What is the PMMSY Open Sea Cage scheme in Gujarat?

Open sea cage culture is the practice of growing fish; typically high-value marine species such as cobia, sea bass or pompano, inside a moored floating cage in the sea rather than catching them wild.   • You hold a valid fishing licence issued by the state fisheries department.
  • You have completed registration on the iKhedut portal, which is the single entry point for the state's farmer and fisher schemes.
  • You hold a bank account in your own name for the subsidy transfer.
  • You are willing to obtain in-principle approval before purchasing the cage.

You cannot apply, or are not eligible, if:

  • You have no registered boat or no fishing licence. This component is for working fishermen, not for outside investors in aquaculture.
  • You are not a resident of Gujarat.
  • You have already purchased and installed the cage before approval. Prior purchase disqualifies the claim.
  • You have already taken assistance under this component, since it is a once-in-a-lifetime benefit.
  • You want assistance for a cage outside the 100-120 cubic metre band, other PMMSY components cover other sizes and other kinds of aquaculture, and the application must be filed under the right component.
  • The bank account offered is not in the applicant's own name.

The beneficiary bears the remaining cost; Rs 3,00,000 in the general category and Rs 2,00,000 for a woman, SC or ST beneficiary at the full unit cost. How to apply for the PMMSY open sea cage scheme

  1. Open the iKhedut portal at ikhedut.gujarat.gov.in and check that the fisheries scheme window is open. Gujarat opens iKhedut components in notified windows rather than continuously, so the component must be live before you can file.
  2. Register as a beneficiary on iKhedut using your mobile number and OTP verification, and complete the personal, land or vessel, and bank details.
  3. Go to the scheme list, choose the fisheries group, and select the component Establishment of Open Sea Cages (100-120 m3 volume). Filing under a different component is not corrected later — it is rejected.
  4. Fill the application with your boat registration number, fishing licence number, category and bank account details, and attach the quotations for the cage.
  5. Submit online, then print the confirmed application. iKhedut requires the application to be confirmed before printing; an unconfirmed draft carries no status.
  6. Submit the printed application with self-attested documents to the district fisheries office within the time the portal states, and keep the receipt.
  7. Wait for in-principle approval before you buy anything. Purchase and installation done before approval cannot be reimbursed.
  8. Install the cage, then request verification. Departmental officers inspect the installed cage and the purchase bills before the subsidy is released to your bank account.

How do I check my application status?

Applicants track the file on the iKhedut portal using the application number printed on the confirmed application, under the application-status option. The portal shows whether the application is pending at the district office, approved in principle, or sent for payment.

For anything the portal does not answer. An inspection not scheduled, a bill query, an approval not issued. The district fisheries office that received your printed application is the point of contact. The Commissioner of Fisheries publishes district office contact details on cof.gujarat.gov.in.

Why do open sea cage applications get rejected?

  • Purchase made before in-principle approval, which is the most common and the least recoverable error.
  • Fishing licence expired on the date of application.
  • Boat not registered, or registration in a different person's name from the applicant.
  • Printed application not submitted to the district office after online filing, so the file never enters verification.
  • Bank account in a spouse's or relative's name, which blocks the transfer.
  • Caste certificate missing where the 60 per cent rate has been claimed, with the result that the claim is processed at 40 per cent or held.
  • Cage size outside the 100-120 cubic metre band specified for this component.
  • Second claim by a beneficiary who has already used the once-in-a-lifetime benefit.
