Property Registration (Sale Deed) in Dadra and Nagar Haveli and Daman and Diu
Dadra and Nagar Haveli and Daman and Diu state government scheme
Property registration in the Union Territory of Dadra and Nagar Haveli and Daman and Diu runs through three Sub-Registrar offices on three different systems; NGDRS at ngdrs.dnh.gov.in for Dadra and Nagar Haveli, SUGAM for Daman and GARVI for Diu. Online appointment booking and stamp duty calculators exist for DNH and Daman but not for Diu.
What is property registration in Dadra and Nagar Haveli and Daman and Diu?
Property registration in this Union Territory is the recording of a sale deed, gift deed or other instrument in the register of a Civil Registrar-cum-Sub- Registrar under the Registration Act, 1908, administered by the Department of Revenue of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu.
The Union Territories of Daman and Diu and Dadra and Nagar Haveli were merged into a single Union Territory on 26 January 2020. Administratively the merger is complete; technologically it is not. The territory still runs three separate registration systems for its three Sub-Registrar offices, and that single fact explains most of what confuses buyers here.
Which system applies to your property?
According to the UT administration's own status report on the registration system, prepared by NIC for the territory:
| District | Registration system | Online appointment | Stamp duty e-calculator | Online fee payment |
|---|---|---|---|---|
| Dadra and Nagar Haveli | NGDRS (ngdrs.dnh.gov.in) | Yes | Yes | Yes |
| Daman | SUGAM | Yes | Yes | Yes |
| Diu | GARVI | No | No | Digital payment / POS at counter |
Two supporting portals matter alongside these:
- Sugam Online Citizen Services at sugam.dddgov.in, which the UT portal ddd.gov.in lists as the Revenue Department's citizen services gateway.
- AVANIKA, the land records system, run separately for DNH and for Daman and Diu, giving the Record of Rights that must be checked before registration.
Digitised legacy data begins in 2011 for DNH, 2014 for Daman and 2021 for Diu, and citizen search of legacy records runs back to 2000 in DNH, 2014 in Daman and 2021 in Diu. Older records exist only as physical registers at the Sub-Registrar office.
One more rule catches people out: anywhere-registration is not allowed in this Union Territory. The deed must be presented at the office having jurisdiction over the property, so a Silvassa industrial shed cannot be registered in Daman.
Who can and cannot register a property here?
You can register if:
- You are the buyer and seller of land, a house, a flat, a shop, an industrial plot or a shed in Silvassa, Daman or Diu.
- You are a resident of any Indian state. There is no domicile bar on buying non-agricultural property in the Union Territory.
- You are a donor and donee on a gift deed, or family members recording a partition or exchange.
- You are an NRI or OCI buying residential or commercial property, which FEMA permits.
- You are a company, firm, LLP or trust, a common case here, given the concentration of industrial units in Silvassa and Daman, acting through an authorised signatory with a board resolution.
- You hold a registered power of attorney for a party who cannot attend.
You cannot register if:
- You are a foreign national of non-Indian origin resident outside India buying immovable property without RBI approval, which FEMA does not permit.
- You are an NRI or foreign citizen buying agricultural land, plantation property or a farmhouse, which FEMA prohibits outright.
- The land is tribal land in Dadra and Nagar Haveli protected from alienation. DNH has a substantial Scheduled Tribe population and transfers of tribal land to non-tribals are restricted; verify this before paying anything.
- The property is government land, forest land or common land, or otherwise not the seller's to sell. Note that the UT's system does not currently red-flag the sale of government land automatically, so the check is yours to make.
- The seller is not the recorded owner in the RoR. Party names and area are checked against the Record of Rights before registration.
- The transfer needs an allotting authority's NOC for allotted or leasehold industrial land and it has not been obtained.
- Stamp duty is short-paid against the notified circle rate.
What are the stamp duty and registration charges?
This is where honesty serves you better than a confident number. The two halves of the Union Territory inherited different stamp and registration rate structures. The Dadra and Nagar Haveli side and the Daman and Diu side were separate Union Territories with separate notifications until 2020, and the merged administration has continued to apply distinct schedules. Registration fee treatment also differs by the gender and composition of the buying party on the Daman and Diu side.
Rather than reproduce a rate from a property portal that may not match your district or your instrument, use the sources the administration itself provides:
- Circle rates, ready reckoner rates and guideline values for land are published online for the Union Territory, and separate rates are notified for flats and apartments.
- An e-calculator is available for Dadra and Nagar Haveli and for Daman, which computes stamp duty and registration fee on the values you enter. Diu does not have one, so ask the Sub-Registrar office directly.
- Stamps are purchased through SHCIL, since citizens cannot buy stamps online directly and integrated e-stamping is not built into the registration software.
In every case duty is charged on the higher of the consideration and the notified circle rate for the location and property category.
How to register a property in this Union Territory
- Identify which system governs your property: NGDRS for Dadra and Nagar Haveli, SUGAM for Daman, GARVI for Diu; because the steps and the online facilities differ.
- Run the pre-registration search on the Record of Rights. The administration provides online RoR search for citizens across all districts. Confirm the seller's name and the area against the RoR before drafting anything.
- Check the circle rate for the land, or the separately notified rate if the property is a flat or apartment.
- Get the sale deed drafted. The UT administration publishes model deeds on its website, which is a practical starting point; have an advocate adapt the model to your transaction.
- Calculate the duty and fee on the e-calculator for DNH or Daman. For Diu, get the computation from the Sub-Registrar office.
- Buy the stamps through SHCIL for the full duty, and pay the stamp duty and registration fee online where the district supports it — DNH and Daman do; Diu works on digital payment or POS at the counter.
