Does this UT issue a senior citizen ID card?

The Union Territory of Dadra and Nagar Haveli and Daman and Diu does not publish a dedicated senior citizen identity card service on any of its official portals. That is the honest starting point, and it saves a senior citizen in Silvassa, Daman or Diu a wasted morning at a counter.

The UT's citizen-facing revenue portal is SUGAM, at sugam.dddgov.in, run by the Department of Revenue, UT Administration of Dadra and Nagar Haveli and Daman and Diu. SUGAM covers the Collector, Mamlatdar, EOCS and Civil Registrar cum Sub Registrar (CRSR) offices in all three districts. Its Mamlatdar service list, for both Daman and Diu, runs:

  • Income Certificate
  • Domicile Certificate
  • Caste Certificate
  • Heir Ship Certificate
  • OBC Certificate
  • NCL (OBC Renewal) Certificate
  • EWS Certificate

Plus land records services; Form No. I & XIV (Record of Rights), Form No. 3 (Abolition Record), Form No. 5, Form No. 9 (Mutation Entries), certified copies, online mutation and RoR downloads. No senior citizen certificate appears in that list, and the UT Administration's own Revenue Department services page on ddd.gov.in reproduces the same seven certificates without a senior citizen entry.

Nor does the UT's Social Welfare Department services page carry one. The two services it publishes are pre-matric and post-matric scholarships for SC, OBC, disability and minority students under the centrally sponsored scheme, and the adoption procedure through the Specialised Adoption Agency or SARA.

Who can use what, then?

A senior citizen in this UT can:

  • Use Aadhaar, the voter card, a passport, a school leaving certificate or a birth certificate as the age proof that banks, hospitals, railway counters and scheme applications actually ask for.
  • Apply to the Mamlatdar through SUGAM for the certificates that do exist: domicile, income, EWS, heir ship: each of which is often what a scheme is really asking for when it asks a senior citizen for "proof".
  • Register a birth with the Civil Registrar cum Sub Registrar or the District Panchayat, where no age document exists at all.
  • Call the senior citizen helpline 14567, published by the UT Administration in its helpline directory.

A senior citizen in this UT cannot:

  • Apply for a UT senior citizen identity card, because the administration does not issue one. Any card offered by an agent as a "Daman senior citizen card" or "Silvassa senior citizen card" is not a government document.
  • Expect the Social Welfare Department's online services to cover senior-citizen certification. Its published online services are scholarships and adoption.
  • Use another state's senior citizen card here as of right. Gujarat's Form No. 96.1 certificate is a Gujarat Revenue document, and this UT is a separate administration with its own Mamlatdars.

What documents does a senior citizen need in this UT?

Document Mandatory Notes
Date of birth proof Yes Birth certificate, school leaving certificate, passport, Aadhaar
Aadhaar card Yes SUGAM registration and counter identity
Ration card Yes Household and residence particulars at the Mamlatdar office
Residence proof Yes Electricity bill, voter card, municipal or panchayat tax bill
Passport-size photograph Yes For counter applications and SUGAM uploads
CRSR birth certificate If needed Where no age document exists at all

Keep clear scans of each. Because the UT has no single senior-citizen document, you will produce this same set repeatedly: at the bank, the hospital, the pension counter, and having them scanned once saves the running about.

How to apply for a Mamlatdar certificate on SUGAM

  1. Open sugam.dddgov.in and use Login / Registration to create a citizen account. One registration covers the Collector, Mamlatdar, EOCS and CRSR services for Daman, Diu and Dadra and Nagar Haveli.
  2. Choose your district and office: Mamlatdar Daman, Mamlatdar Diu or Mamlatdar DNH, from the departments menu.
  3. Select the certificate you actually need: domicile certificate for residence, income certificate for an income-tested scheme, EWS certificate, or heir ship certificate.
  4. Open the fees, procedure and checklist link shown against the service on SUGAM's other-services page before filling anything. That page publishes the timeline, the fee, the responsible authority and both appellate authorities for each service.
  5. Fill the application and upload the date of birth proof, Aadhaar, ration card, residence proof and photograph.
  6. Submit and keep the application reference. SUGAM records a 7-day timeline for the income, domicile and caste certificates, each delivered by the Mamlatdar.
  7. Collect or download the certificate, and verify it if needed — SUGAM has a "Certificate / Form Copy / Notice Copy Verification" page for exactly that.

How to apply in person

  1. Go to the Mamlatdar office for your district: Daman, Diu or Silvassa for Dadra and Nagar Haveli. The UT's Revenue Department is located at Daman, PIN 396220, telephone 2230698.
  2. Ask for the application form for the certificate you need and fill it with the same particulars you would enter online.
  3. Attach self-attested copies of the age proof, Aadhaar, ration card and residence proof, and carry the originals for verification at the counter.
  4. Take the acknowledgement with its reference number, and use the same number to track the file on SUGAM.

