EWS (Economically Weaker Section) Certificate in Andhra Pradesh
Andhra Pradesh state government scheme
EWS Certificate in Andhra Pradesh is issued by the Revenue Department as the "Issuance of Income and Asset Certificate for Economically Weaker Sections", applied for at a Grama or Ward Sachivalayam or a MeeSeva kiosk and signed by the Tahsildar. Gross annual family income must be below Rs 8 lakh and the family must hold less than 5 acres of agricultural land.
EWS Certificate in Andhra Pradesh is the Income and Asset Certificate a general-category family must hold before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Andhra Pradesh's Revenue Department issues it, the Tahsildar signs it, and the citizen-facing counter is the Grama or Ward Sachivalayam, with MeeSeva as the parallel kiosk channel.
What is the EWS certificate and how does Andhra Pradesh issue it?
The EWS certificate certifies two facts in a single document: that the family's gross annual income was below Rs 8 lakh, and that the family holds none of four listed categories of property. Andhra Pradesh publishes the service under the Revenue Department as "Issuance of Income and Asset Certificate for Economically Weaker Sections (EWS)", and the Grama Ward Sachivalayam department maintains a dedicated kiosk user manual for it in its MeeSeva kiosk documentation set.
Andhra Pradesh's delivery model is distinctive. Since the Grama and Ward Sachivalayam system was rolled out, most revenue certificates are filed at the Sachivalayam nearest the applicant rather than at a taluk office, with a Village Revenue Officer or Ward Revenue Secretary doing the ground verification and the file moving up to the Tahsildar for signature. MeeSeva franchises remain available and file the same application. Both routes reach the same officer.
The state applied the central EWS quota through its own orders implementing the Constitution (103rd Amendment) Act in education and employment, and the Andhra Pradesh High Court's published order on implementation of the 10 per cent reservation for economically weaker sections is part of that record. What matters for an applicant is the practical consequence: the certificate follows the central format and the central income and asset tests, not a separate state definition.
Who can and cannot apply for an EWS certificate in Andhra Pradesh?
You can apply if you are an Andhra Pradesh resident, you are not covered by the Scheduled Caste, Scheduled Tribe or Backward Classes reservations, your family's gross annual income is below Rs 8 lakh, and your family clears each of the asset tests.
The asset tests are cumulative. A family holding 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 square feet or more cannot apply. A family owning a residential plot of 100 square yards or more inside a notified municipality cannot apply, with the limit rising to 200 square yards outside notified municipalities. Holdings in different villages, towns and cities are added together before those tests are applied, so wet land in the home mandal plus a plot in Vijayawada count as one holding.
You cannot apply if you fall under any backward classes group. This is the point Andhra Pradesh applicants most often get wrong: a candidate holding a BC-A, BC-B, BC-C, BC-D or BC-E certificate is inside a reserved category and therefore outside EWS, however modest the family's income. The same applies to SC and ST candidates. The certificate format itself carries a clause certifying that the applicant's caste is not in any of the reserved lists.
"Family" is defined for this purpose as the applicant, their parents, their spouse, their children below the age of 18, and their unmarried siblings below the age of 18. An adult elder brother's salary is not counted. A parent's pension is.
What documents are required for the AP EWS certificate?
Andhra Pradesh's process is built around a prior income certificate. A valid income certificate issued by the Tahsildar showing family income below Rs 8 lakh a year is the mandatory supporting document, so the sequence is income certificate first, EWS certificate second. Alongside it you need Aadhaar, a residence proof, the family ration card, and a notarised affidavit on the family's income and assets, supported by declarations from family members, listing every property the family holds. Where the family owns agricultural land, carry the adangal, 1-B extract or pattadar passbook so that the Village Revenue Officer can check the holding against the 5-acre limit. Salaried and self-employed members should add a salary certificate, Form 16 or an income tax return.
The affidavit is worth preparing carefully. A bare denial of assets is weaker than a specific declaration naming the family's agricultural extent, residential flat area and plot area, and a specific affidavit is far less likely to come back for correction.
How to apply for an EWS certificate in Andhra Pradesh
- First obtain an income certificate from the Tahsildar through your Grama or Ward Sachivalayam or a MeeSeva kiosk, showing gross annual family income below Rs 8 lakh.
- Visit your Grama or Ward Sachivalayam, or a MeeSeva franchise, and ask for the Revenue Department service "Issuance of Income and Asset Certificate for Economically Weaker Sections (EWS)".
- Give the operator your Aadhaar for authentication, along with the income certificate, ration card, residence proof, land records where applicable and the notarised income-and-assets affidavit.
- Check the application details on screen before the operator submits; particularly the spelling of names, the family member list and the declared land extent.
- Pay the notified government fee at the counter and collect the printed acknowledgement carrying the application number.
- Allow the Village or Ward Revenue Officer to complete field verification of the income and property declarations.
- Once the Tahsildar approves and digitally signs the certificate, download it from the GSWS or MeeSeva portal, or collect the print at the Sachivalayam or kiosk.
How to apply online through the AP portals
- Open gramawardsachivalayam.ap.gov.in and go to the citizen services section, or use the MeeSeva citizen portal and select the Revenue Department.
