Property Registration (Sale Deed) in Andhra Pradesh
Andhra Pradesh state government scheme
Property registration in Andhra Pradesh is done through the Registration and Stamps Department portal at registration.ap.gov.in, where the buyer completes Public Data Entry, checks the market value, pays the charges and books a Sub-Registrar slot. Andhra Pradesh levies 5 per cent stamp duty, 1.5 per cent transfer duty and 1 per cent registration fee on a sale deed.
What is property registration in Andhra Pradesh?
Property registration in Andhra Pradesh is the recording of a sale deed, gift deed, partition deed or settlement in the register of a Sub-Registrar under the Registration Act, 1908, administered by the Registration and Stamps Department headed by the Commissioner and Inspector General of Registration and Stamps.
Registration is the point at which ownership actually moves. An agreement of sale, a possession letter and a payment record together show that money changed hands; only the registered sale deed transfers title. In Andhra Pradesh this matters particularly for agricultural land, where a buyer who registers the deed but never completes mutation ends up with a title the revenue record does not reflect.
Andhra Pradesh runs the process through registration.ap.gov.in, which handles document registration, market value search, encumbrance certificates, certified copies and fee payment.
What is Public Data Entry and why does Andhra Pradesh insist on it?
Andhra Pradesh's distinguishing feature is Public Data Entry (PDE). Before you attend the Sub-Registrar office, you enter the transaction on registration.ap.gov.in yourself, the buyer's details, the seller's details, the property description, the consideration, and upload the digital copies of the sale deed, the identity proofs and the tax receipts. The system generates a PDE number.
The purpose is to move the typing out of the office. When you arrive at the Sub-Registrar counter, the officer pulls up your PDE record, checks it against the originals, captures biometrics and registers the document, instead of keying the whole deed in front of a queue. Two consequences follow for you:
- Errors you type into PDE become errors in the register. Check every survey number, extent, boundary and spelling before you submit.
- Arriving without PDE done means a longer wait and, at busy offices, a rescheduled slot.
Payment of stamp duty and fees is routed through the state's online payment system and the CFMS treasury platform, so the challan is generated and verified digitally.
Who can and cannot register a property in Andhra Pradesh?
You can register if:
- You are the buyer and seller of a house site, flat, house, shop, industrial plot or agricultural land anywhere in Andhra Pradesh.
- You are a donor and donee on a gift deed, or family members executing a partition or settlement deed.
- You are an NRI or OCI buying residential or commercial property, which FEMA permits.
- You are a company, firm, LLP, trust or society, acting through an authorised signatory with a board resolution or authority letter.
- You hold a registered power of attorney for a party who cannot attend, the usual route where a seller is abroad.
You cannot register if:
- You are a foreign national of non-Indian origin resident outside India buying immovable property without RBI approval, which FEMA does not permit.
- You are an NRI or foreign citizen buying agricultural land, plantation property or a farmhouse, which FEMA prohibits outright.
- The land is assigned land granted to a landless poor person and is still within the period during which the Andhra Pradesh Assigned Lands (Prohibition of Transfers) Act bars its sale. This is the most commonly ignored restriction in the state.
- The property is government land, poramboke, endowment or waqf land, or land under court injunction, attachment or acquisition.
- The land falls in a prohibited property list (Section 22-A) maintained by the department, which the Sub-Registrar checks before registration.
- The seller is not the recorded pattadar in the revenue record, or the chain of link documents is broken.
- Stamp duty is short-paid against the notified market value. The Sub-Registrar will not register a deed valued below the market value guidelines.
What are the stamp duty and registration charges in Andhra Pradesh?
Andhra Pradesh charges three separate levies on a sale deed, and the total is what surprises buyers who budgeted only for stamp duty:
| Charge | Rate on a sale deed |
|---|---|
| Stamp duty | 5 per cent |
| Transfer duty | 1.5 per cent |
| Registration fee | 1 per cent |
| Total | 7.5 per cent |
Transfer duty is the item people miss. It is collected on behalf of the local body. The municipal corporation, municipality or gram panchayat in whose limits the property lies: every time ownership changes hands, and it is charged in addition to stamp duty and the registration fee.
