What is the Award of Fellowship to Most Eminent Artist?

Award of Fellowship to Most Eminent Artist is a scheme of the Gujarat State Lalit Kala Akademi (Gujarat Rajya Lalit Kala Akademi), an autonomous body under the Sports, Youth and Cultural Activities Department of the Government of Gujarat. The Akademi describes it as a fellowship for artists of the plastic arts who have retired from the profession and hold a distinguished reputation at the national level.

According to the Akademi's scheme page, the fellowship pays Rs 5,000 a month to 10 artists, for an initial period of one year, extendable by up to two additional years if the Akademi's committee finds the artist's work encouraging. The amount is disbursed from the month the fellowship is approved until the end of that financial year.

The purpose is straightforward and unusual among Indian arts schemes. Most cultural funding rewards output. An exhibition, a project, a performance. This fellowship rewards a career. A painter or sculptor who spent forty years building a national reputation but no institutional pension is exactly who the scheme is built for, and it is why "retired from the art profession" is written into the eligibility rather than treated as a disqualification.

Where it sits in the Akademi's scheme list

The Gujarat State Lalit Kala Akademi runs more than twenty schemes. The main ones alongside this fellowship are the Contemporary Artist Camp, the Sand Sculpture Festival, art discourses and slide shows, publication assistance, district-level travelling exhibitions, art workshops and seminars, drawing teacher seminars, one-man shows organised by the Akademi, the Kalakar Sanman artist honour, the State Art Exhibition competition, the Youth Artist Camp, and the Junior/Senior Fellowship.

The Akademi also gives direct exhibition support. In 2021-22 it assisted 6 artists with a total of Rs 5,88,205 for exhibitions held outside Gujarat, and 12 artists with Rs 8,23,227 for exhibitions inside the state. Those figures give a sense of scale: this is a small, curated Akademi budget, and the fellowship's 10 places are genuinely competitive.

Who is eligible for the fellowship?

An artist can apply if all of the following are true:

• The artist is aged 60 years or above.
• The artist has retired from the art profession.
• The artist works in the plastic arts; painting, sculpture or graphic art.
• The artist is established, with a distinguished reputation recognised at the national level.

An artist is not eligible if:

• The artist is under 60 years of age.
• The artist is still active in the profession rather than retired. Practising artists are served by the Akademi's Junior and Senior Fellowship instead.
• The artist works outside painting, sculpture and graphic art. Musicians, dancers and theatre artists fall under the Gujarat State Sangeet Natak Akademi; writers fall under the Gujarat Sahitya Akademi.
• The artist has only local or state-level recognition without the national-level standing the scheme specifically asks for.
• The artist is applying on behalf of an institution, gallery or trust. This is a personal fellowship to an individual artist, not an institutional grant.

Selection is by a committee of expert artists appointed by the Akademi, the same mechanism the Akademi uses for its Junior and Senior Fellowship. Meeting the eligibility conditions therefore does not guarantee a fellowship, with only 10 places, the committee's assessment of the body of work decides it.

What documents are required?

The Akademi's own wording asks for "detailed career information in the plastic arts field" together with "photographs or colour slides documenting the artistic work". Treat the documentation of the work as the heart of the application, not an annexure — it is what the expert committee actually assesses.

How to apply for the Award of Fellowship to Most Eminent Artist

2. Select Award of Fellowship to Most Eminent Artist and download the application form PDF published on the scheme page.
3. Fill in the form with your personal details, date of birth, art discipline, and bank account details.
4. Prepare the career record, a chronological account of your work in painting, sculpture or graphic art, with exhibitions, awards, collections and any national recognition.
5. Assemble photographs or colour slides of representative works, labelled with title, medium, size and year.
6. Attach age proof and evidence of national-level recognition.
7. Submit the complete application to the Akademi at Ravishankar Rawal Kala Bhavan, Law Garden, Ellisbridge, Ahmedabad - 380006, or as directed in the current year's notice.
8. Follow up with the Akademi office on 079-26425562 or 079-26562558 to confirm receipt, since there is no online tracking for this scheme.

How is the fellowship paid?

The Akademi pays Rs 5,000 a month, credited to the artist's own bank account. Payment begins in the month the fellowship is sanctioned and runs to the end of that financial year. The fellowship is then considered for renewal for the next year within the permitted three-year maximum.

That payment rule has a practical consequence worth understanding. An artist sanctioned in, say, December receives payment for the remaining months of that financial year rather than a full twelve months from the date of sanction. The "one year, extendable to three" term describes the fellowship's life, and the disbursement follows the financial year.

How does this compare with the Junior/Senior Fellowship?

Artists frequently apply to the wrong one. The dividing line is retirement and age, not talent: a 62-year-old still exhibiting and teaching is closer to the Senior Fellowship, while a retired artist of national standing belongs here.

Why applications are turned down

• Under 60, or age not evidenced.
• Still professionally active, so the "retired" condition is not met.
• Recognition only at state or district level, without national standing.
• Work outside the plastic arts. The wrong Akademi.
• Thin documentation of the work. An application without photographs or slides gives the expert committee nothing to assess.
• Only 10 places. A strong, fully eligible application can still miss out in a given year, and reapplying in a later round is normal.

The Akademi does not publish a permanent annual last date for this fellowship. It invites applications through its website and the downloadable form on the scheme page.
