What is YSR EBC Nestham?

YSR EBC Nestham is an Andhra Pradesh welfare scheme, approved by the state cabinet on 23 February 2021, that paid Rs 15,000 a year for three consecutive years; Rs 45,000 in total; to economically backward women aged 45 to 60 from forward-caste communities. EBC stands for Economically Backward Classes, the administrative label Andhra Pradesh uses for poor households that fall outside the Scheduled Caste, Scheduled Tribe, Backward Class and minority categories and therefore outside those welfare streams.

YSR EBC Nestham closed a real gap. A landless or near-landless woman from a Reddy, Kamma, Kshatriya, Arya Vysya or Velama household in coastal Andhra or Rayalaseema can be as poor as her Backward Class neighbour, but is excluded from every caste-linked welfare scheme. EBC Nestham applied the same age band, the same income and asset tests and the same amount used in the state's other "Nestham" transfers, and simply changed the caste condition.

The scheme was delivered through the Grama and Ward Sachivalayam system, with the various forward-caste welfare corporations: Brahmin, Kshatriya, Vysya, Reddy, Kamma and Velama: as the sponsoring bodies. Village and ward volunteers carried out the household identification, the Sachivalayam verified the household against the state's standard eligibility filter, and the District Collector's office cleared the final lists. Payment was made by Direct Benefit Transfer to the woman's own account.

Reported financials give the scale: an annual outlay of about Rs 603.5 crore and Rs 1,810.51 crore across three years. The first instalment of about Rs 589 crore reached 3,92,674 women in January 2022, and the second instalment of about Rs 659 crore reached around 4.3 lakh women in April 2023.

Since the state government formed in June 2024, no fresh YSR EBC Nestham instalment or new enrolment round has been announced. Readers should treat the scheme as closed to new applicants and verify their own position at the Grama or Ward Sachivalayam.

Who is eligible for YSR EBC Nestham?

A woman could be covered if:

  • She is a permanent resident of Andhra Pradesh.
  • She is aged 45 to 60 years on the qualifying date.
  • She belongs to a forward-caste community classified as economically backward; reported to include Reddy, Kamma, Kshatriya, Arya Vysya and Velama, and is not covered by the SC, ST, Backward Class or minority welfare schemes.
  • Her family's monthly income is below Rs 10,000 in rural areas or Rs 12,000 in urban areas.
  • Her family's landholding is within 3 acres of wet land (magani) or 10 acres of dry land (metta).
  • Her house in a municipal area is below 750 square feet.
  • She has a bank account in her own name, Aadhaar-seeded.

A woman is not eligible if:

  • She belongs to a Scheduled Caste, Scheduled Tribe, Backward Class or minority community. Those women were covered by YSR Cheyutha instead, and cannot apply here.
  • Her household includes a serving government employee or a government pensioner.
  • Her household includes an income tax payer.
  • Her household exceeds the land, house-size, income or electricity thresholds applied under the state's common eligibility filter.
  • Another woman in the same household has already been sanctioned the benefit. One household receives one benefit.

Andhra Pradesh applies a common set of income, land, vehicle, electricity, property and government-employment checks across its welfare schemes, locally called the six golden rules, and the same automated checks ran against departmental databases for EBC Nestham applications.

How much did YSR EBC Nestham pay, and when?

Instalment Amount Reported release
Year 1 Rs 15,000 January 2022 — about Rs 589 crore to 3,92,674 women
Year 2 Rs 15,000 April 2023 to about Rs 659 crore to around 4.3 lakh women
Year 3 Rs 15,000 Third annual instalment of the three-year design
Total Rs 45,000 Over three years

Each release went out on a single statewide date and was credited directly to the beneficiary's Aadhaar-seeded account. The state did not restrict how the money was spent, though the stated purpose was to support a small livelihood activity or to meet household education and health costs.

How to apply for YSR EBC Nestham

Identification under this scheme was largely survey-driven rather than form-driven, so the practical steps for a woman were these. The same counters still handle corrections and status queries for the enrolled cohort.

  1. Respond to the village or ward volunteer's household survey. Volunteers covering a cluster of roughly 50 households collected caste, income, land and family details, and this survey: not a public web form; was the main route into the beneficiary list.
  2. Visit your Grama or Ward Sachivalayam with Aadhaar, caste certificate, white ration card and bank passbook if the volunteer did not reach you, and ask the Welfare and Education Assistant to record your claim under EBC Nestham.
  3. Complete Aadhaar authentication with the OTP sent to the Aadhaar-linked mobile number. An Aadhaar carrying an outdated mobile number has to be updated first, at the Sachivalayam or a MeeSeva centre.
  4. Collect the acknowledgement and keep the application or claim number.
  5. Wait for field verification by the Sachivalayam staff and clearance through the mandal and the District Collector's office.
  6. Check the provisional eligible and ineligible lists displayed at the Sachivalayam, where the reason is printed against each ineligible name.
  7. File an objection during the display window if you were wrongly excluded. The Sachivalayam receives objections and re-verifies before the list is frozen.
  8. Receive the DBT credit in the Aadhaar-seeded account on the statewide release date.