- Register or log in with your mobile number and complete Aadhaar authentication.
- Select the EWS income and asset certificate service, fill the applicant, family, income and asset details, and upload the income certificate, affidavit and supporting documents.
- Pay the fee online and note the application number shown on the acknowledgement, the same number is used for status tracking and for downloading the certificate.
How do I check my AP EWS application status?
Use the Application and Transaction Status page on the Grama Ward Sachivalayam portal, or the MeeSeva status check, entering the application number from your receipt. Any Sachivalayam or MeeSeva counter can run the same query. Andhra Pradesh also allows certificate download without a login on the GSWS portal once the file has been approved, so the acknowledgement number by itself is enough to retrieve the certificate.
If the file is showing as pending with the Village Revenue Officer well past the counter's stated timeline, the practical fix is usually to visit the Sachivalayam in person: field verification stalls most often because the officer could not locate the household or the land record, and that is resolved in a conversation rather than online.
How long is an AP EWS certificate valid, and can it be renewed?
Plan for a single financial year. The prescribed national format states that the certificate must have been issued on or after 1 April of the relevant year, and APPSC recruitment notifications, AP EAPCET counselling and NEET counselling authorities apply that literally. There is no renewal endorsement on an existing certificate. Each year you file a fresh application with an updated income certificate and a fresh affidavit, which is why applicants who leave it until the week of counselling tend to miss the window.
Why do EWS applications get rejected in Andhra Pradesh?
The commonest cause is a candidate already covered by the backward classes lists applying for EWS anyway. Andhra Pradesh has a wide BC classification, and a family that thinks of itself as economically weak may still be inside BC-D or BC-E — which is a straight bar, not a curable defect.
The second cause is a land declaration the Village Revenue Officer cannot reconcile with the adangal. Families often declare only the land currently cultivated and omit holdings recorded in a parent's name, and the clubbing rule then pushes the total past 5 acres. The third is a missing, expired or inconsistent income certificate: because the EWS certificate is built on the income certificate, any mismatch between the two figures stops the file. After those come routine document defects, a ration card that does not list a declared family member, an address that does not match the residence proof, and a name spelt differently on Aadhaar and on the application.
Where do I complain if my AP EWS certificate is delayed?
Raise the matter first at the Grama or Ward Sachivalayam or MeeSeva counter where you filed, quoting the application number, then escalate to the Tahsildar's office, which is where the file sits for signature. Above the Tahsildar are the Revenue Divisional Officer at division level and the District Collector at district level, and a file that has been pending or rejected without a stated reason can be taken to either. Andhra Pradesh also runs a public grievance route through the Sachivalayam network itself, which is the fastest way to get a stalled field verification restarted.
The application costs only the notified government fee, and the Sachivalayam or MeeSeva counter prints that amount on your receipt. There is no legitimate reason to pay a middleman a separate charge to file it. If a kiosk asks for more than the printed fee, that overcharging is a separate and easily proved complaint: take the receipt with you when you make it.

Frequently asked questions
Where do I apply for an EWS certificate in Andhra Pradesh?
Apply at your Grama or Ward Sachivalayam, or at a MeeSeva kiosk, under the Revenue Department service named "Issuance of Income and Asset Certificate for Economically Weaker Sections (EWS)". Andhra Pradesh publishes a kiosk user manual for this exact service on the GSWS site.
Do I need an income certificate before the EWS certificate in Andhra Pradesh?
Yes. A valid income certificate issued by the Tahsildar showing family income below Rs 8 lakh a year is the supporting document for the EWS application in Andhra Pradesh, so apply for the income certificate first and then use it for the EWS application.
Is the AP EWS certificate the same as an income certificate?
No. The income certificate states family income only; the EWS income and asset certificate certifies both income and the absence of four categories of property. AP EAPCET and central counselling authorities ask for the EWS certificate specifically and will not accept the income certificate for it.
What is the income limit for the AP EWS certificate?
Gross annual family income must be below Rs 8 lakh, counting salary, agriculture, business and profession together. The family must also hold less than 5 acres of agricultural land, and must clear the residential flat and plot limits.
Who signs the EWS certificate in Andhra Pradesh?
The Tahsildar signs it, after verification by the Village or Ward Revenue Officer. The prescribed national EWS format requires an officer not below the rank of Tehsildar, which is why a Sachivalayam functionary cannot issue it directly.
Can BC category candidates in Andhra Pradesh get an EWS certificate?
No. EWS reservation is reserved for candidates who are not covered by SC, ST or the backward classes lists, so a BC-A, BC-B, BC-C, BC-D or BC-E candidate in Andhra Pradesh cannot hold an EWS certificate regardless of family income.
How long is an AP EWS certificate valid?
Treat it as valid for one financial year. The prescribed national format requires issue on or after 1 April of the relevant year, and APPSC, AP EAPCET and NEET counselling authorities apply that literally, so most applicants file a fresh application each year.
Should I pay an agent for an EWS certificate in Andhra Pradesh?
No. Grama and Ward Sachivalayams and MeeSeva kiosks charge only the notified government fee, which is printed on the receipt. Ask for the receipt, and complain if a kiosk asks for anything above the notified amount.
