Shops & Establishments Registration in Andhra Pradesh
Andhra Pradesh state government scheme
Shops & Establishments Registration in Andhra Pradesh is granted by the Labour Department under the A.P. Shops and Establishments Act 1988, through the department's Integrated Registration and Licensing service delivered on labour.ap.gov.in and Meeseva. Employers file Form-I under Rule 3, pay the prescribed fee slab online, and hold a certificate valid for one year that the state now auto-renews on self-certification.
Shops & Establishments Registration in Andhra Pradesh is the certificate that every shop, commercial establishment, hotel, restaurant and café in the state takes from the Labour Department, Government of Andhra Pradesh, under the A.P. Shops and Establishments Act 1988. The application is Form-I under Section 3(1) and Rule 3 of the A.P. Shops and Establishments Rules 1990, and the Certificate of Registration is issued under sub-rule (3) of the same Rule.
Andhra Pradesh delivers the service as part of what the department calls Integrated Registration and Licensing of Establishments, a single flow covering shops and establishments, contractors and principal employers, motor transport undertakings, and beedi and cigar establishments. AP district administrations describe this as being delivered through Meeseva services, with the Labour Department's own portal at labour.ap.gov.in.
What does the A.P. Shops and Establishments Act 1988 cover?
The Act regulates the conditions of work of people employed in shops and commercial establishments in Andhra Pradesh, hours of work, opening and closing times, weekly holidays, intervals for rest, leave, overtime, wage payment, and the employment of women and young persons. Registration is what brings an establishment onto the Labour Department's register and makes those obligations enforceable against a named employer at a named address.
The certificate itself is the practical output. Banks ask for it when a proprietorship opens a current account, municipal authorities ask for it alongside a trade licence, and Assistant Labour Officers check it on inspection.
Who has to register in Andhra Pradesh?
Registration is required of employers running:
- Shops; retail and wholesale, of any size.
- Commercial establishments; offices, trading firms, service businesses, godowns and storerooms attached to a business.
- Hotels, restaurants, catering establishments, lodging houses and cafés. Form-I treats this as a distinct category with its own tick-box.
- Theatres and other places of public amusement or entertainment.
Form-I also asks you to classify your constitution as a proprietary firm, partnership firm, private limited company or public limited company, and the supporting documents you need follow from that choice.
Who cannot apply under this Act: an establishment registered as a factory under the Factories Act 1948 is licensed by the Factories wing of the department and does not register under the Shops and Establishments Act. Establishments of the Central or State Government and classes of establishment exempted by notification under the 1988 Act are outside the requirement. A business located outside Andhra Pradesh is not eligible, note in particular that Telangana runs its own separate Shops and Establishments Rules 1990 and its own portal after the 2014 bifurcation, so a Hyderabad establishment does not register with the AP Labour Department.
How to apply for shops and establishments registration in Andhra Pradesh
- Get your Form-I details together. Decide the type of firm (proprietary, partnership, private limited or public limited) and the category (shop, commercial establishment, or hotel / restaurant / catering / lodging / café), and note the establishment name, full address, date of commencement, the employer's and manager's names, and the number of persons employed.
- Open the A.P. Labour Department portal at labour.ap.gov.in and create an employer login, or take the same service to a Meeseva centre, which is the route AP district administrations publish for integrated registration and licensing of establishments.
- Fill Form-I online. The headcount you enter is the field that determines your fee slab, so enter the true number of persons employed rather than a convenient one.
- Upload the supporting documents, the rental or lease agreement or ownership proof for the premises, the identity proof of the employer, and the partnership deed or incorporation papers where the establishment is a firm or a company.
- Pay the prescribed fee online. The A.P. Shops and Establishments Rules 1990 require the fees to be remitted into the Government Treasury or a designated bank under the head of account "0230 Labour and Employment (101) Receipts under Labour Laws". The Rules also state that fees once remitted are not refunded under any circumstance, so check the form before you pay.
- Submit and note the application number. The application goes to the jurisdictional Assistant Labour Officer or Assistant Commissioner of Labour for scrutiny.
- Download the Certificate of Registration from your login once approved. The certificate is issued under sub-rule (3) of Rule 3 and must be displayed at the establishment.
What does registration cost in Andhra Pradesh?
Andhra Pradesh charges a slab fee based on the number of persons employed, prescribed under the A.P. Shops and Establishments Rules 1990. The portal calculates the amount for you once you enter your headcount, and the payment is remitted to the government under head of account 0230.
The slabs have been revised by amendment — the Labour, Factories, Boilers and Insurance Medical Services Department, Government of Andhra Pradesh, issued amendments to the A.P. Shops and Establishments Rules 1990 on 18 February 2025, so the amount the portal computes on the day you apply is the amount to pay. Do not rely on a figure from a third-party website or from an agent.
Pay only the amount the portal calculates, plus the notified Meeseva service charge if you apply through a Meeseva centre. Ask the Meeseva operator for a receipt that shows the government fee and the Meeseva charge as separate lines. Consultants and "shop licence agents" in Vijayawada, Visakhapatnam and Guntur routinely quote a single bundled amount several times the government fee; the Assistant Commissioner of Labour for your division, whose number your district website publishes, will tell you the correct fee for free.
