Birth Certificate in Andhra Pradesh
Andhra Pradesh state government scheme
Birth Certificate in Andhra Pradesh is issued by the municipality, municipal corporation or gram panchayat where the birth took place, and is delivered through MeeSeva at ap.meeseva.gov.in. District administrations publish a service charge of ₹30 and an SLA of 21 days, while a birth over one year old goes through the Revenue Department as a Late Registration of Birth case.
What is a birth certificate in Andhra Pradesh?
A birth certificate in Andhra Pradesh is the extract of the entry made in the register of births under the Registration of Births and Deaths Act 1969 by the local body in whose area the birth took place. Andhra Pradesh keeps those registers with its urban local bodies; municipal corporations, municipalities and nagar panchayats under the Municipal Administration and Urban Development Department, and with gram panchayats under the Panchayat Raj Department. District administrations across the state describe the issuing office plainly as the "Municipality/Panchayath Office", with the Revenue Department involved where the birth is being registered late.
Citizens do not usually walk into the registrar's room to collect the certificate. Andhra Pradesh delivers it through MeeSeva, the state's common services counter network, whose department portal is at ap.meeseva.gov.in, and through Gram and Ward Sachivalayams that now sit closer to most households than the municipal office does. District service pages also reference the Urban Bodies (UBD) portal at ubd.ap.gov.in, which holds urban local body records.
Andhra Pradesh district pages publish two important numbers for this service: a service charge of ₹30 and an SLA period of 21 days. Both are worth knowing before you approach a counter, because they are the state's own published figures and nothing above them is legitimate.
Since the Registration of Births and Deaths (Amendment) Act 2023 came into effect on 1 October 2023, registrations across the country also flow into the central Civil Registration System database at dc.crsorgi.gov.in, and for births on or after that date the digital certificate is meant to work as single proof of date and place of birth.
Who can and who cannot apply?
You can register a birth in Andhra Pradesh if the birth took place inside the state, in the area of the municipality, municipal corporation, nagar panchayat or gram panchayat you are applying to. For an institutional birth the hospital reports the event; the parents supply the child's name and their identity details. For a home birth the parent or head of household is the informant.
Any person named in the record. The person born, either parent, or a legal guardian; can draw a copy of a registered birth through MeeSeva, and can seek a correction where a name or spelling was entered wrongly.
You cannot apply to an Andhra Pradesh local body for a birth that took place in another state, including in Telangana after bifurcation; the register belongs to the place of the event. You are also not eligible for the ordinary counter route once the birth is more than one year old — that case must go through the Late Registration of Birth process and the Revenue Department, and a MeeSeva operator cannot short-circuit it.
What documents are required?
For a birth under one year old, Andhra Pradesh district pages describe the route as applying directly at the municipality or panchayat with:
- The doctor's certificate of birth from a recognised authority.
- Aadhaar of the mother and the father, which sets the parents' names on the entry.
- Address proof at the time of the birth, which establishes the correct registrar.
For a Late Registration of Birth, a birth over one year old, AP district service pages list a different set:
- The physical document evidencing the birth.
- A non-availability certificate (NABC) from the Gram Panchayat or Municipal Administration.
- A copy of the ration card.
- The SSC marks memo, used as secondary proof of the recorded date of birth.
- A self-affidavit stating the date, time and place of birth.
How to apply for a birth certificate in Andhra Pradesh
- Let the hospital report an institutional birth. For a birth in a government or private hospital in Andhra Pradesh, the institution reports the event to the registrar. Give the hospital the child's name and both parents' Aadhaar details before discharge.
- Report a home birth to the local body within 21 days. Approach the gram panchayat secretary, the Ward Secretariat, or the municipality's registration section. Reporting inside the 21-day window under the Registration of Births and Deaths Act 1969 avoids all late fees and permissions.
- Apply for the certificate at a MeeSeva or Sachivalayam counter. Give the child's name, date of birth, parents' names and the place of birth, and pay the ₹30 service charge published by AP district administrations.
- Collect the acknowledgement with its application number. The published SLA for the service is 21 days, and the acknowledgement is what you use to follow up if it is exceeded.
- Collect the printed certificate from the same MeeSeva counter, or from the municipality or gram panchayat office that holds the register.
How to apply for late registration of a birth in Andhra Pradesh
- File the Late Registration of Birth application through a MeeSeva centre. AP district pages describe this as a service that can be applied for at MeeSeva centres without a direct visit to the government office, and classify it as a Category B service convertible to Category A.
