Digital Ration Card in West Bengal
West Bengal state government scheme
A digital ration card in West Bengal is issued by the Department of Food & Supplies through the Ration Card Management System on food.wb.gov.in. West Bengal has 8.73 crore live ration cards and disposed of 3.62 crore card applications since 1 January 2021. Applications are filed free online or at a Bangla Sahayata Kendra, and the toll-free helpline is 1800 345 5505 or 1967.
What is a digital ration card in West Bengal?
A digital ration card in West Bengal is the household's food security document, issued by the Department of Food & Supplies, Government of West Bengal, from New Khadya Bhaban, 11A Mirza Ghalib Street, Kolkata 700087. West Bengal replaced the old handwritten paper ration card with an Aadhaar-linked digital card managed through the department's Ration Card Management System (RCMS) on food.wb.gov.in.
The scale is unusual even by Indian standards. The department's own live dashboard, updated on 15 August 2026, shows 8,73,00,140 ration cards in force, 8,66,18,180 of them linked to Aadhaar, and 1,93,29,483 families with a mobile number attached to the card. Foodgrain moves through 21,210 fair price shops and 528 distributors.
A ration card in West Bengal is not only a food document. Banks, schools, gas distributors and government offices accept it as address and family proof, and under One Nation One Ration Card an Aadhaar-authenticated West Bengal card can be used to draw the household's entitlement at an ePoS shop in any other state.
Who is eligible for a ration card in West Bengal?
You can apply if:
- You are a resident of West Bengal and your household holds no ration card anywhere in India.
- You are the head of the family, normally the eldest woman aged 18 or above, which is how the National Food Security Act 2013 defines the head of the household for ration card purposes.
- A child has been born into the family, or a newly married member has joined it, and needs to be added to an existing card.
- Your family has moved into West Bengal or between districts and has surrendered its earlier card.
You cannot apply if:
- Your household already holds a valid ration card in West Bengal or in any other state. Duplicate cards are the single largest reason applications are rejected, and 23,21,446 of the 3.74 crore applications filed since January 2021 have been rejected.
- The person being added is already recorded on another card and no deletion certificate has been produced from that card.
- The applicant is not ordinarily resident in West Bengal.
Being eligible for a card is not the same as being eligible for free foodgrain. West Bengal issues Antyodaya Anna Yojana (AAY) and Priority Household (PHH) cards under the National Food Security Act, and state-funded categories for families that fall outside the central NFSA ceiling. The department fixes the category from the details in your application after verification.
Is a BPL certificate still needed in West Bengal?
No. Under the National Food Security Act 2013, the old Below Poverty Line and Above Poverty Line labels were replaced by card categories recorded on the ration card itself. Your West Bengal digital ration card shows the category, and that printed category is the proof. There is no separate "BPL certificate" counter to visit, and any agent who offers to sell one is selling nothing.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar of every family member | Yes | The application is keyed to Aadhaar numbers |
| Residence proof in West Bengal | Yes | Voter card, electricity bill, tax receipt, gas paper |
| Mobile number of the head of family | Yes | Used for the SMS trail at every stage |
| Photograph of the head of family | Yes | Normally the eldest woman aged 18 or above |
| Birth certificate | For a child | Only when a newborn or minor is added |
| Deletion certificate from earlier card | If applicable | For a married member moving to a new card |
| Surrender certificate from the previous state | If applicable | For families that moved into West Bengal |
How to apply for a ration card in West Bengal online
- Open food.wb.gov.in, the Department of Food & Supplies portal, and go to the ration card services section that runs on the Ration Card Management System. Choose the service for a new ration card rather than a correction or addition service; RCMS uses a separate form for each kind of request.
- Enter the Aadhaar number and mobile number of the head of the family and verify the OTP that is sent to that mobile. The head of the family is normally the eldest woman aged 18 or above.
- Fill in the family details; name, date of birth, relationship and Aadhaar number for every member who will be on the card — and enter the full West Bengal address, district, block or municipality and the fair price shop area.
- Upload the documents: Aadhaar copies, address proof, a photograph, and any deletion or surrender certificate that applies to your case.
- Submit the form and note the application number shown on screen and sent by SMS. This number is the only way to track the case later.
- Wait for field verification. The Inspector of Food & Supplies for your area checks the address and the family composition against records, and the case is then approved or rejected in RCMS.
- Download the e-Ration Card from the e-Ration Card option on food.wb.gov.in once the card is approved, using the ration card number and category.
How to apply offline in West Bengal
- Go to your nearest Bangla Sahayata Kendra (BSK), the state government's assisted service counter network at bsk.wb.gov.in, and ask the operator for the new ration card service. BSK operators file the same RCMS form on your behalf.
