What is the Andhra Pradesh BC Post-Matric Scholarship?

The Andhra Pradesh BC Post-Matric Scholarship is the Backward Classes Welfare Department's education support scheme for students of Backward Class communities who are studying after Class 10. The scheme combines full reimbursement of the tuition fee with a monthly maintenance allowance towards living costs, and published listings describe it as reaching over 8 lakh students a year, which makes it one of the largest single welfare interventions in the state by headcount.

"Post-matric" means after matriculation, that is after Class 10. The scholarship therefore runs from Class 11 and Class 12 in a junior college through diploma and polytechnic courses, three-year degree programmes, postgraduate study, and professional courses such as engineering, pharmacy, law, agriculture and medicine. The scheme has been running since 2005 in its modern form.

The Backward Classes Welfare Department administers the scheme, and Andhra Pradesh processes the applications through its state scholarship system, historically AP ePASS and currently the JnanaBhumi portal (jnanabhumi.ap.gov.in). One practical consequence of that shared plumbing is that a single application often produces two sanctions, one for the fee and one for maintenance, and a student who sees only one credited should check both heads rather than assume the claim failed.

What the two components do

  • Tuition fee reimbursement removes the admission barrier. Because it follows the fee notified for the specific course and college, its rupee value differs sharply between an ITI seat and a B.Tech seat, and there is no fixed ceiling.
  • Maintenance allowance covers what the fee waiver does not: food, hostel or lodging, stationery and travel. Published listings put the Andhra Pradesh BC rates at Rs 500 to Rs 900 a month for day scholars from Class 11 to degree level and Rs 800 to Rs 1,100 a month for hostellers, with the higher rates at the professional-course stage.

Who is eligible for the AP BC Post-Matric Scholarship?

You can claim if:

  • You hold a Backward Class caste certificate stating a group notified for Andhra Pradesh: Group A, B, C, D or E.
  • You are domiciled in Andhra Pradesh.
  • You are currently enrolled in a recognised course from Class 11 upwards, or in a diploma, degree, postgraduate or professional programme.
  • Your family income is within the notified ceiling. Published listings for this scholarship state Rs 2,00,000 a year; the state's general fee reimbursement ceiling is Rs 2,50,000. Confirm the figure in force for the current year rather than ruling yourself out on the lower number.
  • You maintained at least 75% attendance in the previous academic year, where you are a continuing student.
  • You hold an Aadhaar-linked bank account in your own name.

You cannot apply, or are not eligible, if:

  • You do not hold a BC certificate for an Andhra Pradesh BC group. SC students apply under the Social Welfare Department's scheme, ST students under Tribal Welfare, and minority and EBC students under the Minorities Welfare Department. Applying under the wrong department's head does not get the file redirected — it gets rejected.
  • Your certificate names a caste but not a group. This is a formatting defect, not a substantive one, but it stops the application until corrected.
  • You are not domiciled in Andhra Pradesh, even if the college is in the state.
  • Your family income exceeds the notified ceiling, or the income certificate has expired.
  • You are already receiving another full-fee scholarship for the same course and the same academic year. Concurrent full-fee benefit is not permitted.
  • Your attendance was below the minimum in the previous year.
  • Your institution or admission quota is outside the approved list under Andhra Pradesh's fee reimbursement rules.

Understanding the BC group classification

Andhra Pradesh classifies Backward Classes into five groups, A to E, and the group is recorded on the caste certificate. Group classification matters here for a procedural reason rather than a monetary one: the scholarship rates for BC students are set by stage of study and hosteller status, not by group, but the verification system checks that the caste named on the certificate belongs to a group notified for the state. Published material describes the scheme as covering more than 100 BC communities across the five groups.

A student whose certificate was issued in another state, or issued before a community's classification changed, should have a fresh certificate drawn at Mee Seva or from the Tahsildar before applying. This is far quicker than contesting a rejection afterwards.

What documents are required?

Attendance certificate No Some institutions require it separately at renewal

How to apply for the AP BC Post-Matric Scholarship

  1. Complete your admission in a recognised institution and course, preferably through the convener quota, since the admission route affects eligibility for the fee component.
  2. Obtain the BC caste certificate and income certificate from Mee Seva or the Grama or Ward Sachivalayam. Check that the caste certificate states the BC group explicitly, and that the income certificate is current.
  3. Get the bank account Aadhaar-seeded and NPCI-mapped at the branch. An approved maintenance allowance cannot be paid into an unseeded or dormant account.
  4. Register on the state scholarship portal at jnanabhumi.ap.gov.in, using Aadhaar OTP verification on your Aadhaar-linked mobile number.
  5. Complete the BC Welfare scholarship application form with your caste and income certificate numbers, institution and course details, year of study and bank account details, checking that your name is spelt identically across Aadhaar, the caste certificate and the bank record.
  6. Upload the scanned documents in the sizes and formats the portal specifies, submit, and save the acknowledgement with the application number.
  7. Have the institution verify the application. The college confirms enrolment, course, year and attendance in the portal, after which the file moves to the District BC Welfare Officer. Applications regularly stall at this stage, so follow up at the college scholarship section rather than waiting.
  8. Track the file to sanction and payment, then reapply at the start of each subsequent academic year.

How do I check my BC scholarship status?