- Do the online data entry. For DNH, create a Citizen login on ngdrs.dnh.gov.in and enter the general information, property details, party details and witness details, then upload documents and submit.
- Book the appointment slot online for DNH or Daman. For Diu, approach the Sub-Registrar office directly, since online slot booking is not yet available there.
- Attend the appointment in person. Buyer, seller and two witnesses appear at the Civil Registrar-cum-Sub-Registrar office with originals. Photographs are captured and the parties admit execution before the Sub-Registrar.
- Collect the registered deed with its registration number and endorsement.
- Check the mutation. In DNH and Daman, registration of a land, plot or apartment triggers a corresponding digital mutation in the Record of Rights automatically. In Diu it does not, so apply for mutation separately.
How do I check the status and search records?
- On NGDRS DNH, log in to your citizen account for property search, appointment view and dashboard access.
- On Sugam at sugam.dddgov.in for Daman and Diu citizen services under the Revenue Department.
- Search by name or property details, search on name, survey number and deed number is available to citizens in DNH and Daman; in Diu the search facility is available only at the Sub-Registrar office.
- Check the RoR on AVANIKA after registration, to confirm the automatic mutation has landed in DNH or Daman.
- At the Sub-Registrar office, quoting the token or receipt number.
Why do registrations get rejected or delayed here?
- Value below the notified circle rate, the commonest cause of refusal.
- Tribal land restrictions in Dadra and Nagar Haveli ignored at the negotiation stage.
- Seller not the recorded owner in the RoR, which is checked before registration.
- Wrong office, anywhere-registration is not allowed, so the deed must go to the office with jurisdiction.
- Witness absent. Witnesses are required and the appointment cannot be completed without them.
- Missing NOC for allotted or leasehold industrial land in Silvassa or Daman.
- Records older than the digitisation cut-off, before 2011 for DNH, 2014 for Daman, 2021 for Diu; needing a manual search that takes longer.
- No litigation check. The UT system does not let citizens or the SRO check litigation online for a property, so a pending suit will not surface from the portal. Do that check independently.
- TDS not deducted where consideration is Rs 50 lakh or more.
How long is the deed valid, and what should it cost?
A registered sale deed in this Union Territory has no expiry and needs no renewal. It is a permanent entry in the Sub-Registrar's register, and a certified copy can be obtained later. What carries a deadline is presentation: a deed must ordinarily be presented for registration within four months of execution, with delay beyond that needing condonation and a penalty.
The administration charges only the stamp duty and registration fee computed by the e-calculator or by the Sub-Registrar, paid through SHCIL stamps and the online payment route or at the counter, against a receipt. The NGDRS citizen account, the RoR pre-registration search, the model deeds on the website, the circle rate lookup and the appointment booking are all free.
Silvassa, Daman and Diu are small territories where a handful of agents handle most conveyancing, and that concentration makes overcharging easy. An advocate charging a fair, receipted fee for drafting, RoR scrutiny and the tribal-land and allotment checks is doing genuinely valuable work here, the litigation check in particular cannot be done from any portal. What is not legitimate is cash for speed: there is no paid priority slot, and no officer can register a deed stamped below the circle rate. Never hand over your NGDRS password, and never accept stamps or a payment receipt you have not verified yourself.

Frequently asked questions
Which portal is used for property registration in Dadra and Nagar Haveli and Daman and Diu?
There is no single portal, because the merged Union Territory still runs three different registration systems for its three Sub-Registrar offices — NGDRS at ngdrs.dnh.gov.in for Dadra and Nagar Haveli, SUGAM for Daman, and GARVI for Diu. The Revenue Department's citizen services for Daman and Diu are reached through sugam.dddgov.in.
How many Sub-Registrar offices does the Union Territory have?
The Union Territory has three Sub-Registrar offices, one each for Dadra and Nagar Haveli, Daman and Diu, all covered by online registration systems. Each is a Civil Registrar-cum-Sub-Registrar office under the Revenue Department of the UT administration.
Can I book a registration appointment online in this Union Territory?
Yes for Dadra and Nagar Haveli and for Daman, and no for Diu. The UT administration's own status report records online appointment slot booking as available in DNH and Daman but not yet in Diu, where you approach the Sub-Registrar office directly.
Is there an online stamp duty calculator?
Yes for Dadra and Nagar Haveli and for Daman, where an e-calculator computes the fees, and no for Diu, which does not yet have one. Circle rates and guideline values for land are published online for the whole Union Territory, and separate rates are notified for flats and apartments.
Can I buy stamp paper online in this Union Territory?
No, the UT administration records that citizens cannot purchase stamps online directly and that stamps are obtained through SHCIL, and that integrated e-stamping is not built into the registration software itself. Online payment of stamp duty and registration fee is separately available for DNH and Daman.
How far back do the digitised property records go?
Digitised legacy data begins in 2011 for Dadra and Nagar Haveli, 2014 for Daman and 2021 for Diu, and search of legacy data is available to citizens from 2000 in DNH, 2014 in Daman and 2021 in Diu. For anything older you must search the physical registers at the Sub-Registrar office.
Does registration update the land record automatically?
In Dadra and Nagar Haveli and in Daman, yes — the administration records that every registration of land, plot or apartment triggers a corresponding digital mutation in the Record of Rights. In Diu it does not, so mutation must be pursued separately after registration.
Can I register a property anywhere in the Union Territory?
No, anywhere-registration is not allowed in this Union Territory, so the deed must be presented at the Sub-Registrar office having jurisdiction over the property. A Silvassa property cannot be registered at the Daman office.
