What is the PMMSY ice plant scheme in Gujarat?

PMMSY Construction of Ice Plant or Storage of Minimum 10 Tonne Capacity is a component of the Pradhan Mantri Matsya Sampada Yojana, the Government of India's flagship fisheries scheme launched in 2020 by the Department of Fisheries. In Gujarat the component is implemented by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department, and applications are taken on the state's iKhedut portal.

The problem the component addresses is simple and expensive. Fish begins losing value the moment it is landed. Without ice at the landing centre, a catch that would fetch a good price in Ahmedabad or a processing plant gets sold cheap at the shore. Gujarat has the longest coastline in India and a very large marine landing, so cold chain gaps translate directly into lost income for fishermen. A small ice plant or ice storage of at least 10 tonnes placed near a landing centre lets a fisherman ice the catch immediately, hold it, and sell it into a better market.

Note that the unit cost is a ceiling for subsidy calculation, not a budget you are obliged to spend. If your project costs less than Rs 40,00,000, the subsidy is worked out on the lower actual cost, not on the ceiling.

Who is eligible for the PMMSY 10 tonne ice plant subsidy?

You can apply if:

• You are a native of Gujarat.
• You hold a boat registered in the Real Craft vessel registration system.
• You hold a valid fishing licence issued by the Gujarat fisheries department.
• You have a site: owned or on registered lease, where the plant can be built, with power and water available.
• You have a bank account in your own name and can fund the beneficiary share, from your own resources or a sanctioned term loan.

You cannot apply if:

• You do not hold a valid fishing licence or a Real Craft registered boat. Such applicants are not eligible under the eligibility condition stated for this component.
• You are building a unit below 10 tonne capacity, that falls outside this component.
• You have already constructed the plant before sanction. PMMSY assistance is back-ended against a sanctioned proposal, and completed works do not qualify retrospectively.
• You have already drawn PMMSY assistance for the same asset at the same site.
• You cannot show clear title or a registered lease for the plant site.

Applicants building a larger unit should use the separate Gujarat PMMSY component for modernisation of a cold storage or ice plant of at least 30 tonnes, which carries a unit cost of Rs 50,00,000 with the same 40 and 60 per cent rates.

What documents are required?

How to apply for the PMMSY ice plant subsidy

1. Open ikhedut.gujarat.gov.in and go to the Schemes section, then select the fisheries schemes (matsyodyog) list.
2. Find the component for construction of an ice plant or storage of minimum 10 tonne capacity and click Apply. Register on the portal if you are new, setting a password through OTP verification on your mobile number.
3. Fill the application with your personal details, boat registration number, fishing licence number, proposed capacity, project cost, site details, bank account and Aadhaar number, then submit.
4. Confirm the application. An unconfirmed application never reaches the fisheries office, and this is the most common reason a claim silently dies.
5. Print the confirmed application, sign it, and attach self-attested copies of Aadhaar, fishing licence, boat registration, land papers, quotation, bank passbook and, where the higher rate is claimed, the caste certificate.
6. Submit the signed set at your district fisheries office, the office of the Superintendent of Fisheries — within the days allowed, and keep the acknowledgement.
7. Wait for administrative sanction before spending. Only after sanction should you place the order and start construction.
8. On completion, ask the district fisheries office for physical verification and submit the final bills, after which the subsidy is transferred to your bank account.

How to apply offline or with help

1. Visit the district fisheries office or a village computer entrepreneur / e-Gram centre with Aadhaar, fishing licence, boat registration, land papers, quotation and bank passbook.
2. Have the iKhedut application filed and confirmed on your behalf.
3. Sign the printout and submit it with documents at the district fisheries office counter, retaining the receipt.

Gujarat processes even assisted applications through iKhedut, so there is no separate paper-only route to sanction.

How to check your application and payment status

1. Open ikhedut.gujarat.gov.in and select the application status option.
2. Enter your application number with the registered mobile number or Aadhaar number.
3. The screen shows whether the application is confirmed, whether the physical copy is recorded as received, and the sanction position.
4. After completion and verification, watch your bank passbook for the credit. If the credit does not appear weeks after verification, ask the district fisheries office for the release date and the voucher reference.

Why applications get rejected

• Application not confirmed on iKhedut, or the physical copy never submitted.
• Fishing licence expired or the boat not traceable in Real Craft.
• Capacity below 10 tonnes in the quotation, which puts the project outside the component.
• Construction started before sanction. A very common and costly error.
• Site papers unclear, for example land held informally or on an unregistered lease.
• Name mismatch between Aadhaar, bank account and the licence.
• Target exhausted for the district in the current year, which parks a valid application for the next cycle rather than rejecting it on merit.
