Diesel is the single largest running cost for a mechanised fishing boat. A trip of several days burns a very large volume of fuel, and the state tax component alone can decide whether a trip is profitable. The Diesel VAT Relief Scheme takes that tax component off the fisherman's bill through a government-issued Diesel Card, rather than through an annual claim or a paper refund process.
Gujarat has India's longest coastline and one of the largest marine fishing fleets in the country, so the scheme is one of the state's most significant sectoral supports for the fishing community.
What changed in July 2026?
On 8 July 2026, the Gujarat cabinet chaired by Chief Minister Bhupendra Patel revised the scheme and removed the 20-metre boat length restriction entirely. Until that decision, boats longer than 20 metres, which includes most deep-sea vessels: were outside the scheme, even though they are the boats that consume the most diesel.
Government spokesperson Jitu Vaghani stated that the restriction was removed "in the larger interest of the fishing community". Following the amendment, the state expects more than 18,000 registered mechanised fishing boats to qualify for diesel VAT relief, and all eligible boats are to be issued a Diesel Card.
The practical consequence for an owner of a longer boat is direct: a vessel that was ineligible in June 2026 may be eligible now, and the correct next step is to confirm the boat's registration and licence status and apply for the card.
How much relief does the scheme give?
The relief is up to Rs 15 per litre of diesel. Two qualifications matter:
- Rs 15 per litre is a ceiling, not a flat rate. Where the value added tax actually applicable to the purchase works out to less than Rs 15 per litre, the relief is restricted to the actual VAT amount.
- The relief is tied to diesel bought for the fishing boat from government-approved pumps against the Diesel Card. Fuel bought for any other purpose, or bought outside the card system, does not attract the relief.
Because the relief is per litre rather than a fixed annual sum, the value to any individual boat depends on how much diesel it consumes, which is precisely why removing the length restriction mattered so much to deep-sea operators.
Who is eligible for the Diesel VAT Relief Scheme?
You can claim relief if:
- You are the owner of a mechanised fishing boat operating from Gujarat.
- The boat is registered on the ReALCraft portal, the national registration and licensing system for fishing craft.
- You hold a valid fishing licence for the boat.
- You have been issued a Diesel Card by the Government of Gujarat.
You are not eligible if:
- You operate a non-mechanised boat with no diesel engine — there is no diesel purchase to relieve tax on.
- Your boat is not registered on ReALCraft, or the registration has lapsed.
- Your fishing licence has expired. A lapsed licence suspends the benefit even where the boat is otherwise fully eligible.
- You are crew rather than the boat owner. The entitlement attaches to the registered boat and its owner; deckhands and labour cannot apply separately.
- You do not hold a valid Diesel Card, or the card has been cancelled.
Boat length is no longer a disqualifier. Anyone who was told in the past that their vessel was too long should re-check eligibility against the 8 July 2026 revision.

How to apply for the Diesel VAT Relief Scheme
- Register the boat on the ReALCraft portal if it is not already registered, and confirm the registration details are current. Boat registration and licensing are handled through the Fisheries Department.
- Obtain or renew the fishing licence for the boat from the district fisheries office. Both registration and a live licence are preconditions.
- Generate a token number on the Fisheries Department registration page at fisheries.gujarat.gov.in using your personal details, where the district office directs you to do so.
- Apply for the Diesel Card at the district or regional fisheries office with the boat registration certificate, fishing licence and identity proof.
- Collect the Diesel Card once it is issued and check that the boat registration number printed on it is correct.
- Buy diesel only from government-approved pumps, presenting the Diesel Card for each purchase so it is recorded against your boat.
- Verify the relief is credited through the online system after purchases, and raise any shortfall with the district fisheries office promptly rather than at the end of the season.
How to check that relief is reaching you
Because the relief is delivered per purchase rather than as a lump sum, checking means reconciling rather than tracking an application:
- Keep the purchase slips from the approved pump for every diesel fill.
- Compare the volume recorded against your Diesel Card with the relief credited under the online system.
- If a purchase does not show up, take the slip to the district fisheries office, the usual causes are a card not being swiped correctly at the pump or a pump that is not on the approved list.
- Confirm your licence and registration validity before assuming a system error, since both are checked automatically.
Why diesel VAT relief stops
- Fishing licence expired. The single most common cause, and the easiest to prevent.
- Boat registration not renewed or not updated on the ReALCraft portal after a change of ownership, engine or vessel details.
- Diesel Card lapsed, damaged or cancelled, or issued against details that no longer match the boat.
- Diesel bought from a pump outside the approved list, in which case the purchase is simply not captured.
- Ownership transferred without the card and registration being updated, so purchases record against a person who is no longer the owner.
- Fishing ban period. Gujarat, like other maritime states, observes a seasonal fishing ban, and no diesel purchases arise during it.

Registration on ReALCraft and issue of a Diesel Card are government processes with no commission payable to any intermediary.
