What is the Assistance Program for Expansion of Fruit Crop Cultivation?

Assistance Program for Expansion of Fruit Crop Cultivation is a horticulture subsidy run by the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat, through its Directorate of Horticulture, and delivered on the i-Khedut portal. The scheme pays part of the cost of establishing a new fruit orchard, with the explicit aim of pushing Gujarat farmers towards intensive and ultra-intensive planting rather than traditional wide-spaced orchards.

According to the scheme text carried on myScheme and sourced from the Gujarat Agriculture, Farmers Welfare and Cooperation Department, the scheme runs three distinct benefit components:

  • Intensive and ultra-intensive planting of mango, guava, pomegranate, lemon and similar fruit crops: assistance of Rs 30,000 to Rs 40,000 per hectare, up to 4 hectares per beneficiary.
  • New plantation of tissue-culture banana; 40% of the cost incurred or a maximum of Rs 50,000 per hectare, whichever is lower, up to 4 hectares.
  • New plantation of papaya50% of the cost incurred or a maximum of Rs 30,000 per hectare, whichever is lower, paid in two instalments, up to 4 hectares.

Why intensive planting matters in Gujarat is a practical point rather than a policy slogan. Ultra-high-density mango and guava planting puts several times more trees on the same hectare, brings the orchard into bearing years earlier, and makes drip irrigation economic. The higher plant count is also what makes the first-year cost heavy, which is exactly what the per-hectare assistance is meant to soften.

Who is eligible for the fruit crop expansion assistance?

You can claim assistance if:

  • You are a resident of Gujarat and a farmer.
  • You hold agricultural land recorded in your name in the 7/12 and 8-A village records.
  • You are engaged in horticultural or fruit crop cultivation, or are establishing a new orchard of a covered crop.
  • You are registered on i-Khedut with an Aadhaar-linked mobile number.
  • You have a bank account in your own name for the DBT credit.

You cannot apply, or are not eligible, if:

  • Your name is absent from the record of rights for the plot. Tenants, share-croppers and agricultural labourers without recorded land are not eligible in their own name.
  • The land is outside Gujarat.
  • You are planting a crop outside the notified fruit crop list for that year's guideline.
  • You are claiming for more than 4 hectares, which is the hard ceiling on every component.
  • You have already taken assistance on the same survey number for the same component. Gujarat's horticulture guidelines do not permit double subsidy on the same area.
  • You apply after the i-Khedut window for the horticulture group has closed.

No family income ceiling, age limit or caste restriction is published for this scheme. SC and ST farmers may separately be eligible for higher-rate components under the state's dedicated AGR heads.

What documents are required?

Document Mandatory Notes
7/12 and 8-A land record Yes Must cover the survey number where the orchard is planted
Aadhaar card Yes For i-Khedut registration and OTP verification
Bank passbook or cancelled cheque Yes Name must match the land record for DBT to clear
Nursery purchase bill Yes Grafts, banana plantlets or papaya seedlings from a recognised nursery
Caste certificate No Only for SC/ST horticulture components
Consent of joint holders No Where the survey number is jointly held

The Directorate of Horticulture publishes a List of Nurseries on doh.gujarat.gov.in. Buying planting material from a listed nursery protects the claim, because a bill from an unrecognised source is a routine ground for rejection, particularly for tissue-culture banana where the plantlet source matters.

How to apply for the fruit crop cultivation scheme online

  1. Go to ikhedut.gujarat.gov.in and complete Beneficiary Registration. The portal will only send the verification OTP to the mobile number linked to your Aadhaar.
  2. Open Schemes on the home page, choose the Horticulture (Bagayat) group, and select the fruit crop expansion component that matches your crop; intensive fruit orchard, tissue-culture banana, or papaya.
  3. Click Apply, then Apply New, and fill in village, survey number, area in hectares, crop and proposed spacing.
  4. Upload the 7/12 and 8-A extract, Aadhaar and bank passbook. Use Update Application to correct anything before you confirm.
  5. Confirm the application. Until you confirm, the application does not exist as far as the department is concerned.
  6. Print the confirmed application and submit the signed copy with document photocopies to the Taluka office if the acknowledgement asks for it.
  7. After planting, produce the nursery bill and let the Horticulture Officer carry out the field verification of plant count and area.
  8. Track everything under Applicant Corner at ikhedut.gujarat.gov.in/public/frm_Applicant_Corner.aspx.

