What is the AP BC Corporation Loan Scheme?

AP BC Corporation Loan Scheme is the self-employment finance programme of the Andhra Pradesh Backward Classes Co-operative Finance Corporation (APBCCFC), working under the state's Backward Classes Welfare Department. The corporation exists because a large share of Backward Class households in Andhra Pradesh run traditional occupations, weaving, fishing, toddy tapping, barbering, washing, pottery, small transport and petty trade, that need modest capital but cannot raise it on commercial terms.

The scheme puts an income-generating unit in the applicant's hands rather than giving cash. The unit cost is split between a state subsidy released by the corporation and a term loan from a tied-up bank branch, with a small margin from the beneficiary. According to aggregated scheme listings, units have been offered in the Rs 1 lakh to Rs 10 lakh range at concessional effective rates with a subsidy share. The specific unit costs, subsidy percentages and interest rates are notified by the corporation for each year and unit category and have been revised repeatedly, so a prospective applicant should take the current figures from the District BC Welfare Officer rather than from any secondary listing.

Andhra Pradesh also operates federations for individual Backward Class communities, for weavers, fishermen, washermen, barbers and others, which run occupation-specific unit schemes alongside the general corporation. An applicant from one of those communities should ask whether a federation scheme fits their trade better than the general unit.

Who is eligible for the AP BC Corporation loan?

You can apply if:

  • You belong to a caste listed as Backward Class in Andhra Pradesh and hold a caste certificate from the competent revenue authority.
  • You are a resident of Andhra Pradesh.
  • Your household income is within the limit notified for that cycle, evidenced by a current income certificate. Rural and urban limits are usually set separately.
  • You are within the notified age band, ordinarily from about 21 years to the mid-50s.
  • You have a specific self-employment proposal with a written quotation.

You cannot apply, or will be rejected, if:

  • You do not belong to a Backward Class. Scheduled Caste, Scheduled Tribe and minority applicants must apply to their own corporations; a cross-application is rejected without consideration.
  • Your household income exceeds the notified limit for the cycle.
  • Another member of your family has already received a subsidised unit from this or any other state welfare corporation.
  • You or a household member are a defaulter on an earlier corporation or bank loan.
  • You are a salaried government employee, or the household otherwise sits outside the economically weaker group the corporation serves.
  • The purpose is one the corporation does not fund: repaying existing debt, buying land, house construction or personal consumption.

What kinds of units does the corporation finance?

  • Transport units; auto-rickshaws, taxis and goods carriers, requiring a valid driving licence.
  • Traditional occupation units — looms and weaving equipment, fishing gear, laundry and tailoring equipment, salon equipment and similar trade assets.
  • Agriculture and allied activity: milch animals, sheep and goat rearing, poultry.
  • Petty trade and retail, a shop, a kiosk or working capital for stock.
  • Small manufacturing, processing and service units at the upper end of the unit cost band.

A larger unit is not automatically better. The subsidy proportion falls as unit cost rises, so a Rs 8 lakh unit leaves the beneficiary carrying a much larger repayment than a Rs 2 lakh unit does. Size the unit to the market you can actually serve.

How to apply for the AP BC Corporation loan

  1. Wait for a notified application cycle. The corporation announces a window; applications are not open all year. Ask the Welfare and Education Assistant at your Gram or Ward Sachivalayam to tell you when the notification comes, and watch District Collectorate announcements.
  2. Obtain your caste certificate and a current income certificate well before the window. These two documents decide the majority of rejections, and both take time at the Tahsildar's office or the Sachivalayam.
  3. Choose the unit and get a written quotation from a dealer or supplier for the exact asset you intend to buy.
  4. Submit the application at the Gram or Ward Sachivalayam with the form, Aadhaar, caste certificate, income certificate, residence proof, bank passbook, quotation and photographs. Take the acknowledgement and keep it.
  5. Complete field verification. Welfare staff verify residence, income and the proposed activity. Be available; an unverifiable applicant is dropped.
  6. Await district-level selection, made against the targets allotted to the district and to each category.
  7. Attend the sponsored bank branch when called, complete the loan documentation and let the branch appraise the proposal.
  8. Buy the asset against the sanctioned quotation once the loan and subsidy are released to the loan account, and submit the invoice for verification.

How do I check my BC Corporation application status?