All three are calculated on the higher of the government market value and the sale consideration. The market value guidelines are published on registration.ap.gov.in and can be searched by district, mandal, village, survey number or ward before you draft the deed. A deed written below the market value is still charged at the market value, and short payment is the leading cause of a document being refused or impounded.
On a Rs 60 lakh flat, 7.5 per cent is Rs 4.5 lakh of statutory cost. Budget for it separately from the price and from the bank's processing charges.
How to register a property in Andhra Pradesh
- Run the encumbrance certificate search on registration.ap.gov.in for the property, for 13 years if a lender demands it and 30 years if your advocate does. Andhra Pradesh issues the EC in Form 15, or Form 16 where there is nothing on record for that period.
- Check the market value for the village, ward, survey number or LPM number on the portal's market value search, and for agricultural land pull the adangal and 1-B extract from meebhoomi.ap.gov.in.
- Confirm the property is not restricted. Check the prohibited property list under Section 22-A, and for rural land check whether it is assigned land.
- Get the sale deed drafted by an advocate or licensed document writer, with the exact survey or LPM number, extent, boundaries, consideration and mode of payment.
- Complete Public Data Entry on registration.ap.gov.in — buyer, seller and property details, and upload the scanned sale deed, Aadhaar, PAN and tax receipts. Note the PDE number.
- Pay the stamp duty, transfer duty and registration fee through the portal's payment route and the CFMS system, and save the challan.
- Book the Sub-Registrar slot for the office having jurisdiction over the property, and note the date and time.
- Attend the appointment in person. Buyer, seller and two witnesses appear with originals. Photographs and biometric fingerprints are captured, and the parties admit execution before the Sub-Registrar.
- Collect the registered document with its document number, book and year, and download the scanned copy from the portal.
- Apply for mutation. For agricultural land the pattadar name is changed through the Tahsildar on Webland and the change shows on Meebhoomi; the CCLA portal lists Mutations for Corrections at Rs 500. For a flat or house, apply to the municipality or corporation for the property tax record.
How do I check the status of an Andhra Pradesh registration?
- On the portal, look up the document by document number and year once registration is complete, and download the scanned copy.
- By running a fresh encumbrance certificate a few weeks later. Your own sale deed appearing as the latest entry in the Form 15 EC is the cleanest proof that the transaction is on record.
- Through your PDE number at the Sub-Registrar office, for a document still in process.
- For mutation, separately on Meebhoomi and Webland for land, or with the municipal body for built property. The CCLA portal at ccla.ap.gov.in carries the citizen services and their listed fees and timelines.
Why do Andhra Pradesh registrations get rejected or delayed?
- Value below the notified market value, which leads to refusal or a demand for differential duty.
- Assigned land sold in breach of the Prohibition of Transfers Act, an invalidity that surfaces years later and cannot be cured by registration.
- Property on the Section 22-A prohibited list, which the Sub-Registrar checks.
- Errors carried from PDE into the register. A wrong survey number, a wrong extent, a misspelt name, which then need a rectification deed.
- Encumbrance certificate showing a live mortgage the seller repaid but never had released.
- Seller not the recorded pattadar, or an earlier mutation never completed.
- Party or witness absent, or biometric verification failing.
- Resurvey mismatch, in villages that have been resurveyed, the land now carries an LPM number and quoting only the old survey number causes a mismatch.
- TDS not deducted where consideration is Rs 50 lakh or more.
How long is the deed valid, and what should it cost?
A registered sale deed in Andhra Pradesh has no expiry and needs no renewal. It is a permanent entry in the Sub-Registrar's register, and a certified copy can be obtained from the portal years later if the original is lost. The deadline that does exist is on presentation: the deed must ordinarily be presented within four months of execution, with later presentation needing the Registrar's condonation and a penalty.
