What is the Urjaveer Scheme?

Urjaveer Scheme is an energy-efficiency and livelihood programme of the Energy Department, Government of Andhra Pradesh, launched at Vijayawada on 7 December 2024 by the Union Minister for Power and Housing and Urban Affairs together with the Chief Minister of Andhra Pradesh. The scheme is implemented with Energy Efficiency Services Limited (EESL), a joint venture of public sector undertakings under the central Ministry of Power that has run India's large LED and appliance efficiency programmes.

Urjaveer works through people, not through a subsidy transfer. The scheme takes the private electrician, the person a household already calls when a fan stops or a wire burns, and trains him or her to also recommend, supply and service energy-efficient appliances. A trained electrician is called an Urjaveer, and earns a commission on what is sold and serviced. Reported earnings run from about Rs 2,500 to Rs 15,000 a month, on top of normal electrician income.

The scale is the notable part. The programme targets training around 1,12,000 private electricians across Andhra Pradesh. If even a fraction of them become active, the state gets a distribution network for efficient appliances that reaches every village without the government having to open a single shop.

Appliances covered (reported):

  • LED bulbs
  • LED tubelights
  • LED inverter lamps
  • BLDC ceiling fans
  • 5-star rated air conditioners
  • Induction stoves

Each of these replaces a much thirstier device. A BLDC ceiling fan draws roughly a third of the power of an ordinary induction fan, and a 5-star air conditioner is the single largest bill saver available to a household that already runs an AC. The state's stated aim is to cut household electricity demand while moving Andhra Pradesh towards being a green-energy state.

Important: Urjaveer is not a rooftop solar subsidy

Several third-party listings describe Urjaveer as a rooftop solar subsidy for domestic consumers. That description does not match the scheme as launched and reported. Urjaveer is an appliance energy-efficiency and electrician-training programme.

Rooftop solar subsidy for Andhra Pradesh households comes from the central PM Surya Ghar Muft Bijli Yojana, a separate scheme with a separate national portal, its own vendor empanelment and its own capacity-linked subsidy slabs for residential systems. A household wanting a rooftop solar plant and the central subsidy should apply under PM Surya Ghar, through an empanelled vendor and its own DISCOM, and should not wait for anything under Urjaveer.

Keeping the two apart matters, because applying in the wrong place is the most common way people lose months.

Who is eligible for the Urjaveer Scheme?

You can enrol as an Urjaveer if:

  • You are a practising private electrician, wireman or technician working in Andhra Pradesh.
  • You are a resident of Andhra Pradesh and can produce Aadhaar and address proof.
  • You have an electrician licence, an ITI or wireman certificate, or verifiable field experience, and can attend the training the Energy Department and EESL conduct.
  • You have a bank account for commission payments and a mobile number for the sales and service app.

You are not eligible / cannot apply if:

  • You are an ordinary domestic consumer looking for a cash benefit; households are not applicants under Urjaveer. They benefit only as buyers of the appliances an Urjaveer supplies.
  • You work outside Andhra Pradesh.
  • You are looking for a rooftop solar subsidy, that is PM Surya Ghar, a different scheme, and no Urjaveer enrolment gets you a solar subsidy.
  • You are not an electrician or technician by trade. Urjaveer is built on existing electrical skills, not on general self-employment.

How to enrol in the Urjaveer Scheme

  1. Contact your local DISCOM office, APEPDCL, APSPDCL or APCPDCL, depending on where you work, and ask for the current Urjaveer training schedule for your district. The Energy Department routes these drives through the distribution companies.
  2. Attend the EESL training conducted for your batch. The training covers the six appliance categories, correct installation and servicing, and how the sales and commission process works.
  3. Complete enrolment with your Aadhaar, address proof, electrician licence or ITI certificate, bank account details and mobile number.
  4. Start operating as an Urjaveer — promote the covered appliances to the households you already serve, book sales through the app or portal you are given, and complete installation and service calls.
  5. Track your commission in the app and confirm the credits reach your bank account.

The Government of Andhra Pradesh has not notified a standalone public application portal for Urjaveer enrolment. Enrolment happens through the department's and EESL's training drives. If a website asks you to pay a registration fee to become an Urjaveer, it is not a government site.

What does a household get out of Urjaveer?

A household does not receive money, a subsidy or a certificate under Urjaveer. What it gets is access, a trained, locally available person who supplies star-rated appliances and installs them correctly, instead of the household buying the cheapest unbranded fan or bulb available in the nearest shop.

The real benefit lands on the electricity bill. Replacing ordinary lighting with LED, and an old induction ceiling fan with a BLDC fan, cuts a typical household's fan and lighting consumption substantially, and the saving repeats every month for the life of the appliance. Households should still check the BEE star label on any appliance offered, and take a proper bill for it.

How do I check the status of my Urjaveer enrolment?

Urjaveer has no public self-service status page. The practical route is to follow up with the DISCOM office or the EESL training coordinator who conducted your batch, quoting your enrolment or training reference. Commission payments are visible in your bank passbook and in the app used to book sales.

Common problems and how to fix them

  • No training batch announced in your district. Ask the DISCOM's Assistant Engineer when the next batch is scheduled rather than approaching a private agent.
  • Commission not credited. Check that the bank account details recorded at enrolment match your active account, and raise it with the EESL coordinator for your district.
  • Appliance stock not available. Supply is handled by EESL through its own logistics; an Urjaveer cannot buy stock from the open market and claim scheme commission on it.
  • Being asked to pay for enrolment. Do not pay. Government training under the scheme is not a paid course for the electrician.

Key dates

  • 7 December 2024; Urjaveer Scheme launched at Vijayawada by the Union Power Minister with the Chief Minister of Andhra Pradesh.
  • Ongoing, training and enrolment continue through Energy Department and EESL drives towards the target of about 1,12,000 trained electricians. No closing date has been announced.

Where do I complain about the Urjaveer Scheme?

  • 1912. The electricity consumer helpline for Andhra Pradesh distribution companies, for appliance, billing and service complaints.
  • Spandana at spandana.ap.gov.in, or the toll-free number 1902, for a formal grievance with a tracking number.
  • Energy Department, Government of Andhra Pradesh at energy.ap.gov.in, for policy and programme-level questions.

A note on verification. Urjaveer is a recent and lightly documented programme. The launch date, the EESL partnership, the six appliance categories, the 1,12,000 electrician target and the Rs 2,500 to Rs 15,000 earnings range are drawn from the launch reporting and scheme listings cited in the sources. Andhra Pradesh has not published a detailed public scheme guideline or a citizen application portal for Urjaveer, so anything beyond the above, exact commission rates, district-wise targets, appliance prices, should be confirmed with your DISCOM office before you act on it. Nothing that could not be verified has been stated here as fact.