- Attach the full evidence set. The physical document, the non-availability certificate from the Gram Panchayat or Municipal Administration, the ration card copy, the SSC marks memo and the self-affidavit.
- Wait for the Revenue Department's Late Registration of Birth (LRBD) order. The Revenue Department examines the evidence and passes the order that authorises the register entry.
- Collect the final birth certificate from the municipality or gram panchayat office in whose area the birth occurred. AP district pages state exactly this sequence: after obtaining the LRBD certificate from the Revenue Department, applicants collect the birth certificate from their respective municipality or gram panchayat office.
How do you check the application status?
Use the application number on the MeeSeva acknowledgement to check status at the counter where you filed, or through the MeeSeva department portal login at ap.meeseva.gov.in. If the 21-day SLA has passed without the certificate being issued, take the acknowledgement to the Commissioner of the municipality or to the Panchayat Secretary's higher office, because the delay then sits with the local body rather than with MeeSeva. For a late registration, the case can be traced at the Revenue Department office handling the LRBD order.
Why are Andhra Pradesh birth certificate applications rejected?
- The birth took place outside Andhra Pradesh, so no AP local body holds the register.
- The application is for a birth over one year old but was filed as an ordinary certificate request rather than a Late Registration of Birth case.
- No non-availability certificate has been produced for a late registration.
- The date of birth on the SSC marks memo does not agree with the date claimed in the affidavit.
- The hospital never reported the institutional birth, so no entry exists to extract.
- The applicant approached the wrong local body, a neighbouring municipality or a different gram panchayat from where the birth actually occurred.
What does it cost, and should you use an agent?
Andhra Pradesh publishes a ₹30 service charge for the birth certificate through MeeSeva or the municipality office. That is the amount, and it is stated on the government's own district service pages. Late registration involves the additional formalities described above but does not create an entitlement for anyone to demand money beyond the notified charges.
Middlemen around municipal offices in Andhra Pradesh quote much larger sums for a "quick" birth certificate, particularly for old and unregistered births. They cannot skip the Revenue Department's Late Registration order, and a certificate obtained on fabricated documents is a criminal offence for the applicant as much as for the agent. File it yourself at a MeeSeva or Ward or Gram Sachivalayam counter, insist on the printed receipt for the ₹30, and escalate to the Municipal Commissioner or the District Collector's grievance cell if anything more is demanded.

Frequently asked questions
Who issues a birth certificate in Andhra Pradesh?
The municipality, municipal corporation or gram panchayat in whose area the birth took place issues the birth certificate in Andhra Pradesh, and district service pages name the Municipality or Panchayat office along with the Revenue Department for late cases. The certificate is delivered to citizens through MeeSeva.
How much does an Andhra Pradesh birth certificate cost?
Andhra Pradesh district service pages publish a service charge of ₹30 for the birth certificate. That is the amount payable at a MeeSeva centre or the municipality office, and no additional cash payment to any officer or agent is authorised.
How long does an AP birth certificate take?
The published SLA for the standard birth certificate service in Andhra Pradesh is 21 days. A late registration takes considerably longer because it must first pass through the Revenue Department before the municipality or gram panchayat can issue the certificate.
What is the process for a birth over one year old in Andhra Pradesh?
A birth more than one year old goes through the Late Registration of Birth route, which AP district pages describe as an application through MeeSeva centres without a direct visit to a government office. Once the Revenue Department issues the Late Registration of Birth order, the applicant collects the final certificate from the relevant municipality or gram panchayat office.
Which portal do I use for an Andhra Pradesh birth certificate?
MeeSeva at ap.meeseva.gov.in is the citizen delivery channel for the birth certificate in Andhra Pradesh, and district pages also list the UBD portal at ubd.ap.gov.in for urban body records. Births registered from 2024 onwards also appear in the national Civil Registration System database.
Do I need a non-availability certificate?
A non-availability certificate from the Gram Panchayat or Municipal Administration is needed for a late registration in Andhra Pradesh, and AP district service pages list it among the required documents. It formally proves that no entry exists in the register for the claimed birth.
Can I get a birth certificate for a birth outside Andhra Pradesh?
No — registration follows the place of birth, so a birth outside Andhra Pradesh must be registered with the local body of the state where it happened. An AP municipality cannot create an entry for an event that occurred elsewhere, no matter how long the family has lived in the state.
Does an Andhra Pradesh birth certificate expire?
A birth certificate never expires because the registered facts of a birth do not change. Fresh copies can be drawn any number of times from the same register entry through MeeSeva against the published service charge.
