PMMSY Modernization of Cold Storage / Ice Plant is a cold-chain component of the Pradhan Mantri Matsya Sampada Yojana, implemented in Gujarat by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department. • You will obtain in-principle approval before purchasing plant, machinery or construction materials.

You cannot apply, or are not eligible, if:

• You have no registered fishing vessel or no valid fishing licence. This component is aimed at the fishing community, not at general cold-chain investors.

• You have already started construction or bought equipment before approval.
• You have already availed this component once. It is a lifetime benefit.
• You are not a resident of Gujarat.

How much assistance does the scheme give?

Two practical points follow from the table:

• Subsidy is capped by actual cost. If the verified project cost is below Rs 50,00,000, the subsidy is the applicable percentage of the actual cost, not the cap. A Rs 35,00,000 project in the general category attracts Rs 14,00,000.
• Subsidy is back-ended. Money is released after the facility is completed and physically verified by departmental officers, so the applicant must arrange bridge finance for the full project cost.

1. Check on ikhedut.gujarat.gov.in that the fisheries application window is open. Gujarat notifies component-wise windows, and applications outside a live window are not accepted.
2. Register as a beneficiary on iKhedut with your mobile number and OTP verification, completing personal, vessel and bank details.
3. Open the scheme list, select the fisheries group and choose Modernization of Cold Storage / Ice Plant. Applying under a different component cannot be corrected later.
4. Enter the project details, proposed capacity in tonnes, site, estimated cost — and upload the itemised quotations for plant and machinery.
5. Submit and confirm the application, then print the confirmed copy. An unconfirmed draft has no status on the portal.
6. Deliver the printed application with self-attested documents to the district fisheries office within the time the portal specifies, and keep the acknowledgement.
7. Wait for in-principle approval before spending anything. Purchases made before approval are not reimbursable.
8. Build or modernise the facility, retain all bills and payment proofs, then request departmental verification. Subsidy is released to your bank account after that inspection.

How do I check my application status?

Applicants check the file on iKhedut using the application number on the confirmed printout, through the application-status option. The portal shows whether the file is pending at the district office, approved in principle or moved for payment.

Physical verification is the step where large files most often wait, because it requires an officer to visit the completed facility. Keep the site accessible, keep the bills organised by head of expenditure, and respond to any query in writing so there is a record.

Why do applications get rejected?

• Construction or purchase started before in-principle approval.
• Capacity below 30 tonne, which puts the project outside this component.
• Expired fishing licence on the date of application.
• Vessel registration in another name, which breaks the eligibility check.
• Printed application never submitted to the district office after online filing.
• Vague or unitemised quotations, which prevent the admissible cost from being fixed.
• Bills that do not match the approved quotations at verification stage.
• Caste certificate not attached where the 60 per cent rate was claimed.
• Repeat claim by a beneficiary who has already used the lifetime benefit.

The Pradhan Mantri Matsya Sampada Yojana, run by the Department of Fisheries with an outlay of about Rs 20,050 crore, funds the fisheries value chain from production through to post-harvest.
