand. The list of trade categories that follows is what fixes your fee, so pick the category that matches what you will actually sell or do, not the nearest-sounding one.
  4. Fill the application form. Enter the trade name, the constitution of the business, the full premises address with the municipal holding number, the floor area used for the trade, the number of employees, and the proprietor or partner details.
  5. Upload the documents. Identity proof, premises proof, the latest property tax receipt, landlord consent where the premises are rented, constitution documents for a firm or company, and any sector approval your trade needs. Scan each as a clear PDF or JPEG within the size limit the portal shows.
  6. Pay the fee on the portal. The system calculates the fee from the trade category and premises details and displays it before payment. Pay it through the portal's own gateway and download the receipt.
  7. Track and download. Note the application or acknowledgement number. Once the licence department completes its scrutiny and, where required, its site inspection, the trade licence or Certificate of Enlistment becomes available for download from the same login.

How to apply offline at the municipality

Every West Bengal municipality and corporation still runs a licence counter, and an offline route genuinely exists for applicants who cannot file online.

  1. Visit the licence section of your municipality, municipal corporation or, in a rural area, the gram panchayat office.
  2. Collect the trade licence application form, or in Kolkata the Certificate of Enlistment form from the KMC Licence Department.
  3. Fill it and attach self-attested photocopies of the identity proof, premises proof, latest property tax receipt, landlord consent and any trade-specific approval.
  4. Submit it at the counter and collect a dated acknowledgement slip with the application number.
  5. Pay the fee at the municipal cash counter against a printed receipt and keep that receipt. Do not hand cash to any individual without a receipt.
  6. Attend the site inspection if the licence inspector schedules one, and collect the licence from the same counter.

How do I check my trade licence application status?

Log in to the portal where you filed: PACE for a new application, Silpasathi for a renewal, or the KMC portal for a Certificate of Enlistment — and open the application-status or dashboard section using the acknowledgement number issued at submission. The KMC portal additionally lets you search unpaid demands and generate a duplicate licence receipt, which is useful when your accountant needs proof of payment for a past year. Offline applicants should carry the acknowledgement slip back to the same licence counter.

Renewal, validity and late fees

A West Bengal trade licence runs with the financial year, so the renewal cycle is annual and predictable. The Kolkata Municipal Corporation publishes the dates on its portal: new issue and renewal of the Certificate of Enlistment for 2026-27 opened on 4 April 2026, and the last date to renew without a late fee for that year was fixed as 31 July 2026. Renew inside that window and you pay the plain fee; renew after it and the KMC adds a late fee.

Municipalities outside Kolkata follow the same annual pattern but publish their own dates, so check your own urban local body's notice each April rather than assuming the Kolkata calendar applies.

If any detail on the licence changes. The trade you carry on, the premises area, the constitution of the firm, or the ownership, apply for an amendment rather than waiting for renewal. A licence that describes a business you no longer run is treated as no licence at all during an inspection.

Why trade licence applications get rejected in West Bengal

  • Property tax arrear on the holding. The single most common cause; clear the arrear and the file usually moves.
  • Wrong trade category selected, so the fee computed does not match the trade the inspector finds at the site.
  • Premises proof that does not match the address entered, or a rent agreement that has expired.
  • No landlord consent for commercial use of a rented premises.
  • Missing sector approval; applying for a restaurant licence without the FSSAI registration, or a pharmacy without the drug licence.
  • Blurred or partial uploads, especially tax receipts where the holding number is unreadable.
  • Zoning conflict, where the trade is not permitted in that building use.

Grievance route and a warning about middlemen

Silpasathi publishes a toll-free helpline on 1800-345-5562 for its e-services, including the trade licence certificate. For an application that is critically stuck, Silpasathi runs a Quick Response Team on 033-2262-2004, available Monday to Friday from 10 AM to 5 PM excluding holidays, and accepts written complaints at qrt.silpasathiwb@gmail.com. For a Certificate of Enlistment inside Kolkata, the KMC Licence Department is the first point of contact, and the KMC portal carries the current-year notices.

The trade licence process is a government-fee-only process. You pay exactly the amount the official portal computes and displays at the payment step, through the portal's own payment gateway, and nothing else. No agent, consultant or "licence facilitator" has any power to move a file faster, and no one is entitled to a service charge on top of the municipal fee. If someone asks for cash to "get it done", that money is not reaching the municipality. Apply yourself on edistrict.wb.gov.in/PACE or silpasathi.wb.gov.in, keep every payment receipt, and raise a grievance on the numbers above if the file does not move.
