YSR Kapu Nestham (Andhra Pradesh)
Andhra Pradesh state government scheme
YSR Kapu Nestham is an Andhra Pradesh scheme that paid Rs 15,000 a year for five years; Rs 75,000 in total, to women aged 45 to 60 from the Kapu, Balija, Telaga and Ontari communities. Applications were free at the Grama or Ward Sachivalayam, and a reported instalment covered 95,245 women at a cost of about Rs 143 crore.
What is YSR Kapu Nestham?
YSR Kapu Nestham is an Andhra Pradesh welfare scheme launched in 2020 that paid Rs 15,000 a year for five consecutive years, Rs 75,000 in total, to women aged 45 to 60 belonging to the Kapu community and its associated sub-groups: Balija, Telaga and Ontari. Nestham is Telugu for "friend", and the scheme was one of a family of community-specific "Nestham" cash transfers the state ran in parallel.
YSR Kapu Nestham was administered by the Andhra Pradesh Kapu Welfare and Development Corporation under the Backward Classes Welfare Department, and delivered on the ground by the Grama and Ward Sachivalayam network. Village and ward volunteers identified households, the Sachivalayam staff verified them against the state's standard eligibility filter, and the money was credited by Direct Benefit Transfer to the woman's own account in a single statewide release each year.
The Kapu community is numerically large in coastal Andhra and Godavari districts and had long pressed for reservation in education and employment. YSR Kapu Nestham was the state's cash-transfer response: rather than a quota, a direct five-year capital transfer to women in the age band where a household most needs capital and is least likely to get a bank loan without security. One reported instalment credited about Rs 143 crore to 95,245 women, which gives a sense of the annual scale of a single release.
Since the state government formed in June 2024, no fresh YSR Kapu Nestham instalment or new enrolment round has been announced, and several schemes from that period were renamed or restructured. Readers should treat the scheme as closed to new applicants and confirm their individual position at the Grama or Ward Sachivalayam.
Who is eligible for YSR Kapu Nestham?
A woman could be covered if:
- She is a permanent resident of Andhra Pradesh.
- She is aged 45 to 60 years on the qualifying date.
- She belongs to the Kapu, Balija, Telaga or Ontari community, established by a caste certificate.
- Her family's annual income is below Rs 1,20,000 in rural areas or Rs 1,44,000 in urban areas.
- Her family's landholding is within 3 acres of wet land, 10 acres of dry land, or 10 acres of the two combined.
- She has a bank account in her own name, Aadhaar-seeded.
A woman is not eligible if her household:
- Owns a four-wheeler. Tractors, autos and taxis used for a livelihood are excluded from this bar.
- Includes a serving government employee or a government pensioner.
- Includes an income tax payer.
- Consumes more than 300 units of electricity a month.
- Owns residential or commercial property above 750 square feet in a municipal area.
- Already receives the benefit through another woman member, since one household receives one benefit.
A woman from a community outside Kapu, Balija, Telaga and Ontari cannot apply under this scheme. Andhra Pradesh ran separate parallel programmes for other groups — YSR Cheyutha for Scheduled Caste, Scheduled Tribe, Backward Class and minority women, and YSR EBC Nestham for economically backward women of forward castes, with a similar age band and a similar eligibility filter.

How to apply for YSR Kapu Nestham
The route below is the one that operated while the scheme was open, and the same counters still handle corrections and status queries for the enrolled cohort.
- Visit your Grama or Ward Sachivalayam with Aadhaar, caste certificate, white ration card and bank passbook. The village or ward volunteer covering your households can also start the application at your doorstep.
- Give your Aadhaar number for authentication and confirm the OTP sent to the Aadhaar-linked mobile number. An Aadhaar carrying an old mobile number must be updated before the application can be completed.
- Select YSR Kapu Nestham in the citizen scheme application list and fill in your caste, household, land and bank details.
- Submit and collect the acknowledgement carrying the application number, which every later status query needs.
- Wait for field verification. The Welfare and Education Assistant or ward welfare officer physically verifies the household against the state's standard eligibility filter, and the file moves through the mandal to the district for approval.
- Check the provisional eligible and ineligible lists displayed at the Sachivalayam. Andhra Pradesh prints the reason against each ineligible name.
- File an objection during the display window if you were wrongly excluded. Objections are received at the same Sachivalayam and re-verified before the final list is frozen.
- Receive the DBT credit in your Aadhaar-seeded account on the statewide release date.
How to check YSR Kapu Nestham status
- Go to your Grama or Ward Sachivalayam with Aadhaar and the application acknowledgement and ask the welfare assistant to check the record. This is the most reliable route, and the only one that can also fix a problem.
- Use the state's beneficiary management portal, entering the scheme name, year and Aadhaar number, followed by an OTP.
- Read the eligible and ineligible lists displayed at the Sachivalayam after each verification round.
- Check the bank passbook of the Aadhaar-seeded account, since credits often arrive without an SMS when the registered mobile has changed.
Why YSR Kapu Nestham applications were rejected
- Caste certificate does not show Kapu, Balija, Telaga or Ontari, or no caste certificate on record.
- Age outside 45 to 60 on the qualifying date, computed from Aadhaar.
- Four-wheeler in the household, other than a tractor, auto or taxi used for livelihood.
- Government employee or pensioner in the family, or an income tax payer.
- Electricity consumption above 300 units a month on the household service connection.
- Property above 750 square feet in a municipal area.
- Duplicate household claim, where another woman on the same ration card had already been sanctioned.
- Bank account not Aadhaar-seeded, in a different name, or dormant, so the DBT failed after approval.
Most rejections in the last three categories are record problems rather than genuine ineligibility, and the Sachivalayam can correct the record and re-submit the case in the next verification round.
Key dates
YSR Kapu Nestham began in 2020 and was structured as five annual instalments, so the design cycle for the original cohort ran to around 2024. Releases were made once a year on a statewide date announced by the state government, rather than on a rolling basis. There is no published open application window at present.

Frequently asked questions
How much does YSR Kapu Nestham pay?
YSR Kapu Nestham pays Rs 15,000 per year for five consecutive years, a total of Rs 75,000, credited by Direct Benefit Transfer to the woman's own bank account. The payment is annual, not monthly.
Which communities are covered by YSR Kapu Nestham?
The scheme covers women from the Kapu community and its associated sub-groups — Kapu, Balija, Telaga and Ontari. Women of other communities are not eligible, and Andhra Pradesh ran separate parallel schemes for Backward Class, Scheduled Caste, Scheduled Tribe, minority and economically backward forward-caste women.
What are the income and land limits?
Annual family income must be below Rs 1,20,000 in rural areas and Rs 1,44,000 in urban areas, and the family's land must not exceed 3 acres of wet land, 10 acres of dry land, or 10 acres of the two combined.
Is YSR Kapu Nestham still accepting applications?
No. The five-year cycle began in 2020 and no fresh instalment or new enrolment round has been announced since 2024. Women already in the cohort should check their individual position at the Grama or Ward Sachivalayam.
Can two women from the same family receive the benefit?
No. The benefit is one per eligible household, and the state's beneficiary management system de-duplicates on the ration card and Aadhaar before sanction.
Why was my YSR Kapu Nestham application rejected?
The commonest reasons are a four-wheeler in the household, a government employee or pensioner in the family, electricity consumption above 300 units a month, an income tax payer in the household, or a caste certificate that does not show Kapu, Balija, Telaga or Ontari.
What was the money meant to be used for?
YSR Kapu Nestham was framed as working capital for a small livelihood activity or for meeting family needs such as education and health, rather than as a pension. The state did not restrict how the credited amount was spent.
