What is Pradhan Mantri Awas Yojana in Dadra and Nagar Haveli and Daman and Diu?

Pradhan Mantri Awas Yojana in Dadra and Nagar Haveli and Daman and Diu is the union territory's implementation of the Government of India's rural housing mission, PMAY-Gramin, run locally by the District Panchayat of Dadra and Nagar Haveli with the Rural Development Department of the U.T. Administration. The District Panchayat states the aim in the mission's own words: to provide a pucca house with basic amenities to all houseless households and to households living in kutcha or dilapidated houses, built to withstand natural disasters and equipped with water, electricity and sanitation.

What makes the territory's version different from most states is the money. According to the District Panchayat's scheme page, total financial support per beneficiary is Rs 2.65 lakh, made up of:

  • Rs 1.20 lakh; central government contribution under PMAY-Gramin.
  • Rs 1.20 lakh. A top-up from the U.T. Administration, given specifically for improved housing quality.
  • Rs 0.25 lakh, the wage value of 90 man-days of unskilled labour under MGNREGA, which the beneficiary earns by working on the construction of their own house.

That doubling of the construction grant is the single most important fact for a reader in Silvassa, Khanvel, Dadra, Naroli or the rural belt of Daman and Diu. A family that would receive Rs 1.20 lakh in an ordinary plain-area district receives Rs 2.40 lakh of grant plus Rs 0.25 lakh of wages here.

Beneficiary identification is not done by walking in and filling a form. The District Panchayat records that identification is linked to Aadhaar or voter card to prevent duplication, and PMAY-Gramin nationally works off a permanent waiting list built from housing deprivation data and validated by the Gram Sabha. The implementation period recorded on the scheme page runs from 2015 to 2022, the mission's original phase; the Government of India has since extended PMAY-Gramin, and the territory continues to sanction houses under it.

Assistance is paid in instalments by Direct Benefit Transfer, released as construction reaches verified stages, with geo-tagged photographs of the house at each stage recorded on the PMAY-G system. Sanitation is dovetailed from Swachh Bharat Mission (Grameen), which the U.T. Administration also lists as a live scheme, and electricity and drinking water connections are convergences the district arranges alongside.

Who is eligible for PMAY housing in the union territory?

You can qualify if:

  • Your household is houseless, or lives in a kutcha or dilapidated house with a roof and walls of temporary material.
  • Your household appears in the permanent waiting list for the village, drawn from housing deprivation data and approved by the Gram Sabha.
  • You are a rural resident of the union territory. The District Panchayat describes the target group as economically weaker section, low income group and middle income group households in need of housing.
  • You have a plot of your own on which the house can be built, or an allotment of land from the administration.
  • You hold an Aadhaar number or voter identity card, since identification is linked to one of these to prevent duplicate sanctions.
  • You have an active bank account, preferably Aadhaar-seeded, to receive the instalments.
  • You hold or can obtain an MGNREGA job card, without which the 90 days of unskilled wage support cannot be drawn.

You cannot apply, or are not eligible, if:

  • Your household already owns a pucca house anywhere.
  • Your household has already received housing assistance under any central or state or U.T. government scheme. A second house is not sanctioned to the same family.
  • Your household falls in the automatic exclusion categories applied under PMAY-Gramin, for example households with a motorised three or four wheeler, a mechanised three or four wheeled agricultural equipment, a Kisan Credit Card with a credit limit above the notified threshold, a member in government service, a member earning above the notified monthly income, or a household paying income tax or professional tax.
  • Your name is not on the permanent waiting list for your village. A fresh walk-in application does not by itself create eligibility, though an omission can be raised before the Gram Sabha for inclusion.
  • You are landless with no allotted plot, in which case the plot has to be arranged before sanction.
  • You live in an urban local body area, those households come under the urban stream of PMAY, administered through the Municipal Corporation and the Department of Urban Development, not through the District Panchayat.

How to apply for PMAY housing

  1. Check whether your household is on the permanent waiting list. Ask your Gram Panchayat secretary or the District Panchayat Office at 66 KVA Road, Dadra and Nagar Haveli, on 0260-2632303, to show the village list and the priority order.
  2. Raise an omission before the Gram Sabha. If your household is houseless or in a kutcha house but is not on the list, put your case to the Gram Sabha, which is the body that validates and appeals against the list.
  3. Submit your identification documents. Give the Gram Panchayat your Aadhaar card and signed Aadhaar consent form, or your voter identity card, along with the bank passbook copy and the land document for the plot.
  4. Get an MGNREGA job card if you do not already hold one, since 90 days of unskilled wages on your own house construction form Rs 0.25 lakh of the Rs 2.65 lakh package.
  5. Receive the sanction order and the first instalment in your bank account, and begin construction on your plot to the approved design and plinth area.
  6. Complete each construction stage and get it verified. Instalments are released stage-wise after field verification and geo-tagged photographs, so inform the panchayat when foundation, lintel and roof stages are reached.
  7. Complete the house with its amenities — toilet under Swachh Bharat Mission (Grameen), electricity connection and drinking water, and get the completion recorded so the final instalment is released.

