What is Pedalandariki Illu?

Pedalandariki Illu, meaning "houses for all the poor" in Telugu, is the Andhra Pradesh government's mass housing programme, delivered by the Housing Department through the Andhra Pradesh State Housing Corporation Limited (APSHCL), a body set up on 5 July 1979 to provide financial and technical assistance to poor families building permanent pucca homes. Pedalandariki Illu is also referred to in older documents as the YSR Housing Scheme or YSR Awas Yojana.

Pedalandariki Illu works in two connected parts. First, a landless poor family is given a free house-site patta, a titled plot of roughly 1.5 cents in rural areas and about 1 cent in urban areas; carved out of government land or land purchased by the state. Second, the family receives staged construction assistance to build a pucca house on that plot, on a notified unit cost of around Rs 1,80,000 per house. The programme was launched in 2020 with an initial target of distributing 25 lakh house-site pattas.

The house site and the house are registered in the name of the woman of the household, which is one of the defining features of the programme.

Main features

  • Free house-site patta, registered in the woman's name.
  • Construction assistance of about Rs 1.80 lakh per unit, released in stages.
  • Payments made by DBT against geo-tagged construction milestones.
  • Implemented in convergence with the central Pradhan Mantri Awas Yojana, both Urban Beneficiary-Led Construction and Gramin, so state and central shares reach the same beneficiary through one application.
  • Applications, verification and grievances handled at the Grama or Ward Sachivalayam.

For 2025-26 the Andhra Pradesh government allocated around Rs 6,317 crore to housing, with a target of completing about 10 lakh homes between April 2025 and March 2026 under PMAY 1.0 and 2.0, and a longer target of 10 lakh homes by 2029.

Who is eligible for Pedalandariki Illu?

A family can be considered if:

  • The family is resident in Andhra Pradesh.
  • The family owns no house and no house site anywhere in the state.
  • The family has not already received a house under any state or central housing scheme.
  • The household income is within the notified ceiling: reported at below Rs 3,00,000 a year for urban applicants, with the state's standard rural and urban monthly income tests applied at the Sachivalayam.
  • The family holds a rice card and is present in the state's household database.
  • The woman of the household is willing and able to hold the title and an Aadhaar-seeded bank account.

A family cannot apply, or will be found not eligible, if:

  • The family already owns a house or a house site in Andhra Pradesh, however small.
  • The family has already availed a housing benefit from a state or central scheme.
  • Any member is an income tax payer, a government employee or a government pensioner, subject to the exemptions the state notifies for sanitation and Anganwadi workers.
  • The household income exceeds the ceiling, or it fails the state's asset tests on four-wheeler ownership, land holding, electricity consumption above 300 units a month or municipal property of 1,000 sq ft or more.
  • The family is not resident in Andhra Pradesh.

An important practical point: eligibility for a house-site patta and eligibility for construction assistance are assessed at different times. A family may hold a patta from an earlier phase and only later be sanctioned a house, so a patta by itself does not guarantee that construction money has been released.

How to apply for Pedalandariki Illu

  1. Visit your Grama or Ward Sachivalayam with the Aadhaar cards of all family members, the rice card, an income certificate and the bank passbook of the woman of the household.
  2. Ask the Welfare and Education Assistant to file a housing application in the name of the woman of the household, and state clearly whether you need a house site, construction assistance, or both. There is no fee.
  3. Collect the acknowledgement carrying the application number.
  4. Complete field verification. The village or ward volunteer and the Sachivalayam staff verify residence, the declaration that you own no house or house site, and the household's income and asset position.
  5. Check the draft beneficiary list when it is published for claims and objections at the Sachivalayam, and file an objection immediately if your name is missing or another person's entry is wrong.
  6. Receive the patta and the sanction proceedings once the final list is approved, and note the layout and plot number allotted to you.
  7. Begin construction and claim instalments in stages. Each milestone, typically basement, roof level and completion — is geo-tagged and verified by the APSHCL engineer before the next DBT instalment is released.

How to check Pedalandariki Illu status

  1. Open the Andhra Pradesh housing portal at housing.ap.gov.in and use the beneficiary search, entering your Aadhaar number.
  2. Ask the Digital Assistant at your Grama or Ward Sachivalayam to open the housing record against your application number, which shows the sanction stage and the instalments released.
  3. Contact the APSHCL Mandal or Municipal engineer for the construction stage and the geo-tagging position, which is what actually controls the next payment.
  4. Call the housing helpline 1902 if the portal and the Sachivalayam give contradictory answers.

Why do Pedalandariki Illu applications get rejected or stall?

  • Family already owns a house or house site, discovered at verification. This is the commonest ground for rejection.
  • Housing benefit already availed under an earlier state or central scheme, detected through the central PMAY database.
  • Income or asset test failed at the household level.
  • Bank account not Aadhaar-seeded or not NPCI-mapped, so an approved instalment cannot be credited.
  • Milestone not geo-tagged, which stops the next instalment even though the sanction is valid. This is the reason behind most "money stopped" complaints.
  • Layout or land dispute at the allotted site, which holds up possession rather than the sanction.
  • Name mismatch between Aadhaar, the rice card and the patta.

Where construction has stopped, check first whether the last completed stage has been geo-tagged and verified, before assuming the sanction has lapsed. Where possession of the plot is the problem, the issue sits with the Revenue and Housing departments at the mandal, not with the bank.

Help and grievance redressal

  • Housing helpline: 1902

Frequently asked questions

What does Pedalandariki Illu actually give a family?

Pedalandariki Illu gives two things — a free house-site patta and financial assistance to build a pucca house on it. Rural pattas are about 1.5 cents and urban pattas about 1 cent, and the construction unit cost has been notified at around Rs 1,80,000 per house, released in stages as construction progresses.

Is the house-site patta free?

Yes. The house-site patta is issued free of cost, and it is registered in the name of the woman of the household. No payment is due to any official or volunteer for the patta or for the sanction of a house.

In whose name is the house registered?

The house site and the house are registered in the name of the woman of the household. This is a deliberate design feature of the Andhra Pradesh housing programme, intended to give women a titled asset, and it also determines whose bank account receives the construction instalments.

How is the construction money paid?

The assistance is released in stages against verified construction milestones — typically basement, roof level and completion — by Direct Benefit Transfer into the beneficiary's Aadhaar-seeded account. Money is not paid as a lump sum before construction begins.

Who cannot get a house under Pedalandariki Illu?

A family that already owns a house or a house site anywhere in Andhra Pradesh is not eligible, nor is a family that has already taken a house under any state or central housing scheme. Income tax payers, government employees and households above the income ceiling are also excluded.

How do I check my Pedalandariki Illu status?

Use the beneficiary search on the Andhra Pradesh housing portal with your Aadhaar number, or ask the Digital Assistant at your Grama or Ward Sachivalayam to open your record. The housing helpline 1902 can also confirm the stage your file has reached.

How does Pedalandariki Illu relate to PMAY?

Andhra Pradesh implements its housing programme alongside the central Pradhan Mantri Awas Yojana, and many Pedalandariki Illu houses are booked under PMAY Urban Beneficiary-Led Construction or PMAY Gramin, with the state adding its own share. For the beneficiary this is one application, not two.

What if construction has stalled after the first instalment?

Report it at the Grama or Ward Sachivalayam and to the APSHCL Mandal engineer, because the next instalment is released only after the previous milestone is geo-tagged and verified. Stalled cases are usually a verification or material-supply issue rather than a cancelled sanction.
