What is the Gujarat fish seed rearing scheme for Scheduled Castes?

Assistance to Scheduled Castes for Fisheries: Fish Seed Rearing is a Gujarat state scheme of the Agriculture, Farmers Welfare and Co-operation Department, implemented by the Commissioner of Fisheries. The scheme pays Scheduled Caste fish farmers a per-thousand rate for rearing fish seed from one growth stage to the next, so that stocking material for Gujarat's reservoirs, ponds and rivers is produced within the state and the work of producing it becomes a livelihood for SC families.

The scheme's stated objectives are to increase fish production by rearing fish in reservoirs, to strengthen fish farming in freshwater bodies managed by SC communities, to boost inland fisheries across reservoirs, ponds and rivers, and to generate employment for SC fishermen across Gujarat.

Understanding the biology explains the design. Fish are hatched as spawn, which are a few millimetres long and extremely fragile. Spawn grow into fry, and fry into fingerlings, which are the size at which a fish can survive being released into a large reservoir. Stocking a reservoir directly with spawn wastes almost all of them. Somebody has to keep the seed in a nursery pond for weeks, feed it, guard it and grade it. That intermediate rearing is what this scheme pays for.

How much assistance does the fish seed rearing scheme provide?

The scheme is built as three separate components, each with its own rate, allocation, recovery norm and rearing period.

Read the table as a whole and the logic is clear. The spawn-to-fingerling component pays the highest rate, Rs 460 per 1,000, because the farmer carries the seed through both transitions over 90 days and absorbs mortality at every stage, which is also why its recovery norm is only 12%, against 30% and 35% for the shorter, single-stage components.

Recovery is the survival test. A farmer who takes 3,00,000 spawn under the spawn-to-fry component is expected to hand over at least 30% of them as fry, that is 90,000 fry. Recovery below the norm does not automatically disqualify the beneficiary, but the claim is settled against the seed actually recovered and verified, not against the number originally stocked.

A beneficiary can reclaim under the scheme after a minimum gap of one year.

Who is eligible for the fish seed rearing assistance?

You can apply if:

• You belong to a Scheduled Caste and hold a caste certificate from the competent authority in Gujarat.
• You are 18 years of age or above.
• You are engaged in inland fisheries: fishing or fish farming in reservoirs, ponds or rivers rather than marine fishing.
• You hold a personal bank account, since assistance is credited directly.
• You can produce valid identity documentation: Aadhaar card, voter ID, ration card or passport.

Beyond individuals, the scheme also covers societies, self-help groups, associations, reservoir monopoly holders and private units working in inland fisheries, where the beneficiaries are Scheduled Caste.

You are not eligible and cannot apply if:

• You do not belong to a Scheduled Caste. This is a caste-targeted component, and applicants from other categories must look at the general or Scheduled-Tribe fisheries components instead.
• You are below 18 years of age.
• You are engaged only in marine fishing. The scheme sits within inland fisheries.
• You have no bank account, since there is no cash payment route.
• You claimed under the scheme less than a year ago.

There is no published income ceiling and no landholding condition. What the department verifies is caste status, age, the fisheries activity and the water body in which the rearing will be done.

How to apply for the fish seed rearing scheme on i-Khedut

1. Open the i-Khedut portal at ikhedut.gujarat.gov.in and choose the beneficiary registration option, selecting whether you are registering as a farmer, an institution or another category.
2. Enter your district, taluka and village, your bank account details and, for an institution, the registered name of the society or self-help group.
3. Give your mobile number and email, verify the OTP sent to the mobile number, set a password and complete the registration.
4. Log in and open Agricultural Schemes, then find the fisheries scheme "Assistance to Scheduled Castes for Fisheries, Fish Seed Rearing".
5. Select the component you want — spawn to fry, fry to fingerlings, or spawn to fingerling, and click Apply.
6. Fill the application with your personal details, caste certificate details, bank details and details of the pond or reservoir where rearing will be done, then confirm the application.
7. Print the confirmed application, sign it, attach self-attested copies of the documents and submit it to the district fisheries office when asked.

Registration and application on i-Khedut are free. An applicant without internet access can complete the same steps at a Village Computer Entrepreneur (VCE) point, a Gram Panchayat e-Gram centre or a Common Service Centre, and should keep the printed acknowledgement.

How do you check the status of an i-Khedut fisheries application?

1. Return to ikhedut.gujarat.gov.in and log in with your registered mobile number and password.
2. Open the application status option and enter your application number.
3. Read the stage shown: confirmed, verified at district level, approved or rejected.
4. If your application shows "not confirmed", it was saved but never submitted; open it and complete the confirmation step, because an unconfirmed application is never processed.

Why fish seed rearing applications get rejected