How to check YSR EBC Nestham status

  1. Go to your Grama or Ward Sachivalayam with Aadhaar and your acknowledgement and ask the welfare assistant to check the record. This is the most reliable route and the only one that can also fix a problem.
  2. Read the eligible and ineligible lists displayed at the Sachivalayam after each verification round.
  3. Check the bank passbook of the Aadhaar-seeded account, since the credit often arrives with no SMS if the registered mobile number has changed.
  4. Ask the district office of the relevant welfare corporation for scheme-level clarification where the Sachivalayam cannot answer.

A dedicated public status portal was announced for this scheme but did not operate reliably, so the Sachivalayam route is the practical one.

Why YSR EBC Nestham applications were rejected

  • Caste certificate not on record, or a certificate showing a category covered by a different scheme.
  • Age outside 45 to 60 on the qualifying date, computed from Aadhaar.
  • Household income above the threshold, most often picked up from an income certificate or from the absence of a white ration card.
  • Land above 3 acres wet or 10 acres dry, or a municipal-area house above 750 square feet.
  • Government employee or pensioner in the family, or an income tax payer.
  • Duplicate household claim, where another woman on the same ration card had already been sanctioned.
  • Bank account not Aadhaar-seeded, in a different name, or dormant, so the DBT failed even after approval.

The last item is not a rejection at all but a payment failure, and it is fixed by seeding the account at the bank branch and informing the Sachivalayam.

Key dates

YSR EBC Nestham was approved on 23 February 2021 and structured as three annual instalments. The first was released in January 2022 and the second in April 2023, so the three-year design cycle for the original cohort ran to around 2024. Releases were made once a year on a statewide date rather than on a rolling basis, and there is no published open application window at present.

Help and grievance redressal

  • Grama / Ward Sachivalayam helpline: 1902
  • Your Grama or Ward Sachivalayam, for claims, corrections, objections and status
  • District office of the relevant welfare corporation: Brahmin, Kshatriya, Vysya, Reddy, Kamma or Velama, for scheme-specific questions
  • Mandal Parishad Development Officer or Municipal Commissioner for cases the Sachivalayam cannot resolve
  • Public Grievance Redressal System (PGRS), formerly Spandana, and the District Collector's grievance day for escalation

YSR EBC Nestham is free. No volunteer, agent or middleman may charge a fee to add a name to the list, and no official will ask a beneficiary for a bank OTP.

Frequently asked questions

How much does YSR EBC Nestham pay?

YSR EBC Nestham pays Rs 15,000 per year for three consecutive years, a total of Rs 45,000, credited by Direct Benefit Transfer to the woman's own bank account. It is an annual payment, not monthly.

Who does EBC Nestham cover?

Economically backward women aged 45 to 60 from forward-caste communities — reported as including Reddy, Kamma, Kshatriya, Arya Vysya and Velama — who are poor but fall outside the SC, ST, Backward Class and minority welfare schemes. EBC stands for Economically Backward Classes.

When was YSR EBC Nestham launched and what did it cost?

The Andhra Pradesh cabinet approved the scheme on 23 February 2021, with a reported outlay of about Rs 603.5 crore a year and Rs 1,810.51 crore over three years. The first instalment released in January 2022 paid about Rs 589 crore to 3,92,674 women.

What are the income and land limits?

Reported thresholds are a monthly family income below Rs 10,000 in rural areas and Rs 12,000 in urban areas, land within 3 acres of wet land or 10 acres of dry land, and a house below 750 square feet in a municipal area. Confirm the exact figures at your Sachivalayam.

Is YSR EBC Nestham still open?

No. The scheme was designed as three annual instalments from 2021-22 and no fresh instalment or new enrolment round has been announced since 2024. Women already enrolled should verify their position at the Grama or Ward Sachivalayam.

Can a woman receive both EBC Nestham and Cheyutha?

No. The two schemes cover mutually exclusive groups by design — Cheyutha for Scheduled Caste, Scheduled Tribe, Backward Class and minority women, EBC Nestham for economically backward forward-caste women — so no woman meets the caste condition for both.

Was there an online application portal for EBC Nestham?

A dedicated portal was announced but did not function reliably for public applications. In practice beneficiaries were identified through village and ward volunteer household surveys, verified by the Sachivalayam and the District Collector's office, and paid by DBT.