  1. Go back to the Sachivalayam with your acknowledgement number, the Welfare and Education Assistant can see the current stage.
  2. Ask the Mandal or District BC Welfare Officer for the selection list once the cycle's selections are declared.
  3. Follow up at the sponsored bank branch if selected, since appraisal at the branch is where cases most often stall after selection.
  4. Raise a written grievance at the Sachivalayam or on 1902 if nothing moves and no reason is given.

Why do BC Corporation loan applications get rejected?

  • Income certificate above the notified limit. The single most common reason. A fresh, accurate certificate is worth obtaining before the cycle.
  • Caste certificate missing, expired in effect, or from the wrong authority.
  • Earlier corporation benefit in the same family, which is not curable.
  • Existing loan default by the applicant or a household member. Settle the earlier account and obtain a no-dues position first.
  • Bank found the proposal unviable; usually an over-sized unit or an activity with no clear local market. A smaller, better-evidenced proposal fares better.
  • District targets exhausted. A real outcome in over-subscribed cycles. Applications do not roll over, so reapply when the next cycle opens.
  • Applied to the wrong corporation for the applicant's category.

What obligations come with the loan?

The subsidy portion is not repaid, but the bank loan is a real debt. The beneficiary is expected to:

  • Use the asset for the sanctioned purpose. Selling the vehicle or the animals and pocketing the proceeds is misuse and triggers recovery of the subsidy.
  • Repay the bank instalments on time, which protects both the household's credit record and the corporation's ability to fund the next applicant.
  • Produce the asset for verification when welfare staff or the bank ask.

Default does not only affect the borrower. It bars other members of the same household from future corporation schemes.

Where do I get help?

  • Gram or Ward Sachivalayam, the Welfare and Education Assistant handles applications and status.
  • Mandal BC Welfare Officer for mandal-level queries.
  • District BC Welfare Officer, who holds the current unit costs, subsidy percentages, income limits, age band and the district selection list. Treat this office as the authoritative source for every number in this guide.
  • Community federation office if your trade has a dedicated BC federation scheme.
  • State citizen helpline 1902 for a written grievance.

Applying is free. No official, agent or middleman can obtain a sanction in return for money, and any such demand should be reported at the Sachivalayam and on 1902.

Frequently asked questions

How much can I get under the AP BC Corporation loan scheme?

Unit costs under the corporation have been reported in the Rs 1 lakh to Rs 10 lakh range, split between a state subsidy share and a bank term loan. The exact unit cost and subsidy percentage are set by the corporation's notification for each year and unit category, so confirm the current figures with the District BC Welfare Officer.

Who is eligible for the AP BC Corporation loan?

Residents of Andhra Pradesh belonging to a caste listed as Backward Class, whose household income is within the limit notified for that cycle and who are within the notified age band, are eligible. A viable self-employment proposal backed by a quotation is also required.

Is the money a subsidy or a loan I have to repay?

Both. Part of the unit cost is a state subsidy that is not repaid, and the balance is a bank term loan that the beneficiary repays with interest. Treating the whole sanction as free money is the mistake that most often leads to default and to recovery proceedings.

Can Backward Class applicants apply to the SC Corporation instead?

No. Each welfare corporation serves its own category — Scheduled Castes, Scheduled Tribes, Backward Classes, minorities and others — and an application to the wrong corporation is rejected outright. Backward Class applicants must apply through the BC corporation.

How do I apply for the BC Corporation loan?

Apply at your Gram or Ward Sachivalayam when the corporation notifies an application cycle, submitting the caste certificate, income certificate, Aadhaar, residence proof, bank passbook and a quotation for the proposed unit. Applications are not accepted continuously.

What happens between selection and getting the asset?

A selected application is sponsored to a bank branch, which appraises the proposal and sanctions the term loan; the corporation then releases its subsidy share into the loan account, and the asset is purchased against the sanctioned quotation with the invoice produced for verification. Selection alone releases nothing.

Can two people from the same family both get a corporation loan?

Normally not. The welfare corporations apply a one-benefit-per-family rule and screen applications against earlier sanctions to the same household, including sanctions from a different corporation.

Is there any fee to apply?

No. The application at the Sachivalayam is free. The applicant does have to bring a margin contribution towards the unit cost once sanctioned, but that is paid into the unit, not to any official. Any demand for money to secure a sanction is corruption and should be reported on 1902.
