What is the Central Sector Scholarship of Top Class Education for SC Students?

Central Sector Scholarship of Top Class Education for SC Students is a fully central-funded scholarship of the Ministry of Social Justice and Empowerment. According to the Department of Social Justice and Empowerment, the scheme exists to recognise and promote quality education among students belonging to Scheduled Castes by providing financial support for studies beyond the 12th class in institutions notified by the ministry.

The scheme is different from the Post Matric Scholarship for SC students in one important way: it applies only at notified top-class institutions, the national institutes, central universities and selected private institutions that the ministry empanels and publishes as an annexure to the scheme guidelines. A student in a non-notified college is not covered, however good the college is.

Who is eligible for the Top Class Education Scholarship?

You can apply if:

• You belong to a Scheduled Caste and hold a caste certificate from a competent authority.
• Your total annual family income from all sources does not exceed Rs 8 lakh.
• You have secured admission to a full-time prescribed course in an institution notified under the scheme, purely on the institution's own general admission criteria.
• You are not the third sibling from your family claiming this scholarship.
• You are pursuing the course as a regular full-time student and can produce an admission letter and fee receipt from the institution.

You cannot apply if:

• You do not belong to a Scheduled Caste, or cannot produce a valid caste certificate.
• Your annual family income exceeds Rs 8 lakh. Exceeding the limit in a later year also ends the renewal.
• Your institution is not on the notified list published by the Ministry of Social Justice and Empowerment.
• You are the third or later sibling in the family availing this scheme.
• You are already drawing another central government scholarship for the same course. Double benefit for the same course is not allowed.
• You are studying through distance, part-time or correspondence mode rather than a full-time prescribed course.
• You have failed to clear all subjects of the previous academic year, in which case renewal is refused even if you were eligible earlier.

How much benefit does the Top Class Education Scholarship provide?

The academic allowance is meant to cover living expenses, books and stationery, and the purchase of a computer or laptop of a reputed brand with accessories such as a UPS and a printer. That is why the first-year figure of Rs 86,000 is much higher than the Rs 41,000 paid in later years, the one-time equipment cost falls in year one.

Tuition is paid against the actual fee charged by the institution. In government notified institutions where the fee is low, the amount paid is correspondingly lower; the Rs 2 lakh annual ceiling is specific to private notified institutions.

What documents are required for the Top Class Education Scholarship?

How to apply for the Top Class Education Scholarship

1. Open the National Scholarship Portal at scholarships.gov.in and complete One Time Registration (OTR) using your Aadhaar number and Aadhaar-linked mobile number.
2. Note the OTR reference number and set your password when the registration is verified.
3. Log in and select Ministry of Social Justice and Empowerment, then choose the Central Sector Scholarship of Top Class Education for SC Students.
4. Fill the application form with your personal, academic, institution and bank account details. Confirm that your institution appears in the notified list.
5. Upload the scanned documents — caste certificate, income certificate, admission proof, fee receipt, mark sheet, bank passbook and the sibling affidavit.
6. Review the preview carefully. Once submitted, corrections are only possible if the institution sends the application back.
7. Submit the application and save the application ID.
8. Give the hard copies to your institution's nodal officer so that the institution can verify the application at Level 1 within the portal deadline.
9. Track the status on the portal. After institution verification and Level 2 verification by the ministry, the amount is released by Direct Benefit Transfer to your Aadhaar-seeded bank account.

What are the important dates?

According to the National Scholarship Portal, the portal opened for the academic year 2026-27 from 1 June 2026. Deadlines are announced separately for fresh and renewal applications every year, for the renewal cycle running on the portal in 2026-27, the student application deadline was 31 October 2026, institute verification 15 November 2026 and Level 2 verification 30 November 2026.

Check the notice board on scholarships.gov.in before applying, because these dates shift each year and a missed institute-verification deadline cannot be reopened by the student.

How to renew the Top Class Education Scholarship

1. Log in to scholarships.gov.in with your OTR credentials in the new academic year.
2. Select the renewal application for the same scheme.
3. Upload the previous year's result showing you cleared all subjects, and a fresh income certificate if required.
4. Confirm you are in the same course and same institution, then submit for institution verification.

Renewal fails most often for three reasons: a backlog subject, a change of institution, or family income rising above Rs 8 lakh.

Common reasons applications are rejected

• Institution not on the notified list, the single most common reason for rejection under this particular scheme.
• Income certificate above Rs 8 lakh or issued by an authority not accepted by the portal.
• Caste certificate in the wrong format or issued in another state without proper endorsement.
• Application not verified by the institution before the portal deadline.
• Bank account not Aadhaar-seeded, so the DBT credit fails.
• Third sibling from the same family applying, or a missing sibling affidavit.
• Duplicate benefit, already drawing another central scholarship for the same course.
