What is Saraswati Vidya Yojana?

Saraswati Vidya Yojana is an education scheme of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu, run by the Directorate of Education from Shiksha Sadan, near the Collectorate, Daman. The component described on this page is the scheme's scholarship arm: reimbursement of fees to girl students pursuing diploma, PG diploma, graduation and post-graduation professional courses. Locally the scheme is spoken of simply as SVY.

The purpose is to remove cost as a reason a girl in the UT stops studying after school. Rather than paying a flat stipend, Saraswati Vidya Yojana works as a reimbursement: the girl pays her college fees, produces the original receipt and the college's approved fee structure, and the UT Administration returns the compulsory non-refundable portion to her own Aadhaar-seeded bank account.

Saraswati Vidya Yojana is an umbrella name in the UT and has carried other components over the years, including free distribution of bicycles to girl students. This page covers the fee-reimbursement component, which is the one with a published application form, a dedicated portal at svy.ddd.gov.in, and an annual last date.

Who is eligible for Saraswati Vidya Yojana?

A girl student can claim reimbursement if:

  • She is a girl student. The form is headed "to be filled by Girl Students only" and the whole scheme is restricted to girls.
  • She is a domicile of Dadra and Nagar Haveli and Daman and Diu. The form has a specific domicile declaration, and the supporting proof is a 12-year Permanent Residence Certificate or Domicile of the parents issued by the Mamlatdar.
  • She has studied five continuous years in the UT, covering Classes VIII to XII, certified by the Principal or Head Master of the school or schools attended.
  • She is currently enrolled in a professional diploma, PG diploma, graduation or post-graduation course in a Government, Grant-in-Aid, Self-Finance or Autonomous institute, whose course is approved by a recognised national body such as UGC, AICTE, MCI, DCI, PCI, NCERT or NCTE.
  • She has actually paid the fees and holds the original receipts.
  • She holds a savings bank account in her own name, seeded with Aadhaar.

A student is not eligible, or cannot apply, if:

  • The applicant is not a girl student. There is no equivalent claim for boys under this component.
  • The applicant is not domiciled in the UT, or cannot produce the parents' 12-year permanent residence certificate or a guardian's certificate where the parents are not alive.
  • The applicant cannot show five continuous years of schooling in the UT up to the SSC or HSSC examination.
  • The applicant is already availing another scholarship for the same purpose. The form's instruction is unambiguous: apply for either reimbursement of fees under Saraswati Vidya Yojana or one of the centrally sponsored Post-Matric Scholarships, not both.
  • The claim would be for a third child of the same parents, since the parental undertaking is worded for the First Child or the Second Child only.
  • The fees claimed are refundable deposits rather than compulsory non-refundable academic fees.

How much does Saraswati Vidya Yojana pay?

Reimbursement is set by a single income test on the parental or husband's income:

Family income (parents or husband) Share of tuition and academic fees reimbursed
Below Rs 1,50,000 per year 100 percent
Above Rs 1,50,000 per year 50 percent

There is no separate flat stipend. What is reimbursed is the fee actually paid, head by head, as certified by the institution in the annexure attached to the application. The heads listed on the official annexure are:

  • Tuition fees
  • Examination fees
  • Games
  • Library
  • Medical
  • Identity card
  • Practical fees
  • Enrolment fee
  • Laboratory fee
  • Subject-wise extra fees, for example Home Science or Geography
  • Any other compulsory payable fee, itemised with amount

The institution fills the amount actually paid for Term I and Term II separately and totals them, and countersigns that the information the student gave in Part-A is correct. The college also certifies the course duration, the year of study, the minimum qualification for admission, the affiliating university or board, the AISHE code, the total attendance percentage, and that the approved fee structure and fee fixation letter are enclosed.

Because reimbursement is capped by what was actually paid and by the fee structure approved by the competent authority, a college charging above its approved structure will not get the excess reimbursed for its students.