- Alternatively, go to the Inspector of Food & Supplies office for your area, or the block office in a rural area or the municipality office in an urban area, and ask for the ration card application form.
- Attach Aadhaar copies of every member, address proof, a photograph and any deletion or surrender certificate, and hand in the form.
- Collect the acknowledgement carrying the application number before you leave the counter. Without it you cannot track or escalate the case.
How do I check my ration card application status?
- Use the status check option in the ration card services section of food.wb.gov.in with your application number.
- Call the toll-free helpline 1800 345 5505 or 1967.
- Send a message on the department's WhatsApp number 9903055505.
- Return to the Bangla Sahayata Kendra where you filed, with the acknowledgement slip.
The department publishes running totals of applications received, approved, rejected and disposed on its public dashboard, so you can see how the queue is moving even before your own case is decided.
Does a West Bengal ration card expire?
A digital ration card has no expiry date. What it does need is upkeep:
- Aadhaar seeding for every member, so that ePoS authentication at the shop succeeds. West Bengal has already seeded 8.66 crore of 8.73 crore cards.
- Mobile number linking, so that SMS alerts on entitlement and lifting reach you.
- Adding a newborn and deleting a member who has died or moved out.
- Category change where the household's circumstances change.
Each of these is a separate service in RCMS on food.wb.gov.in and can also be filed at a Bangla Sahayata Kendra.
Why West Bengal ration card applications get rejected
- A duplicate card already exists for the household or for a member in West Bengal or another state.
- Aadhaar details do not match the name or date of birth entered in the form.
- No deletion certificate for a married member still listed on a parent's card.
- Address proof does not match the address entered, so field verification fails.
- The mobile number is not in use, so the OTP and the verification calls never reach the applicant.
- Incomplete family details, most often a member entered without an Aadhaar number.
Of 3,74,67,870 applications filed since 1 January 2021, the department has approved 3,39,55,961 and rejected 23,21,446 to roughly one in sixteen. A rejection is not final; correct the defect and file again.
What does it cost, and what to watch out for
The Department of Food & Supplies does not publish any citizen fee for a new digital ration card on food.wb.gov.in, and the online RCMS route is a self-service form. Where a Bangla Sahayata Kendra files it for you, it is a state government service counter, not a private agent.
No officer will ask you for an OTP over the phone to "release" a ration card, and no one needs to be paid to have an application approved. If someone quotes a price to get your card issued faster, report it on the toll-free helpline 1800 345 5505 or 1967 or through the online grievance link on food.wb.gov.in.

Frequently asked questions
How do I apply for a new ration card in West Bengal?
Apply online through the ration card services section of food.wb.gov.in, the Department of Food & Supplies portal that runs the Ration Card Management System, or apply free of charge at a Bangla Sahayata Kendra. The department has received 3.74 crore ration card service applications since 1 January 2021 and disposed of 3.62 crore of them.
Is there any fee for a West Bengal ration card?
The Department of Food & Supplies does not publish any citizen fee for a new digital ration card on food.wb.gov.in, and Bangla Sahayata Kendra counters deliver state government e-services to citizens. Pay nothing to a middleman who offers to "get the card passed".
Which categories of ration card does West Bengal issue?
West Bengal issues Antyodaya Anna Yojana and Priority Household cards under the National Food Security Act 2013, along with state-funded categories that cover families outside the central NFSA list. The category is decided by the department from the application, not chosen by the applicant.
Do I still need a separate BPL certificate?
No — in West Bengal the entitlement level is recorded as a category on the ration card itself, so the card is the proof and there is no separate BPL certificate to obtain. Older "BPL card" language survives in conversation but not in the current NFSA card system.
How do I check my ration card application status?
Check the status in the ration card services section of food.wb.gov.in using the application number generated when you submitted the form, or call the toll-free helpline on 1800 345 5505 or 1967. The department publishes live counts of applications approved, rejected and disposed on its dashboard.
How do I download my e-Ration Card?
Use the e-Ration Card download option on food.wb.gov.in with your ration card number and category to get a PDF copy. The digital card has replaced the old paper card for most purposes in West Bengal.
How many ration cards and ration shops does West Bengal have?
West Bengal has 8,73,00,140 live ration cards and 21,210 fair price shops served by 528 distributors, as published on the Department of Food & Supplies dashboard on 15 August 2026. Of those cards, 8,66,18,180 are Aadhaar-linked.
What if my application is rejected?
Use the online grievance route on food.wb.gov.in or call 1800 345 5505 or 1967, quoting the application number. The department has rejected 23.21 lakh of the 3.74 crore applications filed since January 2021, most often for a duplicate entry or an Aadhaar mismatch, both of which can be corrected and refiled.
