What is the AP MSME Policy 4.0 capital investment subsidy?

The Andhra Pradesh MSME and Entrepreneurship Development Policy 4.0 (2024-29) is the state's industrial incentive framework for small business, notified by the Industries and Commerce Department through G.O.Ms.No.69 dated 26 October 2024 and amended by G.O.Ms.No.22 dated 17 February 2025. The policy carries the tagline "One Family, One Entrepreneur by 2030".

The capital investment subsidy is the policy's headline incentive. It reimburses a fixed percentage of a new unit's Fixed Capital Investment (FCI). The money sunk into plant, machinery and buildings: as a non-repayable grant, released in annual instalments after the unit begins commercial operation.

The Directorate of Industries at Mangalagiri administers the policy, with the AP MSME Development Corporation at Vijayawada as the implementing arm and the District Industries Centre (DIC) in each district as the ground-level office an entrepreneur actually deals with.

How much is the capital investment subsidy?

The amended G.O.Ms.No.22 sets these rates for new enterprises only:

Category Micro enterprise Small enterprise Medium enterprise
General (manufacturing and services) 25% of FCI, cap Rs 25 lakh, 2 annual instalments 25% of FCI, cap Rs 1.5 crore, 3 annual instalments 25% of FCI, cap Rs 7 crore, 4 annual instalments
Special category 45% of FCI, cap Rs 45 lakh, 2 annual instalments 45% of FCI, cap Rs 4.5 crore, 3 annual instalments 35% of FCI, cap Rs 7 crore, 4 annual instalments
SC/ST transport service activities 45% of FCI, cap Rs 45 lakh, 2 annual instalments 45% of FCI, cap Rs 75 lakh, 2 annual instalments 35% of FCI, cap Rs 75 lakh, 2 annual instalments

The February 2025 amendment is worth flagging because many summaries still quote the original policy's 35 percent special category rate. For micro and small special category units the rate was raised to 45 percent; 35 percent now applies only at the medium enterprise level.

Payment is triggered on the Commercial Operation Date (CoD) or the first invoice, whichever the department accepts, and is then spread across two, three or four annual instalments depending on enterprise size.

Who is eligible for the subsidy?

You can claim the capital investment subsidy if:

  • Your enterprise is new, set up and commencing commercial production during the policy period that began on 26 October 2024.
  • The unit is located in Andhra Pradesh and holds a valid Udyam Registration as a micro, small or medium enterprise.
  • The activity is eligible manufacturing or an eligible service activity. The February 2025 amendment explicitly extended incentives to service activities, which the original policy text had limited to manufacturing.
  • You hold the statutory clearances for the activity, including AP Pollution Control Board consent where applicable.

To claim the enhanced special category rate, additionally:

  • The enterprise must be wholly owned by women, BC, SC, ST, minority, specially abled or transgender entrepreneurs. A partnership with a general category partner does not qualify.
  • The qualifying owner must hold domicile in Andhra Pradesh.

You cannot apply if:

  • Your unit is an existing enterprise expanding or diversifying. That route is the Technology Upgradation incentive, not the capital investment subsidy.
  • The business is trading, retail or reselling with no manufacturing or eligible service component.
  • You are an individual seeking a personal benefit. This is an industrial incentive claimed by a registered enterprise against audited investment, not a citizen welfare payment, and there is no individual application route.
  • The unit is located outside Andhra Pradesh, or the investment was made and commercial operation commenced before the policy period began.

What other incentives come with Policy 4.0?

The capital subsidy is one component of a package, and the same claim file usually carries several of these:

  • Technology Upgradation for expansion and diversification units to 20 percent of FCI for general category (cap Rs 20 lakh micro, Rs 2 crore small, Rs 5 crore medium), and 40 percent for special category micro and small units (cap Rs 40 lakh and Rs 4 crore), 30 percent for special category medium units.
  • Power cost reimbursement; Rs 1 per unit for five years from the date of commercial production, capped at Rs 1 lakh a year for micro units, Rs 5 lakh for small and Rs 15 lakh for medium. Special category micro and small units get an enhanced Rs 1.5 per unit.
  • Net SGST reimbursement to 100 percent for five years, with an annual cap of 5 percent of annual turnover, and a lifetime cap of 100 percent of FCI.
  • Land cost rebate — 75 percent rebate limited to Rs 25 lakh for SC and ST led micro and small enterprises taking land in APIIC-developed industrial estates and parks. Claimable once per plot, new units only.

The overall incentive ceiling is 75 percent of FCI across all packages combined. That ceiling, not any single cap, is often what binds in practice for a special category unit stacking capital subsidy, power reimbursement and SGST.

What documents are required?

