What is the Training of Scheduled Caste Trainees component?

Training of Scheduled Caste Trainees is a component of the Gujarat scheme "Assistance to Scheduled Castes for Fisheries", introduced by the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat and implemented by the Commissioner of Fisheries. The component gives a short, practical inland fisheries course to Scheduled Caste adults, with a stipend attached so that attending does not mean losing ten days of earnings.

The scheme's stated purpose is to raise fish production and create employment for Scheduled Caste people engaged in inland fisheries. Gujarat's inland fishery runs across reservoirs, ponds and rivers, and the department's view is that better technique among SC fish farmers and fishermen lifts both their incomes and the state's output at the same time.

Who is eligible for the SC fisheries training stipend?

You can apply if:

• You belong to the Scheduled Caste community and hold a valid SC certificate from the competent authority.
• You are above 18 years of age.
• You are involved in inland fisheries activities.
• You are an individual, society, self-help group, association, reservoir lease holder or private unit. These are the applicant types the parent scheme recognises for the inland components.
• You hold a bank account in your own name.
• You can produce an Aadhaar card, voter ID, ration card or passport as identity proof.

You are not eligible if:

• You are not from a Scheduled Caste. The SC certificate is the defining condition of this component. Scheduled Tribe candidates are covered instead by the separate tribal fisheries training component, which runs for three months and carries a different stipend; general category candidates are not covered by either.
• You are under 18 on the date of application.
• You have no bank account in your own name, the stipend cannot be paid to a third party.
• You are not engaged in inland fisheries activities. The training is meant for people who will use it on the water, not as a general skilling course.
• You have already taken this training benefit once. It is a once-in-a-lifetime entitlement per beneficiary.

How much is the stipend and when is it paid?

The rate is deliberately structured as a daily figure because the payment is attendance-linked in substance. The stipend is released after the ten days are completed, not in advance and not in instalments during the course. Anyone budgeting around this should treat Rs 1,250 as a reimbursement of time and travel rather than a wage, and should plan to fund travel to the training venue themselves in the meantime.

How to apply for the SC fisheries training

This component is offline only. Unlike several other Gujarat fisheries components, it is not filed on the iKhedut portal. The application is made in person at the district level.

1. Visit the District Fisheries Office in your district. This is the office of the fisheries administration under the Commissioner of Fisheries and is the only place this application is accepted.
2. Collect the prescribed application form for the training component, "Training of Scheduled Caste Trainees" under Assistance to Scheduled Castes for Fisheries. Ask for that component by name — the office handles several fisheries schemes and the forms differ.
3. Fill the application form completely and accurately. Incomplete forms are the commonest reason an application is returned at the counter.
4. Attach the required documents: identity proof, the Scheduled Caste certificate, and proof of your bank account in the form of a passbook copy.
5. Submit the application in person to the concerned official at the District Fisheries Office, and ask for an acknowledgement or a receipt reference before you leave.

Because there is no online tracking for this component, that acknowledgement is the only record you hold. Keep a photocopy of the complete filled form along with it, so that a lost file at the office can be reconstructed without starting over.

When are the training batches held?

No standing annual date is published for this component. Batches are organised by the fisheries administration according to the number of trainees sanctioned for the district in a given year, and a district may run one batch or several. Since the course is only ten days long, batches can be scheduled at short notice.

The practical approach is to register your interest at the District Fisheries Office and ask to be informed when the next SC trainee batch is planned, and to keep your SC certificate and bank passbook ready so that you can file the moment a batch is announced rather than scrambling for documents afterwards.

Why applications and stipends fail

• SC certificate missing or issued by a non-competent authority. There is no alternative document for this component.
• Application form incomplete, or submitted without the mandatory attachments.
• Bank account not in the applicant's own name, or a name spelling that does not match the identity document. This is the most frequent cause of a stipend being sanctioned but not credited.
• Applicant under 18 on the date of application.
• Training not completed. The stipend is contingent on completing the 10-day programme; leaving partway forfeits it.
• Repeat claim by someone who has already used the once-in-a-lifetime benefit.
• Filing at the wrong office. The application belongs at the District Fisheries Office, not at a taluka agriculture office or on iKhedut.

How to follow up and where to complain

Follow-up on this component is done in person or by telephone with the District Fisheries Office that accepted your form, quoting the acknowledgement you were given. If the stipend is not credited within a reasonable period after the training ends, ask the office to confirm that your bank details were entered correctly and that the sanction has been passed for payment. A mismatch in the account name is far more often the problem than a rejection of the claim.

Should you take this training?

Ten days and Rs 1,250 is a small package in rupee terms, and it is worth being honest that the stipend is not the reason to attend. The value is the training itself, reservoir and pond management, handling and hygiene, and the contact it creates with the district fisheries administration, which is the same office that administers the larger capital subsidy components for pond construction, equipment and culture systems. For an SC fisher intending to apply later for a substantial subsidy, completing this course is a low-cost way to understand the department's requirements and to be known to the office that will process that application.
