Labour Card (BOCW Welfare Board Registration) in Andhra Pradesh

Andhra Pradesh state government scheme

Quick answer

Labour Card in Andhra Pradesh is the beneficiary registration of the state Building and Other Construction Workers Welfare Board, administered by the AP Labour Department at labour.ap.gov.in. Registration needs proof of 90 days of construction work under Section 14 of the BOCW Act, 1996, and applications are filed through the Labour Department and the state's Grama and Ward Sachivalayam citizen service network, whose portal is apseva.ap.gov.in.

Benefit
An Andhra Pradesh BOCW Welfare Board beneficiary registration and identity card, which is the precondition for every welfare benefit the Board pays to registered construction workers
How to apply
Both — through the Andhra Pradesh Labour Department online, and in person at a Grama or Ward Sachivalayam or the district labour office

What is a labour card in Andhra Pradesh and who issues it?

A labour card in Andhra Pradesh is the beneficiary registration of the Andhra Pradesh Building and Other Construction Workers Welfare Board, which sits under the state's Labour, Factories, Boilers and Insurance Department. The department's own site is labour.ap.gov.in.

Two central laws create the arrangement. The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 obliges every state to constitute a welfare board for construction labour and to keep a register of beneficiaries. The Building and Other Construction Workers Welfare Cess Act, 1996 pays for it, by levying a cess of one per cent of the cost of construction on every building project above the notified threshold. That cess is collected from builders across Andhra Pradesh; from the Visakhapatnam and Vijayawada urban corridors to irrigation and highway works across the delta districts, and it accumulates in the Board's fund.

The card is what connects a worker to that fund. A mason, bar bender, carpenter, plumber, electrician, painter, welder, tile layer, road worker or unskilled helper who never registers has no claim on it, regardless of how many years he or she has worked. Registration is the whole of the entitlement in the first instance; the schemes come afterwards.

Andhra Pradesh delivers most citizen-facing services through its Grama and Ward Sachivalayam network; village and ward secretariats staffed to accept applications close to where people live, with the state's citizen services portal at apseva.ap.gov.in. For a construction worker who cannot navigate an online form, that secretariat counter is the practical front door.

Who is eligible for an Andhra Pradesh labour card and who cannot apply?

You can apply if:

  • You are a building or other construction worker in Andhra Pradesh. The BOCW Act defines the work broadly: construction, alteration, repair, maintenance or demolition of buildings, streets, roads, railways, airfields, irrigation, drainage, embankment and navigation works, canals, dams, bridges, tunnels, pipelines, towers, transmission lines, water works and oil and gas installations, together with masonry, carpentry, bar bending, plumbing, electrical work, painting, tiling, welding and unskilled labour on those sites.
  • You have worked at least 90 days on such work in the preceding twelve months. Section 14 of the Act makes this the statutory condition.
  • You are between 18 and 60 years of age, the band the Act fixes for beneficiary registration.
  • You are self-employed on construction work. The Act's definition of a building worker does not require you to be on a contractor's muster roll.

You cannot apply if:

  • You cannot establish ninety days of construction work. This is a statutory threshold written into the Act and no board can waive it. It is also, by a wide margin, the single commonest reason an application fails.
  • You are under 18 or over 60. A registered worker who crosses 60 moves to the Board's pension route rather than continuing as a fresh registrant.
  • You are engaged on site only in a supervisory, managerial or administrative capacity, rather than as a worker.
  • Your occupation is not construction. Agricultural labour, factory workers, shop and establishment employees, transport workers and domestic workers are covered by other laws and, in several cases, by other Andhra Pradesh welfare boards: not by the BOCW Board.
  • You already hold a live registration with the Andhra Pradesh Board. The correct step then is renewal, and a duplicate application is rejected.

What documents does Andhra Pradesh need?

  • Ninety-day employment certificate from the employer, contractor or a registered trade union, with dates, establishing at least 90 days of construction work in the preceding twelve months.
  • Aadhaar card. Andhra Pradesh's service delivery runs on Aadhaar-authenticated records at the Sachivalayam, so Aadhaar is the base identity document.
  • Age proof carrying the date of birth, to establish the 18-to-60 band.
  • Residence proof in Andhra Pradesh, ration card, voter ID, electricity bill or bank passbook showing the address.
  • Passport-size photograph for the beneficiary identity card.
  • Bank account passbook in the worker's own name and Aadhaar-seeded, because Board benefits are paid by direct benefit transfer.
  • Family and nominee particulars, entered on the form. These determine who can claim death, funeral and dependent benefits later, and they are painful to correct after the event.

Photograph or scan each document flat, in daylight, with the whole page and any official stamp inside the frame. A document that cannot be read is treated as a document that was not submitted.

