What is the Andhra Pradesh Minority and EBC Scholarship?

The Andhra Pradesh Minority and EBC Scholarship is the post-matric education support scheme of the Minorities Welfare Department, Government of Andhra Pradesh. The scheme pays the full tuition fee for a student's course and adds a monthly maintenance allowance that published listings put in the range of Rs 500 to Rs 1,200 a month, for students from notified minority communities and for students classed as Economically Backward Classes (EBC).

The scheme covers a long stretch of a student's education: from Class 11 through to PhD at recognised institutions, taking in Class 12, diploma and polytechnic courses, three-year degrees, postgraduate programmes and professional courses. The tuition fee is settled against the institution, while the maintenance allowance is credited to the student's own Aadhaar-linked bank account by direct benefit transfer.

Two distinct groups, one scheme

  • Notified minority communities; Muslim, Christian, Sikh, Buddhist, Parsi and Jain. Eligibility is certified by a minority community certificate issued by the Mandal Revenue Officer.
  • Economically Backward Classes (EBC): students from communities that do not fall under the SC, ST or BC categories but whose households are within the income ceiling. This head exists precisely because a low-income family from an unreserved community would otherwise fall through every welfare category.

Both heads are processed on the same state scholarship system. Andhra Pradesh has run its scholarship processing through AP ePASS historically and through the JnanaBhumi portal (jnanabhumi.ap.gov.in) more recently, and because both branding and portal have changed in recent years, a student should confirm the live portal for the current academic year before filing.

Who is eligible for the AP Minority and EBC Scholarship?

You can claim if:

  • You belong to a notified minority community, Muslim, Christian, Sikh, Buddhist, Parsi or Jain, and hold a minority community certificate from the Mandal Revenue Officer, or you qualify under the EBC head with an EBC certificate.
  • You are domiciled in Andhra Pradesh.
  • You are currently enrolled at a recognised institution in a course from Class 11 up to PhD.
  • Your family income is within the notified ceiling. Published listings state Rs 2,00,000 a year for this scholarship.
  • You hold an Aadhaar-linked bank account in your own name.
  • You are not claiming another scholarship for the same course and academic year.

You cannot apply, or are not eligible, if:

  • You belong to neither a notified minority community nor the EBC category. This is the defining boundary of the scheme, and no amount of financial need moves a student across it.
  • You are an SC, ST or BC student. Those categories are served by the Social Welfare, Tribal Welfare and Backward Classes Welfare Departments, each with its own scholarship, income ceiling and district officer. Filing under the wrong department results in rejection rather than transfer.
  • You are not domiciled in Andhra Pradesh, even if you study at an institution inside the state.
  • Your family income exceeds the ceiling, or your income certificate has expired.
  • You are already drawing another scholarship for the same course and year.
  • Your institution is not recognised, or your admission quota falls outside the state's fee reimbursement rules.
  • You have no Aadhaar-linked bank account, which makes the maintenance component impossible to pay even if the fee is sanctioned.

How to apply for the AP Minority and EBC Scholarship

  1. Complete admission at a recognised institution in an eligible course. Confirm with the college office that the institution and your admission quota are covered under the state's fee reimbursement rules before you count on the claim.
  2. Obtain the minority community certificate from the Mandal Revenue Officer, or the EBC certificate if you are applying under that head. This is the document that defines your eligibility, and it is the one most often missing at the last minute.
  3. Get a current income certificate from Mee Seva or the Grama or Ward Sachivalayam, along with the domicile certificate if you do not already hold one.
  4. Open or activate an Aadhaar-linked bank account in your own name and ask the branch to complete Aadhaar seeding and NPCI mapping.
  5. Register on the state scholarship portal at jnanabhumi.ap.gov.in and authenticate with the Aadhaar OTP sent to your Aadhaar-linked mobile number.
  6. Select the Minority or EBC category in the application form. Choosing the wrong category routes the file to the wrong department and delays it by weeks.
  7. Fill in the course, institution, year of study, certificate numbers and bank details, then upload the scanned documents and submit. Save the acknowledgement showing the application number.
  8. Have the institution verify your application in the portal, then track it as it moves to the District Minorities Welfare Office for sanction.
  9. Reapply at the start of each academic year, since the scholarship is an annual claim rather than a one-time sanction for the whole programme.

How do I check my application status?