How do I check the status of my application?

  • On SUGAM, using the application reference from your acknowledgement. The portal also offers Mamlatdar Court Case Status, certificate and form copy verification, and a rural land tax payment verification page.
  • At the Mamlatdar office that received the application.
  • Through SUGAM's "Queries and Grievance Handling" and "Submit Your Ticket" support pages, which are the portal's own complaint routes.

What does it cost, and what should you refuse to pay?

SUGAM publishes a fees, procedure and checklist link against each Mamlatdar service, and that link, not an agent: is the authority on what a certificate costs. Pay exactly what the portal's payment screen or the counter receipt shows, and take the receipt.

The specific warning for this UT is different from most states. Because no senior citizen card exists here, anyone offering to obtain one is offering something the administration does not issue. Laminated "senior citizen cards" sold outside government offices in Daman, Diu or Silvassa have no legal standing and will not be honoured at a bank or hospital counter. Your Aadhaar and voter card do that job for free.

Never surrender an original ration card, Aadhaar or birth certificate to a middleman, and never share an Aadhaar OTP. No Mamlatdar, Deputy Collector or Collector in this UT needs your OTP to issue a certificate.

Why do applications get rejected in this UT?

  • Applying for a certificate that does not exist, which is what happens when someone asks a Mamlatdar counter for a "senior citizen certificate" here.
  • Date of birth mismatch between Aadhaar, the ration card and the age proof filed.
  • Residence proof in another person's name, for example a bill still in a deceased spouse's name.
  • Incomplete checklist, when the fees, procedure and checklist link published against the service was not read before filing.
  • Illegible uploads that the verifying officer cannot read.
  • Wrong district office selected on SUGAM, since Daman, Diu and Dadra and Nagar Haveli each have their own Mamlatdar.

Grievance and helpline route

  • Senior citizen helpline: 14567, published by the UT Administration in its helpline directory on ddd.gov.in.
  • Mamlatdar, the officer responsible for delivering the certificate services, as recorded on SUGAM.
  • Deputy Collector, the first appellate authority for grievance redressal on those services.
  • Collector, the second appellate authority.
  • Revenue Department, Daman, PIN 396220, telephone 2230698.
  • SUGAM support, through the portal's Queries and Grievance Handling page and its ticket submission link.
  • Centralised Public Grievance Redress and Monitoring System at pgportal.gov.in, which the UT Administration links from its grievance redressal page.

Take your SUGAM application reference to any of these. The appellate route only works if the office can identify the file you are appealing about.

Frequently asked questions

Does Dadra and Nagar Haveli and Daman and Diu issue a senior citizen ID card?

The UT does not publish a dedicated senior citizen identity card service on its official portals. SUGAM, the Revenue Department's citizen portal, lists the Mamlatdar's certificates — income, domicile, caste, heir ship, OBC, NCL and EWS — and none of them is a senior citizen card.

What is the UT's senior citizen helpline?

14567. The UT Administration publishes it as the senior citizen helpline for Dadra and Nagar Haveli and Daman and Diu in the helpline directory on ddd.gov.in.

Which portal handles Mamlatdar certificates in the UT?

SUGAM, at sugam.dddgov.in, run by the Department of Revenue of the UT Administration. It covers the Mamlatdar, Collector, EOCS and Civil Registrar cum Sub Registrar offices in Daman, Diu and Dadra and Nagar Haveli.

How long does a Mamlatdar certificate take in the UT?

Seven working days. SUGAM's other-services page records a 7-day timeline for the income certificate, the domicile certificate and the caste certificate, each delivered by the Mamlatdar.

Who hears a complaint if my certificate is delayed?

The Deputy Collector is the first appellate authority and the Collector is the second appellate authority for grievance redressal on the Mamlatdar's certificate services, as published on SUGAM.

What proves my age if the UT issues no senior citizen card?

Aadhaar, the voter card, a birth certificate from the Civil Registrar cum Sub Registrar, a school leaving certificate or a passport. Each carries a date of birth, and these are what banks, hospitals and transport counters in Daman, Diu and Silvassa actually accept.

Where do I register a birth or death in the UT?

With the Civil Registrar cum Sub Registrar (CRSR), whose services SUGAM lists, and through the District Panchayat, which handles registration of birth and registration of death for the UT.

What social welfare services does the UT run online?

Two are published on the UT's social welfare services page — pre-matric and post-matric scholarships for SC, OBC, disability and minority students under the centrally sponsored scheme, and the adoption procedure through the Specialised Adoption Agency or SARA.
