Residence / Domicile Certificate in Andhra Pradesh (MeeSeva)
Andhra Pradesh state government scheme
Andhra Pradesh issues the Residence Certificate, its domicile document, through the Revenue Department on the MeeSeva portal at ap.meeseva.gov.in and at Grama and Ward Sachivalayams. The Tahsildar signs it after the Village Revenue Officer verifies the address, and AP offers two variants: Residence Certificate General and Residence Certificate Passport.
What is a residence certificate in Andhra Pradesh?
A Residence Certificate in Andhra Pradesh is the state's domicile document, issued under the Revenue Department, Government of Andhra Pradesh. Andhra Pradesh district administrations define it as proof of permanent residence of a citizen in a village, town or ward, issued on the basis of continuous stay at the place or permanent employment there.
The certificate is signed by the Tahsildar, also called the Mandal Revenue Officer, after the Village Revenue Officer verifies the address on the ground. Citizens reach the service through three channels: a MeeSeva centre, a Grama or Ward Sachivalayam, or the MeeSeva portal at ap.meeseva.gov.in, where the residence certificate appears on the Revenue Department services list.
Andhra Pradesh issues the certificate in two variants, both listed separately on district revenue service pages and in the MeeSeva services list:
- Residence Certificate – General, used for admissions, recruitment and scheme eligibility.
- Residence Certificate – Passport, used for passport formalities, for which a photograph is an additional requirement.
Choose the right variant when you apply. A general certificate produced at a passport appointment, or the reverse, means filing again.
Who can and cannot apply in Andhra Pradesh?
You can apply if:
- You have been staying continuously at an address in a village, town or ward of Andhra Pradesh, and can show a house tax receipt, telephone bill or electricity bill for it.
- You hold permanent employment at the place, which Andhra Pradesh district pages recognise as an independent basis for the certificate alongside continuous stay.
- You hold an Andhra Pradesh ration card, EPIC card or Aadhaar card carrying the address.
- You are a student or minor applying through a parent who is resident in the state.
You cannot apply if:
- You have no Andhra Pradesh address and no ration card, EPIC card, utility bill or house tax receipt for one.
- You are a temporary visitor with nothing on record connecting you to the place.
- You are applying for another adult without being their parent or guardian.
- Your records contradict the claim, for example an address in another state across all your documents with nothing filed to explain the move.
Andhra Pradesh does not publish a single blanket number of years of residence for this certificate on district service pages; the test stated there is continuous stay or permanent employment at the place, verified by the Village Revenue Officer. Where a recruitment notification or an admission brochure lays down its own residence or study requirement, a specific number of years of study in the state, for instance, that notification governs, and the residence certificate is only the proof of residence within it. Read the notification first.
What documents are required?

|---|---|---|
| Filled application form | Yes | Listed first on district service pages |
| Identity proof | Yes | Ration card, EPIC card or Aadhaar card |
| Utility bill or house tax receipt | Yes | House tax, telephone or electricity bill for the address |
| Aadhaar card | Yes | Seeds the application and matches records |
| Passport photograph | For passport variant | District pages record it as mandatory only for the passport type |
| Employment or service certificate | If applicable | Where the claim rests on permanent employment |
| Study certificate | If applicable | Supports student applicants; often demanded separately by admission bodies |
Carry originals to the MeeSeva counter. The operator scans and uploads, but the counter checks the originals against the copies before the file is pushed to the Tahsildar.
How to apply for an Andhra Pradesh residence certificate
- Decide which variant you need; Residence Certificate General, or Residence Certificate Passport. They are separate services in the MeeSeva list.
- Go to a MeeSeva centre, a Grama Sachivalayam or a Ward Sachivalayam, or open the MeeSeva portal at https://ap.meeseva.gov.in/. The Prakasam district service page names MeeSeva centres as the place of application for this certificate.
- Fill the application form with your name as it appears on Aadhaar, your father's or husband's name, and the full address with the correct village or ward, mandal and district. A wrong mandal sends the file to a Tahsildar with no jurisdiction over your address.
- Submit the documents; identity proof, the utility bill or house tax receipt, Aadhaar, and a photograph if you are applying for the passport variant.
- Pay the notified MeeSeva service charge at the counter and take the printed MeeSeva receipt, which carries the application or transaction number. Do not leave the counter without it.
- Cooperate with the Village Revenue Officer's verification. Since the residence certificate is a Category B service, the file only moves after physical verification of the address. Keep originals ready and be reachable on the mobile number you gave.
- Collect the approved certificate from the MeeSeva centre, or download it from ap.meeseva.gov.in against the transaction number once the Tahsildar has signed it.
What does "Category B" mean for how long it takes?
Andhra Pradesh district service pages classify the residence certificate as a Category B service — one that cannot be handed over across the counter because it requires physical verification and departmental approval, and note that it can be converted into Category A. That distinction is the single most useful thing to understand about the timeline.
