Senior Citizen ID Card in Andhra Pradesh
Andhra Pradesh state government scheme
The Senior Citizen Card in Andhra Pradesh is applied for at a Grama or Ward Sachivalayam through the AP Seva portal at apseva.ap.gov.in, or at a Meeseva centre, and is available to residents aged 60 and above. The application is filed by the Digital Assistant or Village or Ward Secretariat staff with your Aadhaar, date-of-birth proof, address proof and photograph, and the card is downloaded once approved.
What is the senior citizen card in Andhra Pradesh?
The Senior Citizen Card in Andhra Pradesh is the state's identity document for residents aged 60 years and above. It records the holder's name, age, address, photograph, blood group and emergency contact, and it is the paper Andhra Pradesh offices ask for when senior-citizen status has to be shown rather than argued.
Andhra Pradesh delivers it through a delivery system that is unusual in India. Instead of a district revenue counter, the state uses the Grama Volunteers / Ward Volunteers and Village / Ward Secretariats (GSWS) Department. A network of Grama Sachivalayams and Ward Sachivalayams placed within walking distance of most households, each staffed with a Digital Assistant who files citizen applications on the state system. The citizen-facing portal is AP Seva at apseva.ap.gov.in, which is where the older vswsonline.ap.gov.in address now redirects, and the GSWS back end runs at gsws-nbm.ap.gov.in. Meeseva centres are the parallel counter route and are where many applicants search for and download issued certificates.
For an elderly applicant this design matters practically: the Sachivalayam is close, the Digital Assistant does the typing and the scanning, and the Aadhaar authentication is completed at the counter by fingerprint or OTP. You do not need your own computer or a private agent to apply.
Who is eligible for the Andhra Pradesh senior citizen card?
You can apply if:
- You have completed 60 years of age, the senior-citizen threshold used in Andhra Pradesh and nationally under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
- You are a resident of Andhra Pradesh with an address falling under a Grama or Ward Sachivalayam.
- You hold an Aadhaar card, since the GSWS application flow is Aadhaar-based and the eKYC step runs on it.
- You can produce a documented date of birth. A birth certificate, SSC certificate, passport, PAN card or Pension Payment Order.
You cannot apply if:
- You are below 60. There is no advance issue and no provisional card.
- You are not resident in Andhra Pradesh. Residents of Telangana apply through Telangana's own Meeseva system, not through an Andhra Pradesh Sachivalayam, even though the two states share the Meeseva brand name.
- You have no Aadhaar and cannot complete the eKYC step at the counter.
- Your date-of-birth document contradicts your Aadhaar and you have no corrected record to reconcile them. Fix the Aadhaar date of birth first; the Sachivalayam also handles Aadhaar update services.
The senior citizen card is not the old-age pension. Andhra Pradesh's social security pension is a separate application at the same Sachivalayam, with its own income, land and household conditions. Holding the card does not start a pension, and drawing a pension does not remove the need for the card where an identity document is asked for.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Anchors the application and the eKYC step |
| Date-of-birth proof (birth certificate, SSC, passport, PAN, PPO) | Yes | Establishes that you are 60 or above |
| Andhra Pradesh address proof (ration card, electricity bill, tax receipt, voter ID) | Yes | Must fall under the Sachivalayam you apply at |
| Passport-size photograph | Yes | The card is a photo identity card |
| Emergency contact number and blood group | Yes | Printed on the card |
| Aadhaar-linked mobile number | If using OTP eKYC | Not needed if fingerprint authentication works |
Carry originals as well as photocopies. The Digital Assistant scans the originals at the counter and returns them to you the same visit.
How to apply for a senior citizen card in Andhra Pradesh
- Go to your Grama Sachivalayam or Ward Sachivalayam. The one that covers your residential address: or to a Meeseva centre. Carry your Aadhaar, the date-of-birth proof, the address proof and a photograph.
- Ask the Digital Assistant for the Senior Citizen Card service. The Sachivalayam staff open the service on the GSWS system and enter the application on your behalf.
- Give your details for the form: full name as on Aadhaar, date of birth, gender, complete address, mobile number, blood group, any major ailments, and the emergency contact person and number that should be printed on the card.
- Complete the Aadhaar eKYC at the counter, by fingerprint on the biometric device or by OTP to your Aadhaar-linked mobile number.
- Submit the supporting documents for scanning — the date-of-birth proof and the address proof, and check on screen that the date of birth typed in matches the document exactly.
- Collect the acknowledgement with the application number. Keep it safe; the application number is what tracks the file and what downloads the card.
- Follow up and collect or download the card once approved. Meeseva applicants can use the Meeseva certificate search on the AP Meeseva portal, which shows a download option in PDF once the certificate is ready.
- Check every printed field, name spelling, date of birth, address, blood group and emergency contact, before you accept the card. A correction at this stage is a re-print; a correction later is a fresh application.
