What is the PMMSY motorcycle with ice box scheme in Gujarat?

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) component "Motorcycle with Ice Box" is a small capital subsidy administered in Gujarat by the Commissioner of Fisheries, under the Agriculture, Farmers Welfare and Co-operation Department. It part-funds a motorcycle fitted with an insulated ice box so that a fisherman or fish vendor can carry the catch to buyers without it spoiling on the way.

PMMSY is centrally sponsored. For this component the cost is shared 60 percent by the Government of India and 40 percent by the Government of Gujarat, with the state fisheries department sanctioning cases and paying beneficiaries directly.

The reasoning behind the component is set out plainly in the Gujarat fisheries scheme note. Marine production in Gujarat is among the highest in the country, but the state loses value because fish is not kept in condition after landing. An insulated vending unit, a motorcycle with an ice box for a single vendor, a three wheeler for a larger round; lets the consumer buy fresh, clean fish locally and lets the seller hold a better price. The same note records that around 27,000 small and large boats operate in the state, which is the scale this cold-chain push is trying to serve.

Key numbers

  • Unit cost: Rs 75,000 for the motorcycle with ice box.
  • General category: 40 percent, up to Rs 30,000.
  • Women, SC and ST: 60 percent, up to Rs 45,000.
  • Once in a lifetime per beneficiary.
  • Released as per the target allocated by the Government of India for that category and financial year.

The remainder: Rs 45,000 for a General applicant and Rs 30,000 for a woman, SC or ST applicant, is the beneficiary's own money. This is a subsidy on a purchase, not a free vehicle, and the department expects the applicant to be able to fund the balance before applying.

Who is eligible for the motorcycle with ice box subsidy?

An applicant qualifies if all of these hold:

  • The applicant is a native of Gujarat state.
  • The applicant has a fishing boat registered under ReALCraft, the national Registration and Licensing of Fishing Craft system.
  • The applicant holds a valid fishing licence.
  • The applicant has completed online registration on the iKhedut portal.
  • The applicant obtains in-principle approval before purchasing the vehicle.
  • The applicant has a bank account in their own name.

Rate relaxation

  • Women, Scheduled Caste and Scheduled Tribe applicants: 60 percent of unit cost.
  • General category applicants: 40 percent of unit cost.

Who cannot apply

  • A fish seller without a ReALCraft-registered boat is not eligible. This single condition excludes most pure retail vendors and it is not relaxed.
  • An applicant without a valid fishing licence cannot apply.
  • A resident of another state cannot apply under the Gujarat allocation.
  • A beneficiary who has already received this assistance once cannot receive it again.
  • An applicant who bought the motorcycle before in-principle approval is not eligible to claim on that purchase.
  • An applicant without a bank account in their own name cannot be paid, because release is by Direct Benefit Transfer.
  • An applicant who fits no ice box to the motorcycle fails physical verification and cannot be paid, even after sanction.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity and DBT seeding
Fishing licence Yes Must be valid on the date of application
ReALCraft boat registration Yes Number entered in the iKhedut form
Bank passbook Yes Own name, Aadhaar-seeded
Gujarat residence proof Yes Ration card, utility bill or Talati certificate
Caste certificate No Only to claim the 60 percent SC or ST rate
Quotation for motorcycle and ice box Yes For in-principle approval

Keep a scanned copy of the ReALCraft registration and the fishing licence ready before opening the form. Those two documents establish eligibility; everything else is confirmation.

How to apply for the motorcycle with ice box in Gujarat

  1. Register on iKhedut at ikhedut.gujarat.gov.in. Click "Login" at the top right, choose "Beneficiary Registration", and pick your beneficiary type — Farmer, Institutional, or Except For the Farmer.
  2. Enter your location and bank details, district, taluka, village, the type of account holder you are, your account number and name; solve the captcha and click "Save and Next".
  3. Verify with OTP. Enter your mobile number and email, request the OTP, enter it, set a password, solve the captcha and submit.
  4. Log in and open "Schemes", then the fisheries scheme list, and select "Motorcycle with Ice Box".
  5. Click "Apply", then "Apply New" and fill the application; ReALCraft registration number, fishing licence number, category, bank details, and attach the quotation for the motorcycle and the ice box.
  6. Correct anything using "Update Application", then confirm the application. Confirmation is what turns a draft into a live application.
  7. Print the confirmed application, sign it, and submit it with the documents at the office of the district Superintendent of Fisheries.
  8. Wait for in-principle approval and only then buy the motorcycle and have the ice box fitted.
  9. File the purchase invoice and RC book at the district office. After the vehicle is physically verified, the subsidy of Rs 30,000 or Rs 45,000 is credited to your bank account by DBT.