How long is the registration valid, and how does renewal work?
The validity of a registration certificate or licence under the A.P. Shops and Establishments Rules is one year. Andhra Pradesh has moved this to an auto-renewal model: through an amendment to the Rules, the Labour Department introduced auto-renewal of registration through employer self-certification together with payment of the prescribed fee online, rather than exempting renewal altogether. In practice that means the employer self-certifies that the particulars remain correct, pays the annual fee online, and the certificate renews without a fresh scrutiny cycle.
Two obligations survive auto-renewal. First, any change in the registered particulars: address, employer, manager, nature of business or headcount: has to be notified to the department, and a headcount crossing into a higher slab changes what you owe. Second, closure of the establishment has to be intimated so the register is cleared.
How do I check my application status?
Track the application from your login on labour.ap.gov.in using the application number generated at submission. If you filed through Meeseva, the Meeseva acknowledgement number tracks the same application.
If nothing moves, the jurisdictional officers are the escalation. AP district websites publish them with direct numbers: Krishna district lists the Assistant Commissioner of Labour, Machilipatnam on 9492555104 with email aclmtm12@gmail.com; Sri Potti Sriramulu Nellore district lists its Deputy Commissioner of Labour on 9492555114 and Assistant Commissioners of Labour for Nellore and Gudur on 9492555115 and 9492555116. Every AP district website carries the same Labour Department page with its own circle-wise Assistant Labour Officer numbers.
Why do Andhra Pradesh applications get rejected?
- Address mismatch between the rental or lease agreement and the address entered in Form-I. This is the single commonest defect.
- Wrong constitution ticked in Form-I, filing as a proprietary firm while uploading a partnership deed, or the reverse.
- Understated headcount, which produces an underpaid fee. Since fees are not refundable, correcting this after payment costs you the difference and the delay.
- Missing incorporation documents for a private or public limited company.
- An expired lease offered as premises proof.
- Not applying at all in the first weeks of operation. Registration under the Act is meant to be taken when the establishment commences work, and a late application is what most inspection notices are built on.
Where do I complain or get help?
Start with the Assistant Commissioner of Labour for your division and then the Deputy Commissioner of Labour for the district: both are listed with mobile numbers and email addresses on your district's official ap.gov.in website under the Labour Department page. The Labour Department's state portal is labour.ap.gov.in; related departmental sites include the A.P. Building and Other Construction Workers Welfare Board at apbocwwb.ap.nic.in and the A.P. Labour Welfare Board at aplabourwelfareboard.ap.gov.in. Meeseva grievances go through the Meeseva helpdesk quoting the transaction number on your receipt.

Frequently asked questions
Which law governs shop registration in Andhra Pradesh?
The A.P. Shops and Establishments Act 1988, read with the A.P. Shops and Establishments Rules 1990. Registration is applied for in Form-I under Section 3(1) and Rule 3, and the Certificate of Registration is issued under sub-rule (3) of Rule 3.
Where do I apply for shop and establishment registration in Andhra Pradesh?
Through the Labour Department, Government of Andhra Pradesh. AP district administrations describe the service as "Integrated Registration and Licensing of Establishments such as Contractors and Principal Employers, Shops and Establishments, Motor Transport Undertakings, Beedi and Cigar Establishments through Meeseva services", with the department's own portal at labour.ap.gov.in.
How long is an Andhra Pradesh shop registration valid?
One year. The validity of the registration certificate or licence under the A.P. Shops and Establishments Rules is one year, after which it is renewed. Andhra Pradesh has introduced auto-renewal of registration through employer self-certification with the prescribed fee paid online, so the certificate renews without a fresh scrutiny cycle as long as the annual fee is paid.
How much does shop registration cost in Andhra Pradesh?
The fee is a slab based on the number of persons employed, prescribed under the A.P. Shops and Establishments Rules 1990 and calculated for you by the portal when you enter your headcount. Because the slabs have been revised by amendment — the Labour, Factories, Boilers and Insurance Medical Services Department issued amendments to the 1990 Rules on 18 February 2025 — take the amount the portal computes at the time you apply rather than a figure quoted anywhere else.
Is the fee refundable if my application is rejected?
No. The A.P. Shops and Establishments Rules 1990 state that fees once remitted shall under no circumstances be refunded. This is why declaring the correct headcount and premises details before paying matters.
What is Form-I in Andhra Pradesh shop registration?
Form-I is the "Application for Registration of Establishment" prescribed under Section 3(1) and Rule 3 of the A.P. Shops and Establishments Rules 1990. It records the type of firm, the category of establishment, the address, the employer's details, the date of commencement and the number of persons employed.
Whom do I contact in my district about shop registration?
The Assistant Commissioner of Labour for your division and the Deputy Commissioner of Labour for the district. AP district websites publish these officers with direct mobile numbers and email addresses — for example Krishna district lists the Assistant Commissioner of Labour, Machilipatnam on 9492555104, and Nellore district lists its Deputy Commissioner of Labour on 9492555114.
Can I use a Meeseva centre instead of applying online myself?
Yes. Andhra Pradesh delivers shops and establishments registration through Meeseva as well as the departmental portal, and a Meeseva operator will charge only the notified Meeseva service charge on top of the government fee. Ask for the receipt showing both amounts separately.
