Integrated Caste Certificate in Andhra Pradesh
Andhra Pradesh state government scheme
Andhra Pradesh issues the caste certificate as an Integrated Certificate that records caste, date of birth and nativity in one document, covering SC, ST, BC and OC applicants. Applications go through MeeSeva at ap.meeseva.gov.in or the Grama and Ward Sachivalayam, and district portals classify it as a Category B service that can be converted to Category A.
What is the caste certificate in Andhra Pradesh and who issues it?
Andhra Pradesh does something most states do not. Instead of a standalone caste certificate, the state issues an Integrated Certificate. A single document that records caste, date of birth and nativity together. Andhra Pradesh district portals set this out plainly: the Integrated Certificate applies to SC, ST, BC and OC castes and is used for educational and employment purposes. When an Andhra Pradesh college, the APPSC, or a state department asks for your "caste certificate", the Integrated Certificate is what they mean.
That combination matters practically. Because one certificate carries three facts, the verification is heavier than a caste-only check. The revenue office has to satisfy itself about your community, your date of birth and your nativity, and the document list reflects all three.
The Revenue Department, Government of Andhra Pradesh issues the certificate. The deciding officer is the Tahsildar of the mandal, historically called the Mandal Revenue Officer, acting on the field report of the Village Revenue Officer or Ward Revenue Officer. The counters that accept your application are MeeSeva centres and the Grama and Ward Sachivalayam network.
Two access routes exist and they lead to the same revenue file:
- MeeSeva, the state's long-running citizen service delivery network, with a portal at ap.meeseva.gov.in. District portals including Tirupati and NTR direct applicants to MeeSeva for both application and status.
- Grama / Ward Sachivalayam (GSWS), the village and ward secretariat network, which places a government counter within reach of nearly every household in the state, staffed by a Digital Assistant and a Village or Ward Revenue Officer.
Who can and who cannot apply for an AP Integrated Certificate?
You can apply if:
- You are a resident of Andhra Pradesh, applying through the mandal in which you live. The Tahsildar with jurisdiction over your residence is the certifying officer.
- Your caste is notified for Andhra Pradesh as a Scheduled Caste, Scheduled Tribe or one of the state's Backward Class groups. AP district portals note the Integrated Certificate also covers OC applicants, since it certifies date of birth and nativity as well as community.
- You can produce a caste certificate already issued to a family member, the first substantive document on the AP district list.
- You have school records covering classes 1 to 10, or a date of birth record from the Gram Panchayat or Municipal Authority, to establish date of birth and nativity.
You cannot apply, or will not clear verification, if:
- Your caste is not on the Andhra Pradesh notified list. A community listed in another state, or centrally, does not automatically translate into an AP category.
- You are claiming a reserved category because of marriage. Caste status follows the community you are born into.
- You have no family caste record and no school or nativity documents, in which case the mandal office has nothing to certify against and the field verification will fail.
- You apply outside your own mandal, since the certifying officer must have jurisdiction over where you actually live.
What documents are required?
AP district service pages for the caste certificate list six categories of document, and they are unusually specific.
| Document | Purpose |
|---|---|
| Application form | SC, ST and BC/OBC applicants use different forms |
| Caste certificate issued to family members | Proves the community claim |
| SSC marks memo, DOB extract or transfer certificate | Proves date of birth |
| Study certificates for classes 1 to 10, or DOB issued by the Gram Panchayat / Municipal Authority | Proves nativity |
| Ration card, EPIC card or Aadhaar | Identity and residence |
| Schedule I to IV | Prescribed declaration formats attached to the application |
The class 1 to 10 study certificates requirement trips up more Andhra Pradesh applicants than anything else. Where a person studied outside the state, or dropped out early, the alternative is the date of birth record issued by the Gram Panchayat or the Municipal Authority, which the district pages explicitly allow. Collect that before you go to the counter rather than discovering the gap mid-application.
Schedule I to IV are the prescribed declaration formats that accompany the application. The MeeSeva operator or the Sachivalayam Digital Assistant will hand you the right set once you say which category you are applying under.
How to apply for a caste certificate in Andhra Pradesh
- Decide your counter. Go either to a MeeSeva centre in your locality or to the Grama or Ward Sachivalayam covering your address. Rural applicants usually find the Sachivalayam closer; MeeSeva centres have longer hours in towns.
- Ask for the right application form. Andhra Pradesh has separate forms for SC, for ST, and for BC or OBC applicants. Using the wrong form means the application comes back.
- Assemble the documents. The family member's caste certificate, the SSC marks memo or date of birth extract or transfer certificate, the class 1 to 10 study certificates or the Gram Panchayat / Municipal Authority date of birth record, your ration card or EPIC card or Aadhaar, a photograph, and the completed Schedule I to IV declarations.
- Submit at the counter and pay the notified MeeSeva service charge. Ask the operator to show you the charge on the receipt. Andhra Pradesh publishes MeeSeva service charges per service, and nothing beyond the printed charge is payable.
- Ask about Category A conversion. District portals note the caste certificate is a Category B service that can be converted into Category A, which moves it into the faster processing track. Raise this at the time of submission, not afterwards.
- Collect the transaction number. On successful registration a transaction number is sent by SMS to the registered mobile number, and every later status check runs on it.
- Cooperate with the field verification. The Village or Ward Revenue Officer will check your family's community record and your residence. Be available, and keep the original documents ready to show.
- Download or collect the certificate. Once the Tahsildar approves, the certificate can be downloaded from MeeSeva or collected at the counter where you applied.