How do I check the status of my application?

Use the application status page on iKhedut with the application number printed on the confirmed form. The physical file, however, sits with the district Superintendent of Fisheries, who records the field verification and forwards the claim to the Commissioner of Fisheries for release.

There is a gap between sanction and payment that applicants often misread as a rejection. Sanction only authorises the purchase. Payment happens after the motorcycle exists, is registered, has the ice box fitted, and has been seen by the department. If the sanction letter has arrived and the money has not, the next step is to ask for the verification visit, not to reapply.

Why do these applications fail?

  • Motorcycle bought before in-principle approval. The most common and most costly error.
  • Boat registration lapsed on ReALCraft, or the boat is registered in a relative's name rather than the applicant's.
  • Fishing licence expired on the date of application.
  • Bank account not Aadhaar-seeded, or held jointly in another person's name, so the DBT credit bounces.
  • 60 percent claimed without a caste certificate, after which the case is reassessed at 40 percent and the applicant is short of funds.
  • Application left unconfirmed on iKhedut. A saved draft is not an application.
  • No ice box fitted, or a box that is not insulated, so the unit fails physical verification.
  • Annual target exhausted in the district for that category, in which case an otherwise valid application is carried forward rather than rejected.

Where do I complain about a delayed subsidy?

  • District Superintendent of Fisheries is the first point of contact for a pending verification, a sanction not issued, or a claim not forwarded.
  • Commissioner of Fisheries, Gujarat, whose scheme pages are published at cof.gujarat.gov.in, is the escalation above the district office.
  • iKhedut helpdesk, reachable through the contact page on ikhedut.gujarat.gov.in, handles registration, OTP and confirmation failures.
  • Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat is the administrative department above the Commissioner.

No fee is charged for an iKhedut application under this component, and no motorcycle dealer is authorised to collect money for "getting the subsidy approved". The sanction chain runs only through the fisheries department.

Frequently asked questions

How much subsidy is given for a motorcycle with ice box in Gujarat?

The unit cost is fixed at Rs 75,000. General category beneficiaries get 40 percent, up to Rs 30,000, and women, Scheduled Caste and Scheduled Tribe beneficiaries get 60 percent, up to Rs 45,000. The remainder is the beneficiary's own contribution.

How often can I claim this benefit?

Once in a lifetime. The scheme record states the assistance is provided once per beneficiary, so a replacement motorcycle years later cannot be subsidised again under the same component.

Who funds the motorcycle with ice box component?

The Government of India contributes 60 percent and the Government of Gujarat 40 percent, under the centrally sponsored Pradhan Mantri Matsya Sampada Yojana. The state Commissioner of Fisheries implements and disburses it.

Do I need a registered fishing boat to apply?

Yes. Eligibility requires a fishing boat registered under the ReALCraft software and a valid fishing licence, which limits the component to working fishermen rather than any person who wants to sell fish.

Can I buy the motorcycle first and apply afterwards?

No. In-principle approval must be obtained before the purchase. A motorcycle bought before approval is normally disallowed at the claim stage, and the money cannot be recovered afterwards.

How do I apply for the motorcycle with ice box scheme?

Apply online on the iKhedut portal at ikhedut.gujarat.gov.in after completing beneficiary registration, then submit the printed confirmed application with documents at the district Superintendent of Fisheries office.

What is the difference between this and the three wheeler component?

The motorcycle component has a Rs 75,000 unit cost and a maximum subsidy of Rs 45,000, while the three wheeler with ice box component has a Rs 3,00,000 unit cost and a maximum subsidy of Rs 1,80,000. Both are once-in-a-lifetime benefits and a beneficiary is normally sanctioned only one vending unit.

Is the subsidy paid before or after I buy the motorcycle?

After. The subsidy is released by Direct Benefit Transfer once the purchase invoice and the vehicle registration are filed and the district fisheries office has physically verified the motorcycle and the fitted ice box.
