What is the Upgradation of Merit scheme?

The Centrally Sponsored Scheme of Upgradation of Merit of Scheduled Caste Students is a programme of the Ministry of Social Justice and Empowerment. According to the Department of Social Justice and Empowerment, it provides free remedial and special coaching to Scheduled Caste students in classes 9 to 12, so that promising SC students can overcome learning gaps and compete in board and entrance examinations.

The idea behind the scheme is straightforward. Many first-generation SC learners attend schools with weak infrastructure and fall behind in exactly the years, classes 9 to 12 to when performance decides access to college and professional courses. The scheme funds extra coaching outside regular school hours to lift these students to a competitive standard.

This is delivered through schools and State education departments, with 100% central assistance. It is not a cash scholarship that a student applies for online; it is a coaching package arranged institutionally.

What the scheme provides

According to the Department, the package under the scheme typically covers:

• Special and remedial coaching in core subjects to strengthen weak areas.
• Boarding and lodging where students are coached away from home.
• A book grant for study material.
• Honorarium to the teachers who provide the coaching.

The whole approved package is met from central funds. The value to the student is the free, structured coaching rather than a lump-sum cash payment.

How it differs from a scholarship

The Upgradation of Merit scheme is often confused with the Pre-Matric and Post-Matric Scholarships for Scheduled Caste students, but it does a different job. A scholarship reimburses fees and gives a maintenance allowance to a student who is already enrolled. This scheme instead pays for extra teaching, the remedial and special coaching a student needs to actually clear the examination. A student can, in principle, benefit from a scholarship and this coaching support at the same time, because they address separate needs: one meets the cost of studying, the other raises the standard of learning.

Who is eligible for the scheme?

A student can benefit if:

• The student belongs to a Scheduled Caste (supported by a caste certificate).
• The student is studying in class 9, 10, 11 or 12 in a recognised school.
• The student is identified on academic merit for upgradation, per the selection done by the school or State department.

Who is not eligible:

• A student who is not a member of a Scheduled Caste cannot be covered under this particular scheme.
• Students outside the class 9 to 12 band are not covered.
• Where a State applies an income ceiling, students above it may be excluded — check your State's norms.

Because selection is institutional, a student cannot "self-enrol" simply by filling a central form; the school and State department decide who is taken up for coaching.

How to apply for the scheme

Because the scheme runs through schools and State departments, follow the institutional route.

1. Ask your school (class teacher, headmaster or the SC-welfare coordinator) whether it is covered under the Upgradation of Merit scheme and how students are selected.
2. Submit the student's caste certificate, current marksheet and school enrolment proof to the school or the State SC-welfare / education department.
3. The school / State department selects eligible SC students on merit and enrols them for the remedial and special coaching arranged under the scheme.
