Top Class Education Scholarship for SC Students: Why Applications Get Rejected and How to Fix It

The Central Sector Scholarship of Top Class Education for SC Students has one rejection reason that dominates every other, and it is unique to this scheme: the institution is not on the notified list. Most National Scholarship Portal (NSP) scholarships are rejected on income or caste-certificate problems; this one adds a hard gate that a student in an otherwise excellent college can walk straight into. This article works through each failure and its fix.

Institution not on the notified list

This is the most common rejection under this specific scheme. The scholarship covers only institutions notified and empanelled by the Ministry of Social Justice and Empowerment, published as an annexure to the scheme guidelines on socialjustice.gov.in. A student at a non-notified college is not eligible however good the college is, and the admission itself must have been secured on the institution's own general criteria. The scholarship gives no admission preference. Fix: before applying, confirm your institution appears in the current notified annexure. If it does not, this scheme is closed to you; look at the Post Matric Scholarship for SC students instead.

Income certificate above Rs 8 lakh or from the wrong authority

Total annual family income from all sources must not exceed Rs 8 lakh, and the certificate must be from a competent authority the portal accepts. A certificate covering only the parents' salary, or one issued by an authority the portal does not recognise, gets the application marked defective. Fix: obtain a fresh family-income certificate from the competent revenue authority, covering all sources.

Caste certificate in the wrong format or state

A Scheduled Caste certificate must be in the prescribed format from a competent authority. A certificate issued in another state without proper endorsement is a frequent defect. Fix: use the prescribed central format; if you moved states, get the endorsement sorted before applying.

Application not verified by the institution in time

The application is verified in two levels — first by the institution's nodal officer (Level 1), then by the ministry (Level 2). If the institution does not verify before the portal deadline, the application lapses, and a student cannot reopen an institute-verification deadline. Fix: submit early, hand the hard copies to the nodal officer promptly, and track that Level 1 verification actually happens.

Bank account not Aadhaar-seeded

The academic allowance is paid by Direct Benefit Transfer (DBT). If the account is not Aadhaar-seeded, the credit fails even after sanction. Fix: seed your Aadhaar with the bank account and confirm on the PFMS side; the PFMS helpline (1800 118 111) handles payment and account failures.

Third sibling or missing sibling affidavit

A maximum of two siblings per family can avail the scheme, and every applicant must submit an affidavit certifying they are not the third sibling availing it. A missing affidavit or a third-sibling application is rejected. Fix: attach the sibling affidavit; if you are the third sibling, you are not eligible.

Duplicate benefit

A student already drawing another central government scholarship for the same course cannot hold this one too. Fix: do not apply for two central scholarships for the same course.

Renewal-specific failures

Renewal is not automatic and fails most often for three reasons: a backlog subject (you must clear all subjects of the previous year), a change of institution, or family income rising above Rs 8 lakh. Renew each year on the portal with the previous year's result and a fresh income certificate if required.

Once submitted, corrections are only possible if the institution sends the application back, so review the preview carefully before submitting. For help:
