AP SC Corporation Loan Scheme (Self-Employment Subsidy Loans for Scheduled Castes)
Andhra Pradesh state government scheme
AP SC Corporation Loan Scheme is the Andhra Pradesh Social Welfare Department's self-employment finance programme for Scheduled Caste families, offering subsidised loan units reported in the Rs 1 lakh to Rs 5 lakh range with a government subsidy component and a bank loan component. Applications are made at the Gram or Ward Sachivalayam when the corporation notifies a cycle.
What is the AP SC Corporation Loan Scheme?
AP SC Corporation Loan Scheme is the self-employment finance programme run by the Andhra Pradesh Scheduled Castes Co-operative Finance Corporation (APSCCFC) under the state's Social Welfare Department. The corporation's purpose is to put productive assets into the hands of Scheduled Caste families who cannot raise commercial finance on their own, by subsidising part of the cost of an income-generating unit and arranging bank finance for the rest.
The scheme is best understood as a three-party arrangement:
- The beneficiary identifies a self-employment activity and contributes a small margin.
- The corporation releases a subsidy share of the unit cost from state funds.
- A bank branch sanctions a term loan for the balance and recovers it in instalments.
According to aggregated scheme listings, units under the corporation have been offered in the Rs 1 lakh to Rs 5 lakh range with a subsidy share and a concessional effective rate. The exact unit cost, subsidy percentage and interest rate are fixed by the corporation's notification for each year and each unit category, and they have been revised across years. Anyone planning a unit should get the current figures from the District Social Welfare Officer in writing before committing money.
Who is eligible for the AP SC Corporation loan?
You can apply if:
- You belong to a Scheduled Caste and hold a caste certificate issued by the competent revenue authority in Andhra Pradesh.
- You are a resident of Andhra Pradesh.
- Your household income is within the limit notified for that application cycle, evidenced by a current income certificate. Separate rural and urban income limits are typically applied.
- You are within the age band notified for the cycle; corporations ordinarily set a lower limit of about 21 years and an upper limit in the mid-50s.
- You have a specific, viable self-employment proposal with a quotation, not a general request for funds.
You cannot apply, or will not be selected, if:
- You do not belong to a Scheduled Caste. Scheduled Tribe, Backward Class and minority applicants have their own corporations, and applying to the wrong one wastes a cycle. Backward Class applicants should approach the BC corporation instead.
- Your household income exceeds the notified limit.
- Another member of your family has already received a subsidised unit from this or another state welfare corporation. The corporations operate on one benefit per family.
- You or a family member are a defaulter on an earlier corporation or bank loan.
- You are a government employee or the household otherwise falls outside the economically weaker group the corporation is meant to serve.
- Your proposal is for a purpose the corporation does not fund, such as repayment of an existing debt, purchase of land, or personal consumption.
What kinds of units are financed?
The corporation finances income-generating activities rather than open-ended loans. Typical categories across the corporations include:
- Transport units, auto-rickshaws, goods carriers and similar vehicles, where a valid driving licence is required.
- Agriculture and allied activity: milch animals, sheep and goat units, poultry and small irrigation assets.
- Petty trade and retail. A shop, a stall, or trading stock.
- Service and artisan units, tailoring, repairs, small workshops and equipment-based services.
- Small manufacturing or processing units at the upper end of the unit cost range.
The larger the unit cost, the greater the bank loan share and the smaller the subsidy proportion, so a larger sanction is not automatically better for the applicant — it carries a larger repayment obligation.
How to apply for the AP SC Corporation loan
- Wait for the corporation to notify an application cycle. Applications are not accepted continuously. Notifications are publicised through the Social Welfare Department, District Collectorates and Sachivalayams. Ask your Welfare and Education Assistant at the Sachivalayam to alert you.
- Get your certificates ready in advance. Obtain a current income certificate and confirm your caste certificate is from the competent revenue authority. These two documents decide more applications than anything else, and both take time to issue.
- Decide the unit and obtain a written quotation from a dealer or supplier for the vehicle, machinery, animals or stock you intend to buy.
- Apply at your Gram or Ward Sachivalayam, submitting the application form with Aadhaar, caste certificate, income certificate, residence proof, bank passbook, the quotation and photographs. Collect the acknowledgement.