Document Mandatory Notes
Udyam Registration certificate Yes Fixes micro / small / medium classification
CoD certificate or first sale invoice Yes Sets the claim start date
CA-certified FCI statement Yes Basis for the percentage calculation
Land or shed documents Yes Sale deed, APIIC allotment or registered lease
Bank sanction and disbursement letters No Where the project is debt financed
Caste / disability / gender certificate No Only for the special category rate
Pollution control clearances Yes CFE and CFO where the activity requires them

How to apply for the capital investment subsidy

  1. Register the enterprise on Udyam at udyamregistration.gov.in and obtain the Udyam Registration Number. Every downstream claim keys off this number.
  2. File the entrepreneur memorandum and project details with the District Industries Centre for the district where the unit will be located, before commencing commercial production. Registering the project in advance is what establishes eligibility later.
  3. Obtain statutory clearances through the AP single-desk system; pollution control consent, factory licence, power connection and, if applicable, APIIC land allotment.
  4. Commence commercial production and record the Commercial Operation Date, keeping the first sale invoice safe. This is the date every instalment is counted from.
  5. Get a chartered accountant to certify the Fixed Capital Investment, itemising land where eligible, buildings, plant and machinery.
  6. Submit the incentive claim online on the AP industrial incentives portal at apindustries.gov.in, uploading the CA certificate, CoD proof, Udyam certificate, land documents and, for the enhanced rate, the caste, disability or gender certificate.
  7. Attend the DIC inspection, where the General Manager verifies the plant and machinery physically against the certified investment statement.
  8. Track sanction and release through the portal. The State Level Committee sanctions the claim and the first annual instalment follows; subsequent instalments require an annual continuation claim confirming the unit is still in production.

How to apply offline through the District Industries Centre

  1. Visit the District Industries Centre in your district and meet the General Manager or the assigned Industrial Promotion Officer.
  2. Collect and submit the incentive claim application with certified copies of the Udyam certificate, CA-certified FCI statement, CoD proof and land documents.
  3. Obtain a dated acknowledgement with the file number, and use it to follow up on inspection and sanction.
  4. Escalate to the Directorate of Industries, APIIC Towers, Mangalagiri if the claim stalls beyond the sanction timeline.

Why capital subsidy claims get rejected

  • Claiming as a new unit when the enterprise already existed. This is the most frequent rejection. An expansion belongs under Technology Upgradation.
  • Special category claimed on partial ownership. The G.O. requires wholly owned; a 51 percent woman-owned partnership does not clear it.
  • Ineligible investment inside the FCI figure: working capital, vehicles not integral to the process, second-hand machinery without valuation, or land cost claimed by a unit that is not an SC/ST unit in an APIIC park.
  • No prior registration with the DIC before commencing production, leaving no verifiable project record.
  • Missing or lapsed pollution control consent at the time of inspection.
  • Breaching the 75 percent overall ceiling once all incentives are added.
  • Failing the annual continuation check, an instalment is not released if the unit has stopped production or shed the employment it committed to.

Where to get help

  • AP Industries helpline: 1800 425 4425
  • District Industries Centre, the working office for every claim; each district collectorate site lists its GM and contact details.
  • Directorate of Industries, APIIC Towers, Mangalagiri.
  • AP MSME Development Corporation, Vijayawada, for policy interpretation.

Filing an incentive claim carries no government fee. Consultants may be engaged, but no official can charge for sanctioning or releasing a subsidy instalment.

Frequently asked questions

How much capital subsidy does AP MSME Policy 4.0 give?

AP MSME Policy 4.0 gives new enterprises 25 percent of Fixed Capital Investment, capped at Rs 25 lakh for micro units, Rs 1.5 crore for small units and Rs 7 crore for medium units. Special category entrepreneurs get 45 percent for micro and small units and 35 percent for medium units.

Who counts as a special category entrepreneur under this policy?

Special category covers enterprises wholly owned by women, BC, SC, ST, minority, specially abled or transgender entrepreneurs holding domicile in Andhra Pradesh. Partial ownership does not qualify — the amended G.O. is explicit that the enterprise must be wholly owned.

Can an existing factory claim the capital investment subsidy?

No. The capital investment subsidy applies only to new enterprises. Existing units expanding or diversifying claim under the separate Technology Upgradation incentive instead, which pays 20 percent of FCI for general category and up to 40 percent for special category units.

How is the capital subsidy paid out?

The subsidy is released in annual instalments from the Commercial Operation Date or first invoice — two instalments for micro units, three for small units and four for medium units. It is not a lump sum on day one.

Is there a limit on total incentives one MSME can claim?

Yes. The overall incentive an MSME can draw across all packages under Policy 4.0 cannot exceed 75 percent of its Fixed Capital Investment, and the SGST reimbursement component alone cannot exceed 100 percent of FCI.

What extra benefit do SC and ST entrepreneurs get on land?

SC and ST led micro and small enterprises get a 75 percent rebate on land cost, limited to Rs 25 lakh, in industrial estates and parks developed by APIIC. The rebate applies only to new units and can be claimed once on a given plot.

Can a trading or retail business claim this subsidy?

No. The incentives apply to eligible manufacturing and service activities notified under the policy. Pure trading, retail and reselling activities are not eligible for the capital investment subsidy.

Which G.O. governs the current subsidy rates?

G.O.Ms.No.22 of the Industries and Commerce Department dated 17 February 2025 carries the current rates. It amends the original policy issued as G.O.Ms.No.69 dated 26 October 2024, raising special category rates and adding the land cost rebate.