How to apply for a labour card in Andhra Pradesh

  1. Get the ninety-day employment certificate first. Ask the contractor or site engineer for a dated certificate on letterhead covering at least 90 days of construction work, or approach a registered construction workers' trade union if you are self-employed and no contractor will sign. Confirm the exact format the AP Labour Department accepts before you collect it, so you are not sent back for a second signature.
  2. Assemble the rest of the file — Aadhaar, age proof, Andhra Pradesh residence proof, photograph and bank passbook, and keep both the originals and one self-attested photocopy of each.
  3. Choose your counter. Either go to your Grama or Ward Sachivalayam, the village or ward secretariat that handles citizen services in your area and whose online face is apseva.ap.gov.in, or to the district labour office of the Labour Department. Both accept the BOCW beneficiary registration application. Ask the operator to open the construction worker registration service specifically; not a general welfare application.
  4. Fill the beneficiary registration form completely: name, father's or husband's name, date of birth, present and permanent addresses, trade or nature of construction work, employer or contractor details, Aadhaar number, bank account details, family members and nominee. Give the mobile number you actually use; status messages and any query go to it.
  5. Pay the amount shown and take the receipt. The BOCW framework keeps registration fees and worker contributions nominal, and the current figures for Andhra Pradesh are the ones displayed by the Labour Department at the payment step. Pay nothing outside a receipt.
  6. Note the acknowledgement number before you leave the counter, and keep the receipt with it.
  7. Collect the beneficiary identity card once registration is approved, and check the spelling of your name, your date of birth and your trade on it immediately. Corrections are quick on day one and slow a year later, with a claim pending.

How do I check my Andhra Pradesh labour card status?

Return to the Grama or Ward Sachivalayam where you filed, with the acknowledgement number and the payment receipt; the secretariat operator can pull the application. Applications filed through the Labour Department can be followed up at the district labour office with the same reference. The Andhra Pradesh Labour Department's site is labour.ap.gov.in, and the state's citizen services portal at apseva.ap.gov.in carries the Sachivalayam service records.

Follow up in person rather than by phone if the application has been quiet for several weeks. A counter visit with the acknowledgement number produces an answer; a phone call to a busy office often does not.

How long is the card valid and how is it renewed?

Beneficiary registration under the BOCW Act, 1996 is conditional and annual, not permanent. The registration stays live only while the worker continues in construction work and pays the annual contribution the Board prescribes. Renew each year through the same channel you registered on, and keep every receipt filed with the card.

This matters more than it sounds. Across every state BOCW board in India, the commonest cause of a rejected welfare claim is not a bad claim. It is a lapsed registration discovered when a hospital bill, a college fee receipt or a maternity claim is already on the table. One renewal a year prevents it.

Why do labour card applications get rejected in Andhra Pradesh?

  • No valid ninety-day proof. A certificate without dates, without an employer stamp, or covering fewer than 90 days will not carry the application.
  • Age outside 18 to 60, which the BOCW Act does not permit for beneficiary registration.
  • Aadhaar mismatch; name spelling or date of birth differing between Aadhaar and the age or residence proof. Fix the underlying document first; the registering officer cannot overlook it.
  • Bank account not in the worker's own name, or not Aadhaar-seeded, which blocks payment of any later benefit even where registration goes through.
  • Residence proof showing an address outside Andhra Pradesh, a common problem for migrant workers carrying only a home-state document.
  • Occupation outside the BOCW Act's definition of building and other construction work.
  • Duplicate registration where a live record already exists in the same name.

Is the labour card free, and should I pay an agent?

Apply only at a Grama or Ward Sachivalayam, at the district labour office, or through the Andhra Pradesh Labour Department's own channel, and pay only the amount the government charges, against a receipt. The BOCW registration fee and the worker's annual contribution are nominal by design, this is a welfare registration for people on daily wages, not a commercial service.

Touts outside labour offices in Vijayawada, Guntur and Visakhapatnam routinely quote several hundred to a few thousand rupees to "arrange" a labour card. They are charging for a free form. The test is simple: ask for a government receipt for the amount demanded. Only the department can issue one. If the person cannot, you are being overcharged, and the Sachivalayam counter will do the same work at no cost.

Where do I complain if my application is stuck?

Escalate in order. First, go back to the Grama or Ward Sachivalayam or district labour office that holds your file, in writing, quoting the acknowledgement number and the date of filing, and ask for a stamped receiving copy, that receiving copy is what converts a conversation into a file the office has to close. Second, take the matter to the Assistant Commissioner or Deputy Commissioner of Labour for your district. Third, use the Andhra Pradesh government's public grievance route, and keep the grievance number.

At every stage, keep the acknowledgement number, the payment receipt, and copies of the documents you submitted. Applications rarely fail on merit; they fail because nobody could prove afterwards what was filed and when.

Documents required

Certificate of 90 days of construction work
Section 14 of the BOCW Act, 1996 makes ninety days of construction work in the preceding twelve months the statutory condition for beneficiary registration. The certificate is issued by the employer, contractor or a registered trade union; confirm the accepted format with the AP Labour Department before filing.
Aadhaar card
Andhra Pradesh runs its citizen services through Aadhaar-authenticated records at the Grama and Ward Sachivalayam, so Aadhaar is the base identity document for the application.
Proof of age showing date of birth
The BOCW Act restricts beneficiary registration to workers between 18 and 60 years of age, so a document carrying the date of birth is required.
Proof of residence in Andhra Pradesh
Ration card, voter ID, electricity bill or bank passbook showing the Andhra Pradesh address at which the worker lives.
Passport-size photograph
Used on the beneficiary identity card the Board issues.
Bank account passbook
Board benefits are paid by direct benefit transfer, so an account in the worker's own name and seeded with Aadhaar is needed before any claim can be paid.
Family and nominee particularsoptional
Entered on the registration form rather than submitted as a document. These entries decide who can claim death, funeral and dependent benefits later, so fill them carefully at registration.