How to apply for Saraswati Vidya Yojana

  1. Open the scheme portal at svy.ddd.gov.in during the application window notified for the academic year, and register or log in with your credentials. The portal has a dedicated application-request form and a password-reset route.
  2. Fill Part-A yourself. This covers your full name, father's, husband's and mother's names, date of birth as per the HSC leaving certificate, community, whether you are physically handicapped, marital status, full correspondence address, nationality, religion, domicile declaration, Aadhaar number, the particulars of every qualifying examination passed with marks and percentage, and the year-by-year record of Classes VIII to XII schooling in the UT.
  3. Fill the course and fee details. Name and full address of the college, type of institute, AISHE code, name and duration of the course, the length of the current academic year in months, the year or semester you are in, and each fee receipt with its number, date and amount. Declare whether you took Saraswati Vidya Yojana or a Post-Matric Scholarship in the previous year.
  4. Fill Part-B, your bank details exactly as they appear on the passbook, including branch and IFSC, and tick off the document checklist.
  5. Get Annexure-I completed by your college. The authorised person of the institute fills the head-wise fee table, certifies the details and affixes the institute seal, name, designation and file number.
  6. Sign the declaration and the parental undertaking. You declare that the information is correct and that you are not availing any other scholarship for this purpose, and your parent names whether the claim is for the first or second child.
  7. Submit with all enclosures to the District Education Office of your district before the notified last date, along with two photocopies of the Aadhaar-seeded bank passbook.

What is the last date for Saraswati Vidya Yojana?

The Directorate of Education fixes a last date for each academic year and publishes it on the scheme portal. For AY 2026-27 the portal listed 15 July 2026. Deadlines have repeatedly been extended by public notice — the Education Department issued an extension notice for the fee-reimbursement window in November 2021, and the printed form for AY 2019-20 carried a last date of 18 March 2021 after earlier extensions. If you have missed a date, check svy.ddd.gov.in and the notices section of ddd.gov.in before assuming the window is shut.

Why Saraswati Vidya Yojana claims get rejected

  • Original fee receipt not attached. A photocopy will not do; the form asks for the original.
  • Fee fixation order or approved fee structure missing, so the office cannot verify which heads are legitimately claimable.
  • Schooling certificate does not show five continuous years of study in the UT up to SSC or HSSC.
  • Residence certificate is not the 12-year permanent residence certificate of the parents, or a guardian's certificate is used without a Dependent Certificate from the Mamlatdar.
  • Income certificate not enclosed while claiming the 100 percent slab. Without it the claim can only be considered at 50 percent.
  • Bank account not in the girl student's own name, or not Aadhaar-seeded, so the transfer fails.
  • Double claim. The student has also applied for a Post-Matric Scholarship for the same year.
  • Annexure-I not signed and sealed by the institute.

What happens after sanction, and recovery

Reimbursement is credited to the student's own Aadhaar-seeded savings account. The undertaking the student signs makes the position clear on misuse: if the sanctioning authority in the State Government or UT Administration finds at any stage that the information given was false, or that the terms of the scheme were violated, the reimbursement is cancelled and the entire amount is refunded or recovered, with interest as per government rules.

For any query on a pending application, contact the District Education Office of your district first, since that is where verification happens, and escalate to the Directorate of Education at Shiksha Sadan, Daman if the file has not moved. Applying is free, no fee is payable to any agent for filing a Saraswati Vidya Yojana claim.

How to check your application status

Saraswati Vidya Yojana does not publish a public, real-time tracking number the way some central portals do, so checking on a submitted claim means going back to the two places that actually process it: the scheme portal and the District Education Office.