How do I apply without a computer?

Take your Aadhaar card, the Aadhaar-linked mobile phone, the 7/12 and 8-A extract and your bank passbook to the Gram Panchayat e-Gram centre or the Taluka Horticulture office. The operator files the same i-Khedut form for you. Gujarat does not run a parallel paper channel for horticulture assistance: every claim passes through i-Khedut, so an application "submitted" only on paper to an office will not appear in the system.

When are applications open and when is money paid?

i-Khedut opens the horticulture scheme group in defined windows announced on the portal, not continuously through the year. Windows are usually timed ahead of the planting season for the relevant crop, and districts work to a sanctioned physical and financial target, so early submission within a window improves the chance of selection.

Disbursement follows verification, never precedes it. For papaya the payment is explicitly split into two instalments, which means the plantation has to survive to the second verification for the balance to be released. For mango, guava, pomegranate and lemon the per-hectare rate is fixed within the Rs 30,000 to Rs 40,000 band depending on the component and spacing chosen in the year's guideline, so read the guideline attached to the scheme on i-Khedut before you budget.

Why do fruit crop applications get rejected?

  • Application saved but never confirmed. The commonest failure, and it costs a full season.
  • Plant count short at verification. Intensive and ultra-intensive components carry a minimum plant density. A thin planting fails the check.
  • Bill from an unlisted nursery, or no bill at all, for the planting material.
  • Aadhaar OTP not reaching you, because your Aadhaar is linked to an old mobile number.
  • Name mismatch across the 7/12 record, Aadhaar and bank account, which stalls the DBT credit even after sanction.
  • Area above 4 hectares claimed on one beneficiary, or the same survey number claimed twice within a family.
  • District target exhausted for that component in that window.

Most of these are fixable. A rejected application can be filed afresh in the next window with the defect corrected; a name mismatch is best fixed at the bank and in the village land record before you re-apply.

Where do I complain if the subsidy does not arrive?

Raise it first with the Taluka Horticulture or Agriculture Officer who did the field verification, then with the District Horticulture Officer at the district panchayat. The Directorate of Horticulture at doh.gujarat.gov.in lists head office, regional and district office contacts, along with its Centres of Excellence, under the Contact menu. Above that sits the Agriculture, Farmers Welfare and Co-operation Department at agri.gujarat.gov.in.

Always quote the i-Khedut application number. Gujarat's district offices trace files by that number, and a complaint without it usually goes nowhere. This guide does not list a toll-free helpline because no dedicated helpline for this horticulture component is published on the Gujarat government portals.

Frequently asked questions

How much assistance does the fruit crop expansion scheme give?

Assistance is Rs 30,000 to Rs 40,000 per hectare for intensive and ultra-intensive planting of mango, guava, pomegranate and lemon, 40% of cost or a maximum of Rs 50,000 per hectare for new tissue-culture banana, and 50% of cost or a maximum of Rs 30,000 per hectare for new papaya. All components are capped at 4 hectares per beneficiary.

Which fruit crops are covered?

Mango, guava, pomegranate, lemon and similar fruit crops are covered under the intensive-farming component, and banana (tissue culture) and papaya have their own separate components with their own rates.

What is the maximum area I can claim for?

4 hectares per beneficiary is the ceiling on every component of this scheme. A farmer with more land can still only draw assistance on 4 hectares.

Is the papaya assistance paid in one go?

No. The papaya component is paid in two instalments, so the second instalment depends on the plantation surviving and being verified in the field.

Who cannot apply for this scheme?

A person whose name is not on the 7/12 land record cannot apply. Tenant farmers, share-croppers and labourers without recorded land are not eligible, and neither is anyone whose land lies outside Gujarat.

Where do I apply?

Apply online at ikhedut.gujarat.gov.in under the Horticulture (Bagayat) scheme group. Beneficiary registration on i-Khedut with Aadhaar OTP verification is compulsory before you can submit.

Is there an income limit?

No income limit is published for this scheme. Eligibility rests on being a Gujarat-resident farmer with recorded land who actually plants the fruit crop.

How do I check whether my application was approved?

Open the Applicant Corner at ikhedut.gujarat.gov.in/public/frm_Applicant_Corner.aspx and enter your application number to view status, print the application or upload pending documents.