Andhra Pradesh charges only the 5 per cent stamp duty, 1.5 per cent transfer duty and 1 per cent registration fee computed on the portal, paid by challan through the state's payment route against a receipt. The Public Data Entry, the market value search, the slot booking and the document download are free; the encumbrance certificate and certified copies cost only the notified portal fee.
Document writers and agents cluster around every Sub-Registrar office in the state, and many quote a package price to "complete the registration". An advocate charging a fair, receipted fee for the 30-year link document scrutiny, the EC reading and the assigned-land and 22-A checks is doing work that genuinely protects you in Andhra Pradesh. Paying cash for speed is different: there is no paid priority slot, and no officer can register a deed valued below the market value guidelines. Do the PDE yourself so you can see exactly what is being entered, never share your portal login or Aadhaar OTP, and never accept a challan you have not verified on registration.ap.gov.in.
Grievance and helpline route
- Portal: registration.ap.gov.in, for registration, EC, market value and payment issues.
- Sub-Registrar of the office where the document was presented, for anything about the document itself.
- District Registrar of the district, the first escalation for a refused or impounded document.
- Commissioner and Inspector General of Registration and Stamps, Andhra Pradesh, for state-level escalation.
- Tahsildar and the Revenue Divisional Officer for mutation and pattadar passbook problems, with the CCLA portal at ccla.ap.gov.in and Meebhoomi at meebhoomi.ap.gov.in as the record sources.
Carry the PDE number, the challan number or the document number and year to any of these. Without one of them, no office can trace the file.

Frequently asked questions
Which portal is used for property registration in Andhra Pradesh?
registration.ap.gov.in, the portal of the Registration and Stamps Department, Government of Andhra Pradesh, is the official route. It carries Public Data Entry for a new document, market value search, encumbrance certificate search, certified copies and the fee payment route through the state's CFMS system.
What are the total charges on a sale deed in Andhra Pradesh?
Andhra Pradesh levies three separate charges on a sale deed — 5 per cent stamp duty, 1.5 per cent transfer duty and 1 per cent registration fee, totalling 7.5 per cent of the value. All three are calculated on the higher of the market value and the sale consideration.
What is transfer duty and who gets it?
Transfer duty in Andhra Pradesh is a 1.5 per cent levy collected on behalf of the local body — the municipal corporation, municipality or gram panchayat — whenever ownership of property changes hands. It is charged in addition to stamp duty and the registration fee, and it is the reason AP's total cost is higher than the headline stamp duty rate suggests.
What is Public Data Entry and is it compulsory?
Public Data Entry, or PDE, is the online entry of the buyer, seller and property details on registration.ap.gov.in before you go to the Sub-Registrar office. Andhra Pradesh built it so that the counter work is reduced to verification, biometrics and admission of execution, and the PDE number is what the office works from.
What is an encumbrance certificate in Andhra Pradesh?
An encumbrance certificate in Andhra Pradesh is issued in Form 15, listing every transaction registered against a property in the period you specify, or in Form 16 where there is nothing on record for that period. It is obtained from registration.ap.gov.in and is the standard title check before any purchase in the state.
Does registration transfer the land record into my name?
No, mutation is separate. After registration you apply for mutation so that the pattadar name in Webland changes and the record shows on meebhoomi.ap.gov.in, and the CCLA portal lists Mutations for Corrections as a citizen service at Rs 500.
Can an Andhra Pradesh sale deed be registered fully online?
No, Public Data Entry, market value check, fee payment and slot booking are online, but the parties must appear before the Sub-Registrar for biometric capture and admission of execution. That in-person step has not been removed.
Is registration of a sale deed compulsory in Andhra Pradesh?
Yes, Section 17 of the Registration Act, 1908 makes registration compulsory for any instrument transferring an interest in immovable property worth Rs 100 or more. An unregistered agreement of sale does not transfer ownership of an Andhra Pradesh property, whatever possession the buyer has taken.