  1. Log in to jnanabhumi.ap.gov.in with your student credentials and Aadhaar authentication.
  2. Open the application and read the current stage — submitted, verified by the institution, verified at district level, sanctioned, or paid.
  3. Check the fee and maintenance components separately. They are sanctioned and released independently, and one arriving without the other does not mean the claim has failed.
  4. If maintenance shows as paid but no credit has reached you, check Aadhaar seeding and NPCI mapping at your bank branch before filing a grievance.
  5. Ask the college scholarship section, which can see the institution-side verification queue, or the District Minorities Welfare Office.
  6. Call the state citizen-services helpline 1902 for help identifying the right office for your district.

Why do minority and EBC scholarship claims get rejected?

  • No minority community certificate, or a self-declaration submitted in place of the Mandal Revenue Officer's certificate.
  • Wrong category selected in the portal, for example a BC student applying under the minority head, or a minority student applying under EBC.
  • Income certificate expired, or income above the notified ceiling.
  • Institution not recognised, or an admission quota outside the reimbursement rules.
  • Duplicate scholarship already claimed for the same course and academic year, which the system traces through the Aadhaar number.
  • Institution never verified the application, leaving it stalled at the college stage until the window closed.
  • Bank account not Aadhaar-seeded, blocking the maintenance payment after sanction.
  • Name or date of birth mismatch between Aadhaar, the community certificate and the institution record.

Two of these deserve a practical response rather than a resubmission. A category error should be corrected by contacting the college scholarship section immediately, because once the file has moved to the wrong district office it is usually rejected rather than rerouted. A name mismatch should be fixed at the source document: Aadhaar or the community certificate, since editing only the portal entry leaves the same conflict waiting at next year's renewal.

Where do I complain about this scholarship?

Start at the college scholarship section or principal's office, which controls the institution-side verification and can see exactly where a file has stopped. For certificate problems, go to the Mandal Revenue Office for the community certificate and to Mee Seva or the Grama or Ward Sachivalayam for income and domicile certificates. Escalate to the District Minorities Welfare Officer, and then to the Commissioner of Minorities Welfare at the state level. The state helpline 1902 can direct you to the correct district office.

There is no fee at any stage of this scholarship. Apply only on the official state portal, never through a private website or an agent, and never share the Aadhaar OTP used to authenticate the application: not with an agent, not with a cyber café operator, and not with college staff. Any person asking for money to "get the scholarship sanctioned" is running a scam and should be reported to the District Minorities Welfare Officer.

Frequently asked questions

How much does the AP Minority and EBC Scholarship pay?

The scholarship reimburses the full tuition fee for the course and adds a monthly maintenance allowance that published listings describe as Rs 500 to Rs 1,200 a month. The fee component has no fixed rupee ceiling — it follows the fee notified for the course and college, so a professional course draws a far larger amount than a Class 11 seat.

Which communities count as minorities for this scholarship?

Students from the notified minority communities — Muslim, Christian, Sikh, Buddhist, Parsi and Jain — are covered, certified by a minority community certificate from the Mandal Revenue Officer. Economically backward class students are covered under the parallel EBC head of the same scholarship.

Who cannot apply for the AP Minority and EBC Scholarship?

Students who belong to neither a notified minority community nor the EBC category cannot apply, and neither can students without Andhra Pradesh domicile. SC, ST and BC students apply under the Social Welfare, Tribal Welfare and Backward Classes Welfare Departments respectively.

What is the family income limit?

Published listings state an annual family income ceiling of Rs 2,00,000 for this scholarship, while Andhra Pradesh's general fee reimbursement ceiling is Rs 2,50,000 a year. Confirm the figure in force for the current academic year on the portal or at the District Minorities Welfare Office before assuming you are outside the limit.

Up to which level of study is the scholarship available?

Coverage runs from Class 11 up to PhD at recognised institutions, taking in Class 12, diploma and polytechnic courses, degree programmes, postgraduate study and professional courses along the way. Each year is a separate claim.

How is the money paid out?

The tuition fee component is settled against the institution while the maintenance allowance is credited to the student's Aadhaar-linked bank account by direct benefit transfer. Because the two run separately, one can be credited before the other.

Can I hold another scholarship at the same time?

No. A student already claiming another scholarship for the same course and the same academic year is not eligible. Concurrent benefit for one year of one course is specifically excluded, and duplicate claims are traced through the Aadhaar number.

Is there any fee to apply, and how do I avoid scams?

There is no application fee at any stage. Apply only through the official state scholarship portal, never through an agent or a private website, and never share your Aadhaar OTP. Anyone asking for payment to "get the scholarship sanctioned" is running a scam.