- Attend the verification and selection stage. Field staff verify the details, and selection is done by the district-level committee against the targets allotted for the district and the category.
- Follow the sponsorship to the bank branch. A selected application is sponsored to a bank, which appraises the proposal and sanctions the term loan. Attend the branch when called and complete the loan documentation.
- Purchase the unit against the sanctioned quotation once the loan and the subsidy are released to the loan account, and produce the invoice for verification.
Applying offline at the Sachivalayam is the standard route. Where the corporation opens an online window for a cycle, it is announced with the notification; there is no permanent open online form.
How do I check my application status?
- Return to the Sachivalayam where you applied, with your acknowledgement number. The Welfare and Education Assistant can see the application's stage.
- Ask the Mandal or District Social Welfare Officer for the district selection list once selections for the cycle are declared.
- Check with the sponsored bank branch if you were selected, a selected application can still be pending appraisal at the branch, and this is where many cases sit longest.
- Escalate on 1902 or through a written grievance at the Sachivalayam if there is no movement and no reason given.
Why do applications fail, and what fixes them?
- Income certificate above the limit. Get a fresh certificate reflecting actual household income before the next cycle; a stale certificate carrying an old figure is a common avoidable loss.
- Caste certificate defective or from the wrong authority. Obtain it from the Tahsildar or the competent revenue authority.
- Earlier corporation benefit in the family. Not curable, the household has had its turn under the one-benefit-per-family rule.
- Existing default. Clear the earlier loan and obtain a no-dues position before reapplying.
- Bank declined the proposal as unviable. Rework the unit. A smaller, well-evidenced unit with a clear market is sanctioned more readily than an ambitious one.
- Targets exhausted for the district. A genuine and frequent outcome. Reapply in the next notified cycle; the application does not carry forward automatically.
Where do I get help?
- Gram or Ward Sachivalayam, the Welfare and Education Assistant handles the application and its status.
- Mandal Social Welfare Officer for mandal-level queries.
- District Social Welfare Officer, who holds the current unit costs, subsidy percentages, income limits and the district selection list. This is the authoritative source for the numbers in any given year.
- State citizen helpline 1902 for a written grievance.
No fee is charged for the application, and no official or middleman can secure a sanction in exchange for money. Any demand for payment to "get the loan approved" should be reported at the Sachivalayam and on 1902.

Frequently asked questions
Is the AP SC Corporation loan a grant or a loan?
It is a loan with a subsidy attached, not a grant. The unit cost is split between a state subsidy released by the corporation and a term loan sanctioned by a bank, and the beneficiary repays the bank portion with interest. Anyone describing it as free money is misdescribing it.
Who is eligible for the AP SC Corporation loan?
Scheduled Caste residents of Andhra Pradesh whose household income is within the limit notified for that application cycle, who are within the notified age band, and who propose a viable self-employment activity are eligible. The caste certificate and income certificate are the two documents that decide most cases.
How do I apply for the SC Corporation loan?
Apply at your Gram or Ward Sachivalayam during a notified application cycle, with your caste certificate, income certificate, Aadhaar, residence proof, bank passbook and a quotation for the proposed unit. Applications are not accepted continuously — the corporation announces a window.
How much subsidy is given?
The subsidy is a share of the unit cost, fixed by the corporation's notification for each year and each unit size, with larger units carrying a smaller subsidy proportion. Because the percentage has been revised across years, confirm the current split with the District Social Welfare Officer rather than relying on an older figure.
Can I apply if a family member already took a corporation loan?
Generally no. The corporations work on one benefit per family and screen for an earlier sanction to the same household. An applicant whose family already received a subsidised unit, or who has defaulted on an earlier corporation loan, is normally not eligible.
What happens after my application is selected?
A selected application is sponsored to a bank branch, which appraises the proposal and sanctions the term loan. The corporation then releases its subsidy share to the loan account, and the unit — vehicle, machinery, livestock or stock — is purchased against the sanctioned quotation. Selection alone does not release money.
Why do SC Corporation loan applications get rejected?
The commonest reasons are an income certificate above the notified limit, a caste certificate that is missing or from the wrong authority, an earlier corporation benefit in the same family, an existing loan default, and a unit proposal the bank does not consider viable. Most of these are correctable before the next cycle.
