What is Jagananna Thodu?

Jagananna Thodu is a working capital credit scheme of the Government of Andhra Pradesh, delivered through the Municipal Administration and Urban Development Department together with the state's rural and urban poverty alleviation agencies. The scheme arranges an interest-free loan of Rs 10,000 from a bank for a street vendor or very small trader, with the state government paying the interest and the vendor repaying only the principal over 12 months.

Thodu is Telugu for support or companionship, and readers search for the scheme as "Jagananna Thodu", "AP street vendor loan" and "Jagananna Thodu Rs 10000 scheme". It was launched in November 2020.

According to the published scheme figures, about 15.03 lakh beneficiaries had been covered with disbursements of roughly Rs 2,011 crore across four phases by August 2022.

What problem it solves

A street vendor's economics turn on daily working capital. A vegetable seller needs Rs 2,000 to Rs 5,000 in hand each morning to buy stock, sells through the day, and starts again the next morning. Where that capital is borrowed from a daily-finance lender, the effective interest is punishing; commonly quoted in the trade as ten rupees per hundred per month or worse, and it consumes most of the day's margin. Jagananna Thodu replaces that borrowing with formal bank credit at zero effective cost to the vendor.

Main features

  • Rs 10,000 working capital loan in the first cycle, from a scheduled bank.
  • Zero interest to the borrower. The state pays the interest to the bank.
  • 12-month repayment in monthly instalments of the principal.
  • A higher limit in the next cycle where the first loan is repaid on time, which is the incentive structure the scheme rests on.
  • No collateral, this is an unsecured micro-loan.

Who is eligible for Jagananna Thodu?

You can be included if:

  • You are 18 years of age or above.
  • You are a permanent resident of Andhra Pradesh.
  • You work as a street vendor, hawker or very small trader. A fruit or vegetable seller, a small shopkeeper, a barber, a cobbler, an artisan or a traditional craftsperson.
  • Your household income is within the scheme limits, published as about Rs 10,000 a month in villages and Rs 12,000 a month in towns.
  • You hold a valid identity document, Aadhaar, voter card or another government-issued ID.
  • You have an active bank account into which the loan can be credited and from which the instalments can be repaid.

You cannot apply if:

  • You are below 18 years of age.
  • Your household income exceeds the scheme limits.
  • You have no vending or petty trading activity, the scheme is written for people actually running a micro-enterprise, not as a general household loan.
  • You have defaulted on an earlier cycle and not regularised it, which blocks both the interest subsidy and a fresh sanction.
  • Another member of your family has already been sanctioned a loan under the scheme, since one loan is arranged per family.
  • You are not a resident of Andhra Pradesh, even if you vend in the state.

How to apply for Jagananna Thodu

  1. Visit your Grama or Ward Sachivalayam, the village or ward secretariat — and ask the Welfare Assistant or Digital Assistant to record your claim under Jagananna Thodu.
  2. Give your details to the village or ward volunteer, who verifies on the ground that you are actually vending or running the small trade you have declared. Verification in Andhra Pradesh's welfare schemes is door-to-door rather than a desk check of uploaded papers.
  3. Submit the documents, Aadhaar, vendor identity proof, ration card, residence proof and bank passbook, with one photocopy set.
  4. Complete the bank formalities. Because Jagananna Thodu is a bank loan, the lending branch takes its own application and know-your-customer papers. Sign the loan documents at the branch you are referred to.
  5. Collect the acknowledgement with your reference number and keep it for status checks.
  6. Receive the Rs 10,000 in your bank account once the loan is sanctioned.
  7. Repay the monthly instalments on time. Timely repayment is what keeps the interest subsidy alive and unlocks the higher limit in the next cycle.

How does the interest-free part actually work?

Jagananna Thodu is often described loosely as "free money", and that misunderstanding causes real damage when the repayment schedule starts. The mechanics are worth being precise about:

  • The bank lends the Rs 10,000. It is a normal loan on the bank's books.
  • The vendor repays the principal in monthly instalments across 12 months.
  • The state government pays the interest component to the bank on the vendor's behalf.

So the vendor's total outflow equals what the vendor received. What the vendor never pays is interest. The corollary matters: if you stop repaying, the subsidy does not cover you. The unpaid principal remains a debt to the bank, recorded against you in the normal way, and it blocks both the next Jagananna Thodu cycle and other formal credit.

