What is the Assistance to Scheduled Castes for Fisheries scheme?

Assistance to Scheduled Castes for Fisheries is a Gujarat state government scheme implemented by the Commissioner of Fisheries, which sits under the Agriculture, Farmers Welfare and Co-operation Department. The Commissioner of Fisheries lists the scheme on its official portal under the Inland Fisheries group of programmes, with the state budget code FSH-02, 800/01.

The scheme is one of three inland fisheries budget lines the department publishes together. The other two are "To increase fish seed production and inland fisheries equipment in non-tribal areas" (FSH-02, 101/02) and the matching tribal areas scheme (FSH-02, 796/02). This one is the Scheduled Caste sub-plan line: the money is ring-fenced for Scheduled Caste beneficiaries rather than being open to all fish farmers.

Who is eligible for the Scheduled Castes fisheries assistance?

• You belong to a Scheduled Caste and hold a caste certificate issued by the competent revenue authority in Gujarat.
• You are a resident of Gujarat.
• You are engaged in fisheries or fish farming: as a fisher, a fish farmer holding a tank or pond, or a member of a registered fisheries co-operative society.
• You hold a bank account in your own name, because the assistance is released by Direct Benefit Transfer.

You are not eligible if:

• You do not hold a Scheduled Caste certificate. Applicants from the general, OBC or Scheduled Tribe categories cannot apply under this budget head, Scheduled Tribe fishers are covered by the separate tribal areas line, FSH-02, 796/02.
• You are not a resident of Gujarat. This is a state budget scheme, not a central one.
• You have no documentary link to fisheries activity, such as a fishing licence, a water-body lease or co-operative membership.

3. Fill the form and attach the documents listed above: caste certificate, Aadhaar, residence proof, bank passbook and proof of fisheries activity.
4. Submit the completed file at the district Fisheries office and take a dated receipt or acknowledgement. Without an acknowledgement you have no record of the date you applied, which matters when allocations run out.
5. Cooperate with the field verification by the Fisheries Inspector or Assistant Director of Fisheries, who confirms your activity and, where relevant, inspects the water body or the equipment purchased.
6. Follow up at the same office for sanction. Once sanctioned, the subsidy is credited to the bank account you submitted.

Why applications get rejected, and how to fix it

• Bank account not Aadhaar-seeded. The DBT credit fails. Get the account seeded at your bank branch.
• No proof of fisheries activity. A bare declaration is not accepted. Join a registered fisheries co-operative society or produce the lease document for the water body you work.
• Year's allocation exhausted, this is a budget-head scheme with a fixed annual provision, so late applications in a financial year can be held over. Apply early in the financial year, soon after April.
