What is the Assistance for Purchasing Study Materials scheme?

Assistance for Purchasing Study Materials for Medical and Engineering Students from Socially and Educationally Backward Classes is a scholarship-type grant run by the Director, Developing Castes Welfare, under the Social Justice and Empowerment Department of the Government of Gujarat. The Developing Castes Welfare directorate is the office that handles welfare schemes for Socially and Educationally Backward Class (SEBC) students in the state, and it also runs government hostels, Adarsh Nivasi Shalas, coaching assistance for NEET, JEE and GUJCET, and the Commercial Pilot Licence training loan.

The scheme recognises a simple problem: tuition fees are only part of the cost of a professional course. A first-year MBBS student has to buy a stethoscope, dissection kit, apron and a set of expensive textbooks. An engineering student needs drawing instruments, a laptop or calculator and reference books. These costs land in the first weeks of the course, before any other scholarship money arrives, and they are the point at which many first-generation students from backward class families drop out.

Under the scheme the Government of Gujarat pays a one-time grant:

The money is credited directly to the student's own bank account by Direct Benefit Transfer. There is no requirement to submit bills afterwards, but the grant is expressly for study material.

Who is eligible for the study materials grant?

You can apply if:

• You are a permanent resident of Gujarat.
• You belong to a Socially and Educationally Backward Class notified by the Government of Gujarat and hold a valid SEBC caste certificate.
• You are admitted to a medical, engineering or diploma course at an institution located inside Gujarat.
• Your annual family income does not exceed Rs 6,00,000.
• You have a bank account in your own name, seeded with Aadhaar.

You cannot apply if:

• You are studying outside Gujarat. Institutions outside the state are not covered by this scheme.
• You belong to a category other than SEBC. Scheduled Caste students are served by the Director, Scheduled Caste Welfare; unreserved students by the Gujarat Unreserved Education and Economical Development Corporation; and each has its own set of schemes.
• Your family income is above Rs 6,00,000 a year.
• You are enrolled in a course that is neither medical, engineering nor a recognised diploma: general arts, commerce and science degree students are not eligible under this particular scheme.
• You have already received the grant. One application per applicant is allowed, and duplicate applications are rejected.
• You are applying offline while studying inside Gujarat. The online route on Digital Gujarat is the only accepted mode.

What documents are required?

Scan every document as a clear PDF or JPG. Digital Gujarat rejects blurred uploads and oversized files, and a re-upload after the window closes is not possible.

How to apply for the study materials assistance

1. Open the Digital Gujarat portal at https://www.digitalgujarat.gov.in/ and click Register if you do not already have an account.
2. Register using your mobile number and email address, set a password, and verify the OTP sent to your phone.
3. Log in and complete your citizen profile, name exactly as on Aadhaar, date of birth, caste, family income, address and bank details. The profile feeds into every scholarship form, so an error here repeats across all your applications.
4. From the services menu choose Scholarship Services, then select the relevant scheme group under the Social Justice and Empowerment Department.
5. Choose the correct financial year and then select the study materials assistance scheme for medical, engineering and diploma students.
6. Fill the application form: institution name, course, year of study, admission number and the amount of fees paid.
7. Upload the caste certificate, income certificate, mark sheet, fee receipt, bank passbook, Aadhaar and your photograph. The photograph upload is compulsory and the form will not submit without it.
8. Review every field, submit the application, and download or print the confirmation carrying your application number.
9. If your institution asks for a printed copy for institutional verification, submit it to the college scholarship cell within the date they announce.

There is no application fee at any stage.

How to apply offline

Offline applications are not accepted for students studying at institutions inside Gujarat, the Digital Gujarat route is compulsory. A student who cannot access a computer should use one of these assisted routes instead:

1. Visit the college scholarship cell, which is required to help SEBC students file scholarship applications online.
2. Use a Common Service Centre or a Jan Seva Kendra, where an operator can register and file on the portal for you.
3. Approach the district Social Justice officer or the office of the Director, Developing Castes Welfare, for guidance where the portal is not accepting the application.

When can I apply, and when is the money paid?

The scheme opens each academic year, after admissions to medical, engineering and diploma courses are complete, and the closing date is announced on the Digital Gujarat portal for that year. There is no permanent fixed last date, so check the portal at the start of your academic session rather than assuming a date carried over from a previous year.

After submission, the application goes through institutional verification and then scrutiny at the district or directorate level. On approval the grant is released by DBT to the student's own account. Payment failures are almost always caused by an account that is not Aadhaar-seeded or by a name mismatch between Aadhaar and the bank record; both are worth fixing at the bank before you apply rather than after a payment bounces.

How to check your application status

1. Log in to digitalgujarat.gov.in with the mobile number and password you registered with.
2. Open My Applications (or Citizen Services, then the application history).
3. Enter or select your application number to see the current stage: submitted, pending at institution, pending at department, approved, payment released, or rejected with a reason.
4. If the status shows a query, respond within the time the portal states. An unanswered query is closed as rejected.

Common rejection reasons and how to fix them

• Income certificate above Rs 6,00,000 or expired. Get a fresh certificate from the Mamlatdar. Gujarat income certificates carry a validity period — check it before uploading.
• Caste certificate not in the SEBC list. A certificate for a different category cannot be used for this scheme.
• Bank account not in the student's own name. A parent's or joint account is not accepted for DBT.
• Account not Aadhaar-seeded, so the DBT credit fails even after approval.
• Name mismatch between Aadhaar, the mark sheet and the bank passbook. Get the spellings aligned at the bank or through an Aadhaar update.
• Photograph not uploaded, the single most common form-level error.
• Course or institution outside Gujarat, which is a hard exclusion.
• Duplicate application by the same student in the same year.

• District Social Justice officer in your district. The first office to approach if your file is stuck at verification.
• College scholarship cell, for institutional verification delays, which are the commonest cause of a file sitting unmoved.

Applying is free. No agent, consultant or cyber cafe can get a scholarship sanctioned for a fee, and no government officer will ask for your Digital Gujarat password or OTP.