  1. Log back into svy.ddd.gov.in. Use the same credentials you registered with at the time of application. Your account shows the application you submitted for the academic year and, once the District Education Office has entered a decision, the portal reflects whether the claim is pending, sanctioned or sent back for correction.
  2. Check your Aadhaar-seeded bank account. Since reimbursement is a direct credit, the most reliable sign that a claim has been processed is the amount appearing in your own savings account, matched against the fee heads you claimed in Annexure-I.
  3. Contact the District Education Office you submitted to. This is where each application is verified against the original fee receipts, the domicile certificate and the schooling record, so it is also where a pending file actually sits:
  • Dadra and Nagar Haveli: District Education Office, Secretariat, Silvassa, phone 0260-2642098, email doe-dnh@nic.in
  • Daman: District Education Office, Fort Area, Moti Daman, phone 0260-2231126, email diredu-dd@nic.in
  • Diu: District Education Office, Collectorate, Old Girls' High School Campus, Diu, phone 02875-252199

Quote your name, the college, the academic year and the date you submitted the form when you call or write, since the office has no other way to pull up your file quickly. 4. Escalate to the Directorate of Education at Shiksha Sadan, near the Collectorate, Daman 396220 (phone +91 92055 40352, email adedn-dmn-dd@ddd.gov.in) if the District Education Office has not moved on the file after a reasonable interval, or if the amount credited does not match what your college certified in Annexure-I. 5. Ask your college's accounts or scholarship cell whether Annexure-I was actually forwarded and stamped correctly, since a claim can sit unprocessed simply because the institute side of the paperwork was incomplete when submitted, and only the college can confirm that from its own records.

Keep a copy of the acknowledgement or receipt you were given at submission, and the original fee receipts you can no longer produce once handed in, since these are what the District Education Office will ask for if there is any question about your claim while it is being checked.

Frequently asked questions

How much fee does Saraswati Vidya Yojana reimburse?

Saraswati Vidya Yojana reimburses 100 percent of tuition and academic fees where the parental or husband's income is below Rs 1.50 lakh a year, and 50 percent where that income is above Rs 1.50 lakh. Both slabs are printed on the prescribed application form issued by the Directorate of Education, Dadra and Nagar Haveli and Daman and Diu.

Who can apply for Saraswati Vidya Yojana?

Girl students domiciled in Dadra and Nagar Haveli and Daman and Diu who are studying a diploma, PG diploma, graduation or post-graduation professional course can apply. The form also requires a schooling certificate showing five continuous years of study in the UT covering Classes VIII to XII.

Can a girl take Saraswati Vidya Yojana and a Post-Matric Scholarship together?

No. The application form carries an explicit instruction that eligible girl students must apply for only one — either reimbursement of fees under Saraswati Vidya Yojana, or one of the centrally sponsored Post-Matric Scholarships. The student also signs a declaration that she is not availing any other scholarship for the same purpose.

How many daughters in one family can claim Saraswati Vidya Yojana?

The undertaking signed by the parent names the First Child or the Second Child for whom reimbursement is claimed, which limits the claim to two children of the same parents in the academic year concerned.

Which fees are covered under Saraswati Vidya Yojana?

All non-refundable compulsory fees payable to the institution are covered. The annexure filled by the college itemises tuition fees, examination fees, games, library, medical, identity card, practical fees, enrolment fee, laboratory fee, subject-wise extra fees and any other compulsory fee.

What is the last date to apply for Saraswati Vidya Yojana?

The Directorate of Education notifies a last date for each academic year — the scheme portal listed 15 July 2026 for AY 2026-27. Deadlines have been extended by public notice in earlier cycles, including a November 2021 extension notice issued by the Education Department, so confirm the current date on svy.ddd.gov.in before you submit.

Where do I submit the Saraswati Vidya Yojana application?

Applications are filed on the scheme portal at svy.ddd.gov.in, and the prescribed paper form is submitted to the District Education Office of your district — the Secretariat at Silvassa, Fort Area at Moti Daman, or the Collectorate at the Old Girls' High School campus in Diu.

What happens if the information in the application is false?

The reimbursement is cancelled and the entire amount is recovered, with interest as per government rules. The student signs an undertaking to this effect, and the sanctioning authority in the UT Administration can invoke it at any stage.
