Jagananna Vidya Deevena (Reimbursement of Tuition Fee)
Andhra Pradesh state government scheme
Jagananna Vidya Deevena is the Andhra Pradesh full tuition fee reimbursement scheme for ITI, polytechnic, degree and postgraduate students from families earning up to Rs 2.5 lakh a year. Jagananna Vidya Deevena pays 100 per cent of the notified course fee straight to the college. Students apply through the Jnanabhumi portal with 75 per cent attendance.
What is Jagananna Vidya Deevena?
Jagananna Vidya Deevena is Andhra Pradesh's full tuition fee reimbursement scheme for students in post-matric technical and higher education. Jagananna Vidya Deevena covers 100 per cent of the notified course fee, and the money goes from the government to the college on the student's behalf rather than into the student's own hands.
The scheme sits inside the state's post-matric scholarship framework and is administered jointly by the Social Welfare, BC Welfare, Tribal Welfare and Minorities Welfare departments together with the Higher Education Department. The common processing platform is the Jnanabhumi portal at jnanabhumi.ap.gov.in, which today handles both the fee reimbursement component (RTF, reimbursement of tuition fee) and the maintenance component (MTF), the latter being the linked Jagananna Vasathi Deevena scheme.
The scheme is paired by design. A student who applies for Jagananna Vidya Deevena is simultaneously considered for Jagananna Vasathi Deevena, which pays Rs 10,000 to Rs 20,000 a year towards hostel and mess costs into the student's mother's bank account. One application covers both.
Main features
- Full tuition fee, not a partial subsidy, for the notified fee of the course.
- Paid directly to the college, so the student's fee dues are cleared at source.
- Covers ITI, polytechnic, degree, professional and postgraduate courses.
- Applies at government, government-aided and private colleges affiliated to state universities.
- 75 per cent attendance is a condition of each release.
Who is eligible for Jagananna Vidya Deevena?
You can claim the reimbursement if:
- You are a resident of Andhra Pradesh.
- You belong to the SC, ST, BC, EBC, Kapu, minority or differently-abled category.
- Your family income is Rs 2.5 lakh a year or less.
- Your family holds less than 10 acres of wet land, or less than 25 acres of dry land, or a proportionate combination of the two.
- Your family owns no four-wheeler. Taxis, autos and tractors used as a livelihood are treated as an exception in the state's welfare rules.
- Your family owns no urban property with more than 1,500 sq ft of built-up area.
- You are enrolled in an eligible course at a college affiliated to a state university, and you maintain at least 75 per cent attendance.
You cannot apply, or are not eligible, if:
- A family member is a serving or retired government employee or a pensioner.
- Anyone in the family is an income tax payer.
- The family holds land above the wet and dry limits, a four-wheeler, or urban property above 1,500 sq ft.
- Family income exceeds Rs 2.5 lakh a year.
- You are studying outside Andhra Pradesh, or at an institution not affiliated to a state university and not covered by the scheme's list.
- Your attendance falls below 75 per cent for the period being claimed. This suspends the release for that period rather than cancelling the scholarship permanently.
Andhra Pradesh applies a relaxation used across its welfare schemes: children of sanitation workers and of households dependent on taxis, autos and tractors are treated more leniently on the income and vehicle tests. Ask your college scholarship section how the relaxation is being applied in the current year rather than assuming it.

How to apply for Jagananna Vidya Deevena
- Secure admission first. Take admission in an eligible ITI, polytechnic, degree or PG course at a college affiliated to a state university. The scholarship is claimed against a live admission, not before it.
- Get your certificates ready at Mee Seva. Obtain a fresh income certificate and, if you do not already hold one, a caste certificate. Both are generated through Mee Seva and are pulled electronically during verification.
- Register on the Jnanabhumi portal at jnanabhumi.ap.gov.in, or submit the filled application form to your college principal, who uploads your admission, course and fee particulars to the portal.
- Complete biometric authentication. Visit a Mee Seva centre with your Aadhaar card and give your fingerprint to authenticate the application. This step is what converts a submitted form into a verified claim.
- Let the college certify attendance. The college enters your attendance percentage in the portal each term; 75 per cent is the floor.
- Track the sanction on Jnanabhumi using your Aadhaar number or application ID, and check that the RTF and MTF components both show correctly.
- Confirm the credit. The tuition fee reaches the college account; the Vasathi Deevena maintenance amount reaches your mother's bank account. Verify both, since a problem in one does not always show up in the other.
How to apply offline
- Collect the application form from your college scholarship section.