A Category B application runs through the Village Revenue Officer's field verification and the Tahsildar's approval before it issues. Once the certificate exists on record and the service is converted to Category A for you, a further copy can be printed at a MeeSeva centre far more quickly, because no fresh verification is needed. If you already hold a residence certificate and only need another copy, ask at the MeeSeva counter for the reprint route before filing a whole new application.
How do I check the status of my application?
Track the application on the MeeSeva portal, ap.meeseva.gov.in, using the transaction number printed on your MeeSeva receipt. The Prakasam district service page directs applicants there specifically for status. Applications filed at a Grama or Ward Sachivalayam can also be followed up with the Digital Assistant or the Village Revenue Officer at the Sachivalayam, who can see where the file is sitting.
If the status has not changed for an extended period, the practical escalation is in this order: the MeeSeva centre or Sachivalayam that filed it, then the Village Revenue Officer who has to verify it, then the Tahsildar of the mandal who has to sign it.
Why do residence certificate applications get rejected?
- Utility bill in another person's name with nothing to connect it to the applicant.
- Name mismatch between the ration card, EPIC card, Aadhaar and the application, especially where initials are expanded differently.
- Wrong mandal, village or ward entered, so the verification never reaches the right Village Revenue Officer.
- Verification failure, the VRO cannot find the applicant at the address, or no one is available to confirm the stay.
- Wrong variant applied for, most often a general certificate filed when the passport variant was needed.
- No photograph on a passport-variant application, which district pages record as mandatory for that type.
Validity, renewal and what it should cost
The residence certificate is generally treated as a standing record of residence rather than a document with a printed expiry, but Andhra Pradesh recruitment boards and admission authorities frequently ask for a recently issued certificate. Read the notification you are applying under, and if it demands a fresh certificate, file again through MeeSeva rather than producing an old copy.
On cost: pay only the notified MeeSeva service charge printed on the receipt at the centre, or the charge shown on ap.meeseva.gov.in if you apply online. The Andhra Pradesh government delivers this service directly through MeeSeva centres and Grama and Ward Sachivalayams precisely so that citizens do not need an intermediary. An agent who offers to "get the Tahsildar's signature" for a larger sum is not part of the process, no Revenue Department officer will ask you for an OTP, and money paid outside the counter buys nothing but risk.
Where do I complain about a delay?
- The MeeSeva centre or Sachivalayam where you filed, with the receipt.
- The Village Revenue Officer responsible for verifying your address.
- The Tahsildar / Mandal Revenue Officer of your mandal, who signs the certificate.
- The District Collectorate, whose revenue services listing: as on chittoor.ap.gov.in, covers the residence certificate, for a file that has stalled with no recorded reason.
Quote the MeeSeva transaction number in every complaint. Without it, no office can locate the file.

Frequently asked questions
Who issues the residence certificate in Andhra Pradesh?
The Tahsildar, also called the Mandal Revenue Officer, issues it under the Revenue Department, after the Village Revenue Officer verifies the address on the ground. The service is delivered to citizens through MeeSeva centres and Grama and Ward Sachivalayams.
What are the two types of residence certificate in Andhra Pradesh?
Andhra Pradesh issues a Residence Certificate General and a Residence Certificate Passport, both listed as separate revenue services on district portals and on the MeeSeva services list. The passport variant additionally requires a photograph and is the one accepted for passport formalities.
What is a Category B service on MeeSeva?
A Category B service is one that cannot be issued across the counter because it needs physical verification and an officer's approval, and Andhra Pradesh district pages classify the residence certificate as Category B that can later be converted into Category A. Once converted, a repeat copy can be issued much faster at a MeeSeva centre.
Where can I apply for a residence certificate in Andhra Pradesh?
Apply at any MeeSeva centre, at your Grama or Ward Sachivalayam, or online through the MeeSeva portal at ap.meeseva.gov.in. The Prakasam district service page names MeeSeva centres as the place of application and the MeeSeva portal as the place to track it.
Who cannot apply for an Andhra Pradesh residence certificate?
A person with no address in Andhra Pradesh and no ration card, EPIC card or utility bill for an Andhra Pradesh address cannot apply, and a purely temporary visitor is not eligible either. An application filed for another adult without being their guardian is also not accepted.
How do I check my MeeSeva application status?
Track the application on the MeeSeva portal at ap.meeseva.gov.in using the transaction or application number printed on the MeeSeva receipt. The Prakasam district page directs applicants to exactly this portal for status.
What proof does the residence certificate rest on?
The certificate is issued on the basis of continuous stay at the place or permanent employment there, as Andhra Pradesh district service pages describe it. That is why a house tax receipt, telephone bill or electricity bill is asked for alongside the identity document.
Do I have to pay an agent to get this certificate?
No. Apply yourself at a MeeSeva centre, a Grama or Ward Sachivalayam or on ap.meeseva.gov.in and pay only the notified MeeSeva service charge shown on the receipt. Any amount demanded above the printed charge, or any promise of faster Tahsildar approval for money, is not official.