How to check your Jagananna Thodu status

  1. Ask at your Grama or Ward Sachivalayam, which holds the beneficiary register for your village or ward.
  2. Ask your village or ward volunteer, who conducted the field verification.
  3. Ask at the lending bank branch where the sanction is pending, since the final step of the process sits with the bank rather than with the state.
  4. Call 1902, the state Sachivalayam helpline, with your Aadhaar number and the acknowledgement reference.
  5. Check the bank passbook for the credit and for the repayment debits.

Why Jagananna Thodu applications get rejected

  • No verifiable vending activity found at field verification.
  • Household income above the scheme limits of about Rs 10,000 a month in villages and Rs 12,000 in towns.
  • Existing default on an earlier cycle or on another bank loan.
  • Duplicate claim within the family, removed under the one-per-family rule.
  • Bank account dormant, frozen or not Aadhaar-seeded, which prevents the credit.
  • Identity or name mismatch across Aadhaar, ration card and the bank record.
  • Bank-level rejection on the branch's own credit assessment, which the state scheme cannot override.

Is Jagananna Thodu still running?

Jagananna Thodu belongs to the "Jagananna" family of schemes introduced by the state government that held office between 2019 and 2024. Since the change of government in June 2024, no fresh phase has been announced under that name, and vendors should not assume a new cycle is open.

The route that remains live for a street vendor in Andhra Pradesh is the central PM SVANidhi scheme of the Ministry of Housing and Urban Affairs, at pmsvanidhi.mohua.gov.in, which offers a comparable working capital loan with a 7% interest subsidy and an escalating limit on timely repayment. Many vendors in the state were covered under both schemes at the same time. Apply for PM SVANidhi online, or through your urban local body or a Common Service Centre.

Help and grievance redressal

  • Sachivalayam helpline: 1902, for application, verification and payment queries on state welfare schemes.
  • Grama or Ward Sachivalayam. The first place to raise a missing name, because the field verification record lives there.
  • Your lending bank branch, for a sanction stuck at the bank, a wrong instalment debit, or an interest charge that should have been subsidised.
  • Municipal Commissioner or Mandal Parishad Development Officer, the local body escalation for vending-related disputes and town vending committee records.
  • Banking Ombudsman: where the bank has charged interest that the scheme was meant to cover and the branch does not correct it.

Applying is free. No volunteer, secretariat staff member, bank agent or middleman may charge a fee to sanction a Jagananna Thodu loan, and no bank official will ask you for an OTP or your account password.

Frequently asked questions

How much loan does Jagananna Thodu give?

Jagananna Thodu arranges an interest-free working capital loan of Rs 10,000 in the first cycle, sanctioned by a bank and repayable over 12 months. The state government pays the interest, so the vendor repays only the principal, and a larger limit follows in the next cycle on timely repayment.

Who is eligible for Jagananna Thodu?

Street vendors, hawkers and very small traders in Andhra Pradesh aged 18 and above are eligible, including fruit and vegetable sellers, small shopkeepers, barbers, cobblers and traditional craftspeople. The applicant needs a valid identity document and a bank account.

Who is not eligible for Jagananna Thodu?

Applicants below 18 years, households above the scheme's income limits, people with no vending or petty trading activity, and vendors who have defaulted on an earlier cycle without regularising it are not eligible. One loan is arranged per family.

Is Jagananna Thodu a grant or a loan?

Jagananna Thodu is a loan, not a grant. The bank lends the Rs 10,000 and the vendor repays the principal in monthly instalments over 12 months; what the government pays is the interest, which is why the vendor experiences it as an interest-free loan.

What happens if I do not repay a Jagananna Thodu loan?

Non-repayment ends the interest subsidy and blocks the next cycle. Because it is a bank loan, default is recorded against the borrower with the lending bank in the normal way, which affects any future credit including the higher limit that timely repayment would have unlocked.

Is Jagananna Thodu still open for new applications?

No fresh phase has been announced under the Jagananna Thodu name since the change of government in June 2024. Street vendors in Andhra Pradesh can apply for the central PM SVANidhi scheme at pmsvanidhi.mohua.gov.in, which offers a comparable interest-subsidised working capital loan.

How is Jagananna Thodu different from PM SVANidhi?

Jagananna Thodu is a state scheme of Andhra Pradesh that pays the interest on the vendor's bank loan, while PM SVANidhi is a central scheme of the Ministry of Housing and Urban Affairs that gives a 7% interest subsidy on a similar working capital loan. Many vendors in the state were covered under both.
