What is Jagananna Videshi Vidya Deevena?

Jagananna Videshi Vidya Deevena is Andhra Pradesh's overseas education scheme. Jagananna Videshi Vidya Deevena reimburses the tuition fee of a foreign university for students from the SC, ST, BC, EBC, Kapu and minority communities who win admission to a highly ranked institution abroad for a postgraduate degree, a PhD or MBBS.

The scheme is run by the state's welfare departments: Social Welfare, BC Welfare, Tribal Welfare and Minorities Welfare, with applications processed through the Jnanabhumi portal at jnanabhumi.ap.gov.in, the same platform used for the state's domestic post-matric scholarships.

A naming note that matters for anyone searching. Following the change of government in Andhra Pradesh in 2024, the scheme was rebranded as NTR Videshi Vidya Deevena. The Jagananna name remains the one most students search for, but current-year notifications may carry the NTR title. Check the notification, not the name, before assuming the scheme has lapsed.

Main features

  • Tuition reimbursement, banded by the world ranking of the university.
  • Covers PG, PhD and MBBS courses abroad.
  • Family income ceiling of Rs 8 lakh a year, far higher than the Rs 2.5 lakh used for domestic scholarships, because the target group is different.
  • Age limit of 35 years.
  • Selection involves field verification and a State Level Selection Committee appearance, not just a document check.

Who is eligible for Jagananna Videshi Vidya Deevena?

You can apply if:

  • You are a native or resident of Andhra Pradesh, evidenced by a nativity or residence certificate.
  • You belong to the SC, ST, BC, EBC, Kapu or minority category.
  • Your family income is Rs 8 lakh a year or less.
  • You are 35 years old or younger.
  • You hold an unconditional admission letter from a foreign university, and that university is ranked in the qualifying bands — broadly the world's top 200.
  • You meet the academic bar of 60 per cent marks in the qualifying examination: graduation for a PG course, postgraduation for a PhD, and intermediate for MBBS.
  • You hold a valid GRE, GMAT, TOEFL or IELTS scorecard as required for the course and country.

You cannot apply, or are not eligible, if:

  • You are above 35 years of age.
  • Your family income exceeds Rs 8 lakh a year.
  • You fall outside the SC, ST, BC, EBC, Kapu and minority categories.
  • You scored below 60 per cent in the qualifying examination.
  • Your admission is to a university ranked below the qualifying band, that is, outside the top 200.
  • You are going abroad for an undergraduate course other than MBBS, a diploma, or a short certificate programme.
  • You have already availed an overseas education benefit from the state, or a sibling has, where the guidelines restrict the benefit to one per family in a cycle.

How much does the scheme pay?

University world ranking Tuition support
Top 100 100 per cent of the tuition fee
101 to 200 50 per cent of the tuition fee, or Rs 50 lakh, whichever is lower
Below 200 Not covered

Reported ceilings for the reserved categories under the scheme have been stated at up to Rs 1.25 crore for SC, ST, BC, EBC and minority students. Because the ceiling figure and the ranking bands have both been revised across successive government orders, and because the scheme was rebranded in 2024, you should verify the exact ceiling and ranking source against the current year's government order before making a financial plan around it. The reliable and stable parts of the structure are the ranking-banded percentage and the Rs 8 lakh income limit.

What the scheme pays for is tuition fee. Living expenses, airfare, visa fees, health insurance and accommodation abroad are not reimbursed and remain the student's responsibility. This is the single most common misreading of the scheme, and it is worth budgeting for honestly before accepting an offer.

Release is made in tranches rather than as one lump sum, typically tied to milestones such as travel on the student visa and proof of fee actually paid to the university for the relevant term.

How to apply for Jagananna Videshi Vidya Deevena

  1. Secure an unconditional admission offer from a qualifying foreign university and confirm its world ranking against the ranking source named in the current government order. Do this first: nothing else in the process works without it.
  2. Get your certificates from Mee Seva, income certificate showing family income at or below Rs 8 lakh, caste certificate, and nativity or residence certificate.
  3. Register and apply on the Jnanabhumi portal at jnanabhumi.ap.gov.in, authenticating with your Aadhaar number, and upload the admission letter, scorecard, marks memos and certificates.
  4. Complete field verification. The district welfare office verifies your income, caste and residence particulars on the ground. Keep your originals available and stay reachable on the mobile number you registered.
  5. Appear before the State Level Selection Committee when called. This is a selection interview, not a formality, and shortlisting does not guarantee sanction.
  6. Submit your passport and student visa once issued, since the first tranche is released against confirmation that you are actually travelling.
  7. Claim each tranche against proof of fee paid to the university for the relevant term, uploading the receipt as the guidelines require.

Why applications get rejected

  • University ranked outside the qualifying band, the most frequent single reason.
  • Conditional admission letter rather than an unconditional offer.
  • Income certificate above Rs 8 lakh, or an income certificate that has expired.
  • Below 60 per cent in the qualifying examination.
  • Age above 35 on the date of application.
  • Expired or missing test scorecard.
  • Category not covered by the scheme.
  • Not shortlisted by the selection committee, where the number of qualified applicants exceeds the sanctioned slots for the year.

If an application is rejected on a document ground rather than an eligibility ground, correct the document at Mee Seva and reapply in the same cycle if the window is still open.

Key things to plan around

  • Apply early in the admission cycle. Field verification and a committee appearance take time, and a student who applies close to a course start date may travel before the sanction lands.
  • Do not assume the amount. Confirm the ceiling in the current government order, because the figure has been revised more than once.
  • Budget separately for living costs. Tuition is what the scheme pays.
  • Keep every fee receipt. Tranche release depends on them.

How to raise a grievance

  • Helpline 1902, the Andhra Pradesh Grama and Ward Sachivalayam grievance number.
  • District Social Welfare, BC Welfare, Tribal Welfare or Minorities Welfare Officer, depending on the category under which you applied.
  • Jnanabhumi portal grievance option, for a written complaint with a reference number.
  • Commissioner of the relevant welfare department, for escalation on a sanctioned case where a tranche has not been released.

The application is free. No consultant, education agent or middleman can secure this scholarship for you, and none should be paid for "processing" it.
