PMMSY: Upgradation of Existing Fishing Vessels for Export Competency - Gujarat
Gujarat state government scheme
PMMSY Upgradation of Existing Fishing Vessels for Export Competency is a Gujarat fisheries scheme on a unit cost of Rs 15,00,000 that pays 40 per cent (Rs 6,00,000) to general category boat owners and 60 per cent (Rs 9,00,000) to women, SC and ST beneficiaries. Licensed boat owners apply once in a lifetime on the iKhedut portal.
What is the PMMSY fishing vessel upgradation scheme in Gujarat?
PMMSY Upgradation of Existing Fishing Vessels for Export Competency is a component of the Pradhan Mantri Matsya Sampada Yojana implemented in Gujarat by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department. The component pays a capital subsidy to boat owners who upgrade an existing fishing vessel so that the catch it lands meets export-grade handling norms.
According to the scheme details published by the Government of Gujarat, the component works on a unit cost of Rs 15,00,000. General category beneficiaries receive 40 per cent, that is Rs 6,00,000. Women, Scheduled Caste and Scheduled Tribe beneficiaries receive 60 per cent, that is Rs 9,00,000. Funding is shared 60 per cent by the Government of India and 40 per cent by the Government of Gujarat, the standard PMMSY pattern for centrally sponsored components.
Why the state runs this component
The state's own stated rationale is blunt. Gujarat is one of India's leading marine producers, but exports lag because handling on board and on shore does not meet buyer norms. Around 27,000 small and large boats operate along the Gujarat coast. Upgrading those vessels: better on-board preservation, safer sea worthiness, insulated handling; raises both the price the catch fetches and the safety of the crew.
The wider set of interventions in the same family includes ice plants and cold storage of at least 30 tonnes capacity, insulated vehicles, three-wheelers with ice boxes including e-rickshaws, and live fish vending centres. This guide covers specifically the vessel upgradation component.
Key features
- Unit cost: Rs 15,00,000.
- Subsidy: 40 per cent general, 60 per cent for women, SC and ST.
- Maximum assistance: Rs 9,00,000.
- Claim frequency: once in a lifetime per beneficiary.
- Application: online on the iKhedut portal.
- Funding: 60:40 between the centre and the state.
Who is eligible for the vessel upgradation subsidy?
You can apply if:
- You are a native of Gujarat.
- You own a fishing boat registered under Real Craft software.
- You hold a valid fishing licence.
- You have completed online registration on the iKhedut portal.
- You obtain in-principle approval before purchasing against the floor plan.
- You have a bank account in your own name.
Higher rate: women, Scheduled Caste and Scheduled Tribe beneficiaries get 60 per cent of the unit cost instead of the general 40 per cent.
You cannot apply if:
- You are not a native of Gujarat.
- Your vessel is not registered under Real Craft. An unregistered boat cannot be brought into the scheme by paperwork alone; register it first.
- You do not hold a valid fishing licence.
- You have already claimed this upgradation assistance once. The benefit is a once-in-a-lifetime entitlement.
- You have already carried out the purchase or upgradation before receiving in-principle approval.
- You have no bank account in your own name, since the payment is a direct transfer.
There is one further practical limit worth understanding. Even when you meet every criterion, assistance is released as per the category-wise target allocated by the Government of India for the year. A qualified applicant can therefore be held over to the next cycle when a category's target is exhausted. That is a queue, not a rejection.
How much money will I actually get?
| Beneficiary category | Share of unit cost | Amount |
|---|---|---|
| General | 40 per cent | Rs 6,00,000 |
| Women | 60 per cent | Rs 9,00,000 |
| Scheduled Caste | 60 per cent | Rs 9,00,000 |
| Scheduled Tribe | 60 per cent | Rs 9,00,000 |
The unit cost of Rs 15,00,000 is a ceiling, not a guaranteed valuation. If the approved cost of your upgradation is lower than Rs 15,00,000, the subsidy is computed on the lower figure at the same percentage. The balance is the beneficiary's own contribution, funded from own resources or a bank loan.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity, and iKhedut registration |
| Fishing licence | Yes | Valid licence copy |
| Real Craft boat registration | Yes | The vessel being upgraded |
| Bank passbook or cancelled cheque | Yes | Account for the direct transfer |
| Identity card | Yes | Fisherman identity card or equivalent |
| Ration card | Yes | Family and residence details |
| Quotations | Yes | Priced quotations for the upgradation work |
| Passport-size photographs | Yes | For the application file |
| Caste certificate | Only for SC/ST claims | Needed to claim the 60 per cent rate |
Keep the quotations conservative and specific. The in-principle approval is issued against them, and a later invoice that departs sharply from the approved quotation is a common cause of a claim being reduced at the verification stage.
How to apply for the PMMSY vessel upgradation scheme
Register first
- Open the iKhedut portal at ikhedut.gujarat.gov.in.
- Click Login at the top right, then Beneficiary Registration, and pick your beneficiary type — Farmer, Institutional or Except For the Farmer. Most individual fishermen use one of the latter two.
- If you chose Institutional or Except For the Farmer, enter the company or entity name and address. Then, for all types, select your district, taluka and village, choose what type of account holder you are, enter your account number and name, solve the captcha and click Save and Next.
- Enter your mobile number and email, click Send OTP, type the OTP, set and confirm a password, solve the captcha and click Submit.
Then apply
- Log in at ikhedut.gujarat.gov.in, open Schemes, and choose the fisheries or agricultural scheme list that carries this PMMSY component.
- Select the scheme and click Apply. The application page opens.
- Click Apply New and fill in the application, uploading the licence, Real Craft registration, quotations and other documents.
- Use Update Application if you need to correct anything before confirming.
- Confirm the application. Unconfirmed applications are not processed.
- Print the confirmed application and submit the signed printout with original documents to the office named on the acknowledgement, usually the district fisheries office.
- Wait for in-principle approval before spending anything on the upgradation.
How do I check my application status?
- Log in to ikhedut.gujarat.gov.in with your registered mobile number and password.
- Open the application list and check the status against your application number.
- For anything the portal cannot answer, use the iKhedut contacts page at ikhedut.gujarat.gov.in/Public/frm_Public_Contacts.aspx, or approach your district Superintendent of Fisheries.
Common reasons applications fail
- Boat not registered under Real Craft. Registration is a precondition, not something that can be regularised later.
- Expired or missing fishing licence.
- Work started before in-principle approval, which invalidates the claim.
- Application saved but never confirmed on iKhedut.
- Bank account in a relative's name, which blocks the direct transfer.
- Caste certificate missing on a claim for the 60 per cent rate, which results in the claim being processed at 40 per cent instead.
- Category target exhausted for the year, which defers rather than kills the application.
When are applications accepted?
Applications for iKhedut fisheries components open in windows announced on the portal, usually aligned with the financial year and the release of the annual PMMSY target. No permanent last date is published. Watch the iKhedut home page notices and the Commissioner of Fisheries website at cof.gujarat.gov.in, and be ready with documents before the window opens, because the windows are often short and target-bound.
Where do I complain?
- Commissioner of Fisheries, Gujarat; cof.gujarat.gov.in.
- District Superintendent of Fisheries for verification, in-principle approval and inspection delays.
- iKhedut contacts page for portal and login problems.
- Agriculture, Farmers Welfare and Co-operation Department, Gandhinagar, for escalation. No dedicated toll-free helpline is published for this component, so use the district fisheries office as the first point of contact.
There is no fee to register on iKhedut or to apply. No agent is authorised to charge for arranging in-principle approval or for "speeding up" the subsidy.