How do I check the status of my application?
- At the Sachivalayam: return to the Digital Assistant who filed the application with your acknowledgement number. This is the fastest route and the one most Andhra Pradesh applicants use.
- On the portal: open apseva.ap.gov.in and use the application status tracker with the acknowledgement number.
- On Meeseva: if the application went through a Meeseva centre, use the certificate search on the AP Meeseva portal; a ready certificate shows a download option.
Keep the acknowledgement slip and a photograph of it on a family member's phone. Every one of these routes needs the number, and a lost slip is the commonest reason an applicant cannot get an update.
Does the card expire or need renewal?
No renewal cycle is published for the Andhra Pradesh senior citizen card. Age does not reverse, so the card is treated as a standing identity document rather than a periodically renewed one.
Go back to the Sachivalayam if:
- The card is lost or damaged, and you need a duplicate.
- Your address changes, since the card carries the address and a stale one weakens it as a residence document.
- A printed detail is wrong: particularly the blood group or the emergency contact, which exist on the card precisely for a moment when nobody can ask you.
Why do senior citizen card applications get rejected?
- Date-of-birth mismatch between Aadhaar, the date-of-birth proof and the form. This is the single largest cause of rejection in Aadhaar-anchored services.
- Aadhaar eKYC failure because fingerprints do not read and the Aadhaar-linked mobile number is out of date. Update the mobile number at the Sachivalayam's Aadhaar service first.
- Address outside the Sachivalayam's jurisdiction, so the application reaches a secretariat that cannot verify it.
- Age below 60 on the date of application.
- Unreadable scans of the SSC certificate or pension order.
What does it cost, and what should you refuse to pay?
No fee is published for this service on the AP Seva or GSWS portals. Ask the Sachivalayam or Meeseva counter what the notified charge is, pay only that amount, and insist on a printed receipt. Meeseva counters display a rate card; a charge that is not on the rate card is not a government charge.
The Sachivalayam model exists precisely so that citizens do not need a middleman. The Digital Assistant fills the form, scans the documents and files the application as part of the job, at no extra charge. Anybody offering to "get the senior citizen card done" for a few hundred rupees is charging for work the government already pays a Digital Assistant to do. Never share your Aadhaar OTP, your bank details or your original documents with an agent.
Grievance and helpline route
- Grama or Ward Sachivalayam where the application was filed. The first and usually the most effective stop
- Portal: apseva.ap.gov.in, for application status and service information
- Meeseva: ap.meeseva.gov.in, for certificate search and download where the application went through a Meeseva centre
- Mandal or Municipal level: the Mandal Parishad Development Officer or the Municipal Commissioner's office, above the Sachivalayam
- District level: the District Collector's office, for a grievance the mandal cannot settle
- National: Elderline 14567, the toll-free national helpline for senior citizens run under the Ministry of Social Justice and Empowerment
Carry your acknowledgement number to any of these. Without it, no office can find the application.

Frequently asked questions
Where do I apply for a senior citizen card in Andhra Pradesh?
Apply at your Grama Sachivalayam or Ward Sachivalayam, which files the application on the GSWS system, or at a Meeseva centre. The state's citizen services portal is AP Seva at apseva.ap.gov.in, which is where the older vswsonline.ap.gov.in address now redirects.
What is the age limit for the Andhra Pradesh senior citizen card?
Sixty years completed is the senior-citizen age used in Andhra Pradesh, in line with the national threshold under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. You must be 60 or above on the date of application.
What documents do I need?
Carry your Aadhaar card, a date-of-birth proof, an Andhra Pradesh address proof and a passport-size photograph, and be ready to give an emergency contact number and your blood group. The Digital Assistant at the Sachivalayam enters these into the application.
What does the Andhra Pradesh senior citizen card cost?
No fee is published for this service on the AP Seva or GSWS portals. Ask the Sachivalayam or Meeseva counter what the current charge is, pay only that, and take a printed receipt.
How long does it take to get the card?
No processing time is published for this service on the AP Seva or GSWS portals. Track the application with the acknowledgement number and follow up at the Sachivalayam that filed it.
Can I apply myself online without going to a Sachivalayam?
Andhra Pradesh routes most citizen services through the Grama and Ward Sachivalayam counters, where the Digital Assistant files the application and completes the Aadhaar eKYC. Going to the Sachivalayam is therefore the reliable route even where a portal login exists.
How do I check my application status or download the card?
Use the acknowledgement number on the AP Seva portal's status tracker, or ask the Sachivalayam that filed the application. Meeseva applications can be searched from the Meeseva portal's certificate search, which shows a download option once the certificate is ready.
Does the senior citizen card give a pension?
No, the senior citizen card is an identity document, not a pension sanction. Old-age pension in Andhra Pradesh is a separate application with its own income and eligibility conditions, filed at the same Sachivalayam.
