What is the YSR Bima Scheme?

YSR Bima is the Andhra Pradesh government's insurance and relief scheme for the families of people who earn the household's main income. YSR Bima is administered by the Labour Department, with the field work handled by the Society for Elimination of Rural Poverty (SERP) and the state's Grama and Ward Sachivalayam network.

According to the scheme portal at bima.ap.gov.in, the scheme in its present form was launched on 21 October 2020, after the central government withdrew from the earlier converged insurance arrangement in April 2020. Andhra Pradesh chose to carry the cost itself rather than let the cover lapse, and released about Rs 510 crore towards the first year's premium, covering roughly 1.41 crore rice card families.

The idea behind YSR Bima is narrow and clear. When the person who earns a poor household's income dies or is permanently disabled, the family loses its entire cash flow at once. YSR Bima puts a lump sum into the nominee's hands quickly so that the household is not pushed into distress borrowing.

Main features

  • No premium is paid by the family. The state government funds the scheme in full.
  • Cover attaches to the primary breadwinner of a BPL rice card household, one per household.
  • The eligible age band is 18 to 70 years.
  • Relief is paid to a registered nominee by Direct Benefit Transfer.
  • Enrolment, claim intimation and document collection all happen at the village or ward Sachivalayam, not at an insurance office.

Who is eligible for the YSR Bima Scheme?

You are covered if:

  • Your household holds a rice card (white ration card) issued in Andhra Pradesh, which is the state's operational marker of a BPL family.
  • You are the primary breadwinner of that household, meaning the member whose earnings the family mainly depends on.
  • You are aged between 18 and 70 years.
  • You are an unorganised sector worker, farmer, agricultural labourer, tenant cultivator, artisan or small self-employed person, that is, someone outside formal employer-provided cover.
  • Your household details are recorded in the state's Sachivalayam database with a nominee named against your entry.

You are not eligible if:

  • Your household does not hold a rice card, or was excluded from the rice card list on income, land, vehicle or government-service grounds.
  • The breadwinner is below 18 or above 70 years of age on the date of the event.
  • The household is above the BPL threshold the state applies for rice cards. Andhra Pradesh's rice card rules exclude income tax paying households, households with a government employee, and households owning a four-wheeler, and those exclusions carry into YSR Bima because the rice card is the gateway.
  • A second member of the same household is being claimed for. One breadwinner is enrolled per household.

Note that enrolment is not something you buy. If your household holds a rice card and your details are correctly entered at the Sachivalayam, the cover exists without any action from you. The failure mode is a missing or wrong entry, not a missed payment.

How much does YSR Bima pay?

The scheme portal sets the relief out by age band and by type of event.

Event Age 18-50 Age 51-70
Accidental death Up to Rs 5,00,000 Up to Rs 3,00,000
Total permanent disability Up to Rs 5,00,000 Up to Rs 3,00,000
Partial permanent disability Lower slab, based on assessed disability Lower slab, based on assessed disability
Natural death Relief as notified by the state for this band Not covered in this band

Two points are worth being precise about. First, the accidental death and total disability amount of Rs 5,00,000 applies only to the 18-50 age band; the 51-70 band is covered at Rs 3,00,000. Second, natural death relief and accidental death relief are different heads with different amounts, and the state has revised the natural death figure more than once since 2020 to confirm the current natural death amount at your Sachivalayam before relying on a number you read elsewhere.

Relief is credited directly to the nominee's bank account. Andhra Pradesh has publicised a target of settling natural death relief within a short window of the claim being raised, and the Sachivalayam route exists precisely to compress that timeline.

What documents are required for YSR Bima?