- Attach copies of your Aadhaar card, income certificate, caste certificate, rice card and admission letter.
- Submit the set to the principal, who is responsible for uploading it to Jnanabhumi.
- Complete biometric verification at a Mee Seva centre, without which the application does not move.
How much is reimbursed and when?
Jagananna Vidya Deevena reimburses the full notified tuition fee of the course. Because the notified fee differs by course and by college, an ITI programme, a degree course and a B.Tech seat carry very different fees โ there is no single rupee figure that applies to everyone. What is fixed is the percentage: 100 per cent of the notified fee.
Releases are made in instalments through the academic year, tied to the college's attendance certification. The linked Vasathi Deevena maintenance amount is paid in two instalments at Rs 10,000 a year for ITI students, Rs 15,000 for polytechnic students and Rs 20,000 for degree and other courses.
Two practical points follow. First, the reimbursement clears the notified fee only; hostel charges, examination fees beyond the notified head and any excess over the notified fee remain the student's liability. Second, where the reimbursement is sanctioned, the college is not entitled to collect the same tuition amount from the student again.
How to check your Jagananna Vidya Deevena status
- Open jnanabhumi.ap.gov.in.
- Go to the student status / payment status section.
- Enter your Aadhaar number or application ID and the captcha.
- Read the sanction stage, the amount released and any verification still pending.
Why applications get rejected
- Income certificate above Rs 2.5 lakh, or an expired certificate.
- Attendance below 75 per cent for the claim period.
- Aadhaar name mismatch between the college record and the Aadhaar database.
- Asset flags, a four-wheeler, land above the wet or dry limits, or urban property above 1,500 sq ft detected in the household verification.
- Government employee or pensioner in the family.
- Income tax return filed by a family member.
- Biometric verification not completed at Mee Seva, which leaves the application permanently in a pending state.
- College did not upload admission or fee particulars in time.
Most rejections are document rejections rather than eligibility rejections. Fix the certificate at Mee Seva, have the college re-upload, and reapply within the academic year's window.
How to raise a grievance
- Helpline 1902, the Andhra Pradesh Grama and Ward Sachivalayam number used for welfare scheme grievances.
- College scholarship section, the first and usually fastest route, since most problems are upload or attendance issues at the college end.
- District Social Welfare / BC Welfare / Tribal Welfare Officer, depending on the category under which you applied.
- Grievance option on jnanabhumi.ap.gov.in for written complaints.
Applying for Jagananna Vidya Deevena is free. No college, agent or middleman may charge a fee for processing the scholarship, and no official will ask for your Aadhaar OTP.

Frequently asked questions
How much does Jagananna Vidya Deevena pay?
Jagananna Vidya Deevena reimburses 100 per cent of the notified tuition fee for the course, so there is no fixed rupee ceiling. The amount is paid directly to the college against the student's account, not handed to the student as cash.
What is the income limit for Jagananna Vidya Deevena?
Family income must not exceed Rs 2.5 lakh per year. Alongside the income test, the family must hold less than 10 acres of wet land or less than 25 acres of dry land, own no four-wheeler, and own no urban property above 1,500 sq ft of built-up area.
Who is not eligible for Jagananna Vidya Deevena?
Students from families with a government employee or pensioner, an income tax payer, a four-wheeler, land above the wet and dry limits, or urban property above 1,500 sq ft are not eligible. Students below 75 per cent attendance also lose the release for that period.
Which portal is used for Jagananna Vidya Deevena now?
The application and status portal is jnanabhumi.ap.gov.in. Applications are initiated through the Navasakam beneficiary management route and the college uploads the student's admission and fee particulars to Jnanabhumi for processing.
Is attendance really checked for the fee reimbursement?
Yes, a minimum of 75 per cent attendance is mandatory and is certified by the college before each release. This is the most common reason a student who is otherwise eligible finds a quarter's reimbursement missing.
Does Jagananna Vidya Deevena cover postgraduate courses?
Yes. Eligible courses include ITI, polytechnic, B.Tech, B.Pharmacy, B.Ed, degree programmes, M.Tech, M.Pharmacy and MBA, in government, government-aided and private colleges affiliated to state universities.
Can the college still demand the tuition fee from me?
No. Where the reimbursement is sanctioned, the government pays the notified fee to the college and the college cannot collect the same amount from the student. Fees above the notified fee, and non-tuition heads, remain payable by the student.
How do I check my Jagananna Vidya Deevena status?
Open jnanabhumi.ap.gov.in, go to the student status or payment status section and enter your Aadhaar number or application ID. The screen shows the sanction stage, the amount released and any pending verification.