  1. Log in to jnanabhumi.ap.gov.in with your student credentials.
  2. Open the application and read the current stage: submitted, verified by the institution, verified at district level, sanctioned, or paid.
  3. Note that the fee and maintenance components can move at different speeds, so check both rather than assuming a single status covers everything.
  4. If the maintenance shows paid but no credit has arrived, check Aadhaar seeding and NPCI mapping at the bank branch first.
  5. Ask the college scholarship section, which can see the institution-side queue, or the District BC Welfare Office for district-level status.
  6. Call the state citizen-services helpline 1902 for help identifying the right office.

Why do BC scholarship claims get rejected?

  • Caste certificate does not state the BC group, or names a community not notified for Andhra Pradesh.
  • Income certificate expired or shows income above the ceiling in force.
  • Attendance below 75% in the previous academic year, flagged by the institution at renewal.
  • Institution never completed verification, so the application lapsed.
  • Concurrent full-fee scholarship already claimed for the same course and year.
  • Ineligible institution or admission quota under the state's reimbursement rules.
  • Bank account not Aadhaar-seeded, which blocks payment after sanction.
  • Name or Aadhaar mismatch across the application, the certificate and the bank account.

The pattern worth noticing is that only two of these are substantive eligibility failures. The rest are document and process defects that can be repaired inside the same academic year, a reissued income certificate, a corrected caste certificate, a visit to the bank, or a firm follow-up with the college office.

Where do I complain about the BC scholarship?

Begin at the college scholarship section or principal's office, which holds the verification step and can see where the file stopped. For certificate problems, use Mee Seva or the Grama or Ward Sachivalayam. Escalate to the District Backward Classes Welfare Officer, who is the departmental authority for BC scholarships in the district, and then to the Commissioner of Backward Classes Welfare at the state level. The citizen-services helpline 1902 can point you to the correct district office.

The scholarship is free to apply for at every stage. No college may charge a student for uploading the application, no agent can charge for a sanction, and no official will ever need your Aadhaar OTP.

Documents required

Backward Class caste certificate
Must state the BC Group — A, B, C, D or E — and be issued by the Tahsildar or through Mee Seva. A certificate that omits the group is routinely returned.
Income certificate
From Mee Seva or the Grama Sachivalayam, within the ceiling notified for the year. Income certificates expire, and an expired one is treated as missing.
Aadhaar card of the student
The registration is authenticated by Aadhaar OTP, so the Aadhaar must be linked to a working mobile number.
Previous academic year marks memo
Class 10 marks memo for a Class 11 applicant; the last qualifying examination memo for diploma, degree and postgraduate applicants.
Institution enrolment or bonafide certificate
Confirms current enrolment, the course, the year of study and the admission quota.
Aadhaar-linked bank passbook
The maintenance allowance is released by direct benefit transfer, so the account must be Aadhaar-seeded and NPCI-mapped.
Andhra Pradesh residence or domicile proof
The scholarship is limited to students domiciled in Andhra Pradesh.
Attendance certificate from the institutionoptional
Some institutions require a separate attendance statement at renewal in addition to the portal entry.

Frequently asked questions

How much does the AP BC Post-Matric Scholarship pay?

The scholarship reimburses the full notified tuition fee for the course and adds a monthly maintenance allowance, which published listings describe as Rs 500 to Rs 900 a month for day scholars from Class 11 to degree level and Rs 800 to Rs 1,100 a month for hostellers. The fee component follows the notified fee for the course and college and has no rupee cap.

Who is eligible for the AP BC Post-Matric Scholarship?

Backward Class students of Groups A, B, C, D or E who are domiciled in Andhra Pradesh and enrolled in a recognised course from Class 11 upwards — including diploma, degree, postgraduate and professional programmes — are eligible, subject to the notified family income ceiling and an attendance requirement.

Who cannot apply for the AP BC Post-Matric Scholarship?

Students who do not hold a BC caste certificate for an Andhra Pradesh BC group cannot apply, and neither can students without state domicile or those already drawing another full-fee scholarship for the same course and year. SC, ST and minority students apply under their own welfare departments' schemes instead.

What is the family income limit?

Published listings for the BC post-matric scholarship state an annual family income ceiling of Rs 2,00,000, while Andhra Pradesh's general fee reimbursement ceiling is Rs 2,50,000 a year. Because the two figures differ, a student should confirm the ceiling in force for the current year on the portal or at the District BC Welfare Office before assuming ineligibility.

Does the BC group on my certificate matter?

Yes. The caste certificate must state the BC group — A, B, C, D or E — and the group must be one notified for Andhra Pradesh. Published material describes the scheme as covering more than 100 BC communities across the five groups, and a certificate that names a caste without stating its group is commonly sent back for correction.

Is there an attendance condition?

Yes. A minimum of 75% attendance in the previous academic year is reported as a condition, verified by the institution at the time of renewal. A continuing student who falls below it can lose that year's claim even after an earlier year was sanctioned.

How is the money paid?

The fee component is settled through the state's fee reimbursement route against the institution, while the maintenance allowance is credited by direct benefit transfer to an Aadhaar-linked bank account. A student should confirm with the college office that the fee has been adjusted against their name.

Is there any fee to apply?

No. The application carries no fee, no college may charge for uploading it, and no agent can charge for obtaining a sanction. The Aadhaar OTP used to authenticate the application must never be shared with anyone.