Document Mandatory Notes
Rice card Yes Proof that the household is BPL
Aadhaar of the breadwinner Yes Identifies the insured member
Aadhaar of the nominee Yes The relief is paid to the nominee
Death certificate Yes at claim stage From the municipality or panchayat
FIR and post-mortem report Only for accident claims Establishes accidental cause
Disability certificate Only for disability claims From the district medical authority
Nominee's bank passbook Yes For the DBT credit

How to apply for YSR Bima and how to claim

  1. Confirm your household is enrolled. Visit your Grama or Ward Sachivalayam with your rice card and Aadhaar, and ask the Welfare and Education Assistant to show your household's YSR Bima entry.
  2. Get the primary breadwinner tagged correctly. If the wrong member is marked as breadwinner, or nobody is, have the entry corrected. This is the single most consequential step, because the cover follows the tagged member.
  3. Register a nominee. Give the nominee's name, relationship, Aadhaar number and bank account details. Without a valid nominee on record, a claim later stalls.
  4. When a death or disability occurs, intimate the Sachivalayam immediately. Do not wait for the certificates. Early intimation starts the file.
  5. Submit the claim documents, death certificate, deceased person's Aadhaar and rice card, nominee's Aadhaar and bank passbook, plus FIR and post-mortem report for an accident or a disability certificate for a disability claim.
  6. Track the claim through the Sachivalayam or on bima.ap.gov.in, which carries scheme information and a grievance route.
  7. Receive the relief by DBT into the nominee's account.

There is no online self-registration form for YSR Bima. Enrolment is a database entry made by the state from the rice card and Sachivalayam records, so all practical action happens at the village or ward office.

Why YSR Bima claims get rejected

  • No rice card, or the household was removed from the rice card list.
  • Age outside 18-70 on the date of death or disability.
  • Wrong member tagged as primary breadwinner, so the person who died was not the insured member.
  • No nominee recorded, or nominee's Aadhaar and bank details do not match.
  • Accidental cause not established — an accident claim filed without an FIR or post-mortem report is usually reassessed as a natural death claim at the lower amount.
  • Late intimation, which makes verification harder and slows settlement even where it does not defeat the claim.
  • Duplicate claim for a second member of the same household.

Most of these are fixable before anything happens, and that is the point worth acting on. A household that checks its YSR Bima entry once; breadwinner tagged, age recorded, nominee named with a live bank account; removes the majority of the reasons claims fail.

How to raise a grievance

  • Grama and Ward Sachivalayam helpline: 1902, the state's general welfare grievance number.
  • Assistant Labour Officer of your mandal, the registering authority for unorganised worker enrolment under the scheme.
  • Grievance section on bima.ap.gov.in, for written complaints against a rejected or delayed claim.
  • District Collector's grievance day (PGRS) for escalation where a claim has been pending unreasonably long.

YSR Bima costs the family nothing at any stage. No premium is due, no enrolment fee exists, and no agent can charge you to add a name or process a claim.

Frequently asked questions

How much does YSR Bima pay?

YSR Bima pays up to Rs 5,00,000 for accidental death or total permanent disability where the breadwinner was aged 18 to 50, and up to Rs 3,00,000 for the same events where the breadwinner was aged 51 to 70. Natural death relief applies in the 18-50 band as notified by the state.

Does the family have to pay a premium for YSR Bima?

No premium is payable by the beneficiary family. The Government of Andhra Pradesh bears the entire cost of the scheme from the state budget, which is why YSR Bima is described as a fully state-funded relief scheme rather than a contributory insurance product.

Who is the beneficiary under YSR Bima?

The beneficiary is the primary breadwinner of a BPL rice card household in Andhra Pradesh, aged between 18 and 70 years. One breadwinner is enrolled per household, and the relief on death or disability is paid to the registered nominee.

Who cannot get YSR Bima?

Households without a rice card, families above the BPL line, and people outside the 18 to 70 age band are not eligible. Government employees and households identified as income tax payers or as owning a four-wheeler are also outside the BPL rice card definition the scheme relies on.

How do I claim YSR Bima after a death in the family?

Report the death at your Grama or Ward Sachivalayam immediately and hand over the death certificate, the deceased person's Aadhaar and rice card, and the nominee's Aadhaar and bank passbook. The Welfare and Education Assistant raises the claim in the system for verification.

Is YSR Bima the same as Chandranna Bima?

YSR Bima is the scheme created in 2020 as a fully state-funded replacement for the earlier converged insurance arrangement, and it has been referred to in later state communication under the Chandranna Bima name after the 2024 change of government. The delivery route through the Sachivalayam is unchanged.

Does YSR Bima cover partial disability?

Partial permanent disability is covered under the scheme's disability component, at a lower amount than total disability. The claim requires a disability certificate from the competent district medical authority stating the assessed degree of disability.