How do I check the status of my application?
- On the MeeSeva portal at ap.meeseva.gov.in/DeptPortal/UserInterface/LoginForm.aspx, which is the page Andhra Pradesh district portals such as Tirupati and NTR district link to for status tracking, using your transaction number.
- At the MeeSeva centre or Sachivalayam where you applied — the operator can see which desk the file is on.
- By SMS updates to the mobile number registered on the application.
If the file has stalled, take the transaction number to the Tahsildar of your mandal, who is the deciding officer, and beyond that to the Revenue Divisional Officer and the District Collector.
Is an Andhra Pradesh Integrated Certificate valid for life?
Caste, date of birth and nativity are all facts that do not change, so the Integrated Certificate is generally treated as a permanent document and is not re-issued on a schedule. What does expire in practice is the income certificate, which Andhra Pradesh issues as a separate MeeSeva service and which most BC and OBC benefits require alongside the caste record. Where a recruitment notification or admission notice asks for a recent certificate, check carefully whether it is the caste record or the income certificate it wants dated. It is almost always the latter.
Keep the digital copy. Andhra Pradesh certificates issued through MeeSeva carry a verification reference, so a receiving institution can authenticate the document without an attestation.
Why do Andhra Pradesh caste certificate applications get rejected?
- No caste certificate for any family member, the first document on the official list and the hardest gap to fill.
- Missing class 1 to 10 study certificates with no Gram Panchayat or Municipal Authority date of birth record offered as the alternative.
- Schedule I to IV declarations incomplete or unsigned.
- Wrong application form, an SC applicant filing on the BC form, or the reverse.
- Date of birth mismatch between the SSC memo, the ration card and the application. Because the Integrated Certificate certifies date of birth, this kills the application rather than being ignored.
- Field verification fails because the applicant is not traceable at the address given, or the family's community record does not support the claim.
- Caste name not matching the notified Andhra Pradesh entry.
Where do I complain or get help?
- MeeSeva portal: ap.meeseva.gov.in: application, status and the published list of service charges.
- Grama / Ward Sachivalayam covering your address, the Digital Assistant and the Village or Ward Revenue Officer handle the application and the verification. The GSWS portal is at sgsw.ap.gov.in.
- Tahsildar of your mandal, the officer who signs the certificate and the right person to press about a pending file.
- Revenue Divisional Officer and District Collector, in that order, for a file that has not moved at the mandal. Every Andhra Pradesh district portal: tirupati.ap.gov.in, ntr.ap.gov.in and the rest, publishes the Collectorate contact details.
Apply directly at a MeeSeva centre or your Sachivalayam and pay only the notified MeeSeva service charge printed on your receipt. Andhra Pradesh built the Sachivalayam network specifically so that no citizen needs a broker to reach a revenue officer. Anyone offering to "get" an Integrated Certificate for a few thousand rupees is charging for a queue that is already free at your village or ward counter, and a certificate obtained on false particulars is liable to be cancelled together with the seat or appointment it secured.

Frequently asked questions
What is an Integrated Certificate in Andhra Pradesh?
An Integrated Certificate is Andhra Pradesh's combined document that records caste, date of birth and nativity in a single certificate. AP district portals state it applies to SC, ST, BC and OC castes and is used for educational and employment purposes. Andhra Pradesh does not issue a standalone caste certificate for most purposes — the Integrated Certificate is the document you ask for.
Where do I apply for a caste certificate in Andhra Pradesh?
Apply through a MeeSeva centre or the MeeSeva portal at ap.meeseva.gov.in, or through the Grama or Ward Sachivalayam covering your area. AP district portals such as Tirupati and NTR district direct applicants to MeeSeva for both application and status tracking.
What does "Category B service, convertible to Category A" mean?
AP district portals classify the caste certificate as a Category B MeeSeva service, meaning it needs verification by the revenue officer before issue rather than being printed over the counter, and they note it can be converted to Category A on request at the MeeSeva centre for faster processing. Ask the operator about the conversion when you apply.
Who issues the certificate in Andhra Pradesh?
The Revenue Department issues it, with the Tahsildar of the mandal — the Mandal Revenue Officer — as the signing authority, after the Village or Ward Revenue Officer verifies the claim. MeeSeva and the Sachivalayam are delivery counters, not the deciding authority.
What is the role of the Grama or Ward Sachivalayam?
The Grama and Ward Sachivalayam network puts a government counter within walking distance of most Andhra Pradesh households, and its Digital Assistant accepts certificate applications and the Village or Ward Revenue Officer does the field verification. It is the closest application point for most rural applicants.
Who cannot get a caste certificate in Andhra Pradesh?
A person whose caste is not notified for Andhra Pradesh is not eligible, and neither is someone claiming a category through marriage rather than birth. An applicant who cannot produce a family caste record or school and nativity documents will not clear verification, because the Integrated Certificate certifies three separate facts.
How do I check my application status?
Track the application on the MeeSeva portal at ap.meeseva.gov.in/DeptPortal/UserInterface/LoginForm.aspx using the transaction number issued when you applied. AP district portals direct applicants to that same page for status. An SMS with the transaction number goes to the mobile number registered on the application.
Do I need an income certificate as well?
Only where the scheme or seat you are claiming applies an income or creamy layer test — common for BC and OBC benefits, and not applicable to SC and ST reservation. Andhra Pradesh issues the income certificate as a separate MeeSeva service, and it is the document that has a short validity, not the caste record.