How do I check my PMAY status?

  1. Use the PMAY-Gramin portal at pmayg.nic.in, which publishes beneficiary details and the "Stakeholders: IAY/PMAYG Beneficiary" search, where a registration number retrieves the sanction and instalment position.
  2. Ask the Gram Panchayat secretary for the sanction order number and the stage at which your file stands.
  3. Call the District Panchayat Office on 0260-2632303 or write to dpo-dnh@nic.in with your name, village and registration number.
  4. Check your bank passbook for the instalment credits, since each release is a DBT entry.

Why do PMAY sanctions get held up, and how do you fix it?

  • Name not on the permanent waiting list. Take the case to the Gram Sabha for inclusion; the list is the gateway to everything else.
  • No plot in the beneficiary's name. Sanctions cannot issue for a house with nowhere to stand. Pursue land allotment through the Revenue Department or Collectorate.
  • Aadhaar consent not given, or a name mismatch between Aadhaar and the bank record. Correct one so both read identically.
  • Bank account dormant or not Aadhaar-seeded, which makes the DBT bounce. Reactivate and seed at the branch.
  • Construction stalled, so the next instalment cannot be released. Stage-wise release is strict; the geo-tagged photograph of the completed stage is what triggers the payment.
  • Exclusion criterion triggered, for example a motorised four wheeler or a government-employed member in the household. This is a substantive disqualification, not a paperwork error.
  • Duplicate benefit detected. A household already assisted under an earlier housing scheme will be dropped at verification.

Key dates and what to watch

The District Panchayat records the scheme's implementation period as 2015 to 2022, PMAY-Gramin's first phase, and the mission has since been continued by the Government of India with fresh targets. Sanctions in the territory therefore follow the annual target allotted to the district rather than a public application deadline, and the practical timing question for a household is where it stands in the priority order of the permanent waiting list, not when the "form" closes.

Where do I complain?

  • District Panchayat Office, Dadra and Nagar Haveli to 0260-2632303, dpo-dnh@nic.in, 66 KVA Road, which the scheme page names as the contact for applications.
  • Block Development Office and the Rural Development Department of the U.T. Administration, both listed on ddd.gov.in.
  • Gram Sabha, for disputes about inclusion in or omission from the waiting list.
  • CPGRAMS at pgportal.gov.in, the U.T. Administration's linked grievance portal.

No payment is due to anyone for a PMAY sanction. The full Rs 2.65 lakh reaches the beneficiary's own bank account and wage account, and any demand for a cut should be reported in writing to the District Panchayat Office.

Frequently asked questions

How much money does PMAY give in Dadra and Nagar Haveli and Daman and Diu?

Rs 2.65 lakh in total per house, made up of Rs 1.20 lakh of central assistance under PMAY-Gramin, Rs 1.20 lakh as a top-up from the U.T. Administration for improved housing quality, and Rs 0.25 lakh equal to 90 days of unskilled labour under MGNREGA, according to the District Panchayat of Dadra and Nagar Haveli.

Why is the assistance higher here than in most states?

The U.T. Administration adds its own Rs 1.20 lakh top-up on the central Rs 1.20 lakh specifically to raise housing quality, which doubles the construction grant compared with the plain PMAY-Gramin norm.

Who selects the beneficiaries?

Selection is made from the permanent waiting list drawn from the housing deprivation data and approved by the Gram Sabha, not by first-come first-served application. Beneficiary identification is linked to Aadhaar or voter card to prevent duplication.

Do I need my own land?

Yes. PMAY-Gramin assistance is for constructing a house on the beneficiary's own plot, so a landless family must first be allotted or acquire a plot before the sanction can be issued.

How is the money paid?

In instalments by Direct Benefit Transfer into the beneficiary's bank account, released as construction reaches each verified stage — foundation, lintel, roof and completion. No cash or material is handed over.

Can I get PMAY if I already own a pucca house?

No. Households already owning a pucca house are not eligible, and so are households that have already received housing assistance from any government scheme.

Does the house have to include a toilet?

Yes. The scheme requires a house with basic amenities including water, electricity and sanitation, and toilet assistance is dovetailed from Swachh Bharat Mission (Grameen).

Whom do I contact about my PMAY house?

Contact the District Panchayat Office, 66 KVA Road, Dadra and Nagar Haveli, on 0260-2632303 or dpo-dnh@nic.in, which is the implementing office named on the scheme page.
