What is the Development of Brackish Water Aquaculture scheme?

Development of Brackish Water Aquaculture is a scheme of the Agriculture, Farmers Welfare and Cooperation Department, Government of Gujarat, delivered through the Commissioner of Fisheries and applied for on the state's iKhedut portal.

Gujarat has the longest coastline in India, about 1,600 km, roughly 28 percent of the national total: spread across 15 coastal districts from Kutch to Valsad, and the fisheries commissionerate notes that the state contributes around 20 percent of India's total marine production. Brackish water, the mix of sea and fresh water found in creeks and estuaries along that coast, is the natural habitat for shrimp culture.

According to the Agriculture, Farmers Welfare and Cooperation Department, the scheme aims to raise the income of brackish water fishermen by promoting modern shrimp farming techniques, improving disease control, increasing employment and boosting shrimp exports. It does this through a 50 percent capital subsidy spread across nine separate components, from a Rs 3,000 seaweed raft to a Rs 400 lakh shrimp hatchery.

This is a production infrastructure scheme, not a personal welfare benefit. An individual who does not own or lease coastal land for shrimp farming has nothing to claim under it.

Who is eligible for the brackish water aquaculture subsidy?

You can apply if:

• You own the land used for shrimp farming, or hold government land allotted by the Collector with the allotment order in hand, or hold the land on a lease valid for at least 10 years (required for new farm construction and hatcheries).
• Your shrimp farm is registered with the Coastal Aquaculture Authority, or you have applied for that registration.
• You have your own bank account.
• You can produce valid identity proof, Voter ID, Aadhaar card, ration card or passport.

You cannot apply, or are not eligible, if:

• You have no land title, no Collector's allotment order and no 10-year lease over the shrimp farm site.
• Your farm is neither registered with the Coastal Aquaculture Authority nor has an application pending.
• You have no bank account in your own name.
• You are claiming a component inside its minimum interval, for example a second aerator subsidy within 3 years, or a second new-farm subsidy at all, since that component is once in a lifetime.
• You are a wage labourer or crew member with no interest in a shrimp farm. The subsidies are paid to the shrimp farm owner or the land owner, so a worker on someone else's farm is not eligible in his own right.

What assistance does each component provide?

Two design features are worth noting. First, every component is capped at 50 percent of a notified unit cost or 50 percent of actual cost, whichever is lower — spending more than the notified unit cost does not raise the subsidy. Second, the shrimp hatchery component carries a hard production condition: capacity must be 100 million post-larvae per year, which puts it well beyond the reach of an individual small farmer and effectively targets it at established operators.

How to apply for the brackish water aquaculture subsidy

1. Visit the iKhedut portal at ikhedut.gujarat.gov.in and complete beneficiary registration. Since the iKhedut 2.0 upgrade, registration is compulsory before any application, and Aadhaar verification uses an OTP sent only to the Aadhaar-linked mobile number.
2. On the home page, click Schemes, then Agricultural Schemes.
3. Select the Development of Brackish Water Aquaculture scheme and the component you want, then click Apply.
4. Click Apply New and fill in the application with your land details, Coastal Aquaculture Authority registration details and bank account details.
5. Use Update Application to correct anything before finalising.
6. Confirm the application, an application that is saved but not confirmed does not enter the queue.
7. Take a printout of the confirmed application.
8. Submit the printed application together with the related documents to the concerned taluka office. The department requires the physical set in addition to the online filing.

How to get help filing the application

1. Contact the Assistant Director of Fisheries or the district fisheries office for your coastal district. Gujarat's fisheries administration operates across the 15 coastal districts.
2. Carry your land record, Coastal Aquaculture Authority registration or application receipt, identity proof, bank passbook and the Aadhaar-linked mobile phone.
3. Ask the office to help you complete the iKhedut registration and application, then collect the confirmed printout.
4. Lodge the printout with documents at the taluka office and keep the acknowledgement.

The iKhedut portal publishes a public contacts page with office-wise contact details, and the Commissioner of Fisheries publishes departmental email addresses for its service verticals.

How to check your application status

1. Open the Applicant Corner at ikhedut.gujarat.gov.in/public/frm_Applicant_Corner.aspx.
2. Enter your application number.
3. The same page lets you view, print and upload application documents, which is how you add anything the fisheries office asks for after scrutiny.

Why applications get rejected

• Coastal Aquaculture Authority registration missing and no application receipt produced. This is a statutory requirement for shrimp farming and cannot be waived by the state department.
• Lease shorter than 10 years on a new-farm or hatchery application.
• No Collector's allotment order enclosed where government land is used.
• Application confirmed online but the printout and documents never lodged at the taluka office.
• Component claimed inside its interval, for example a repeat aerator or feed and seed claim within 3 years, or a repeat new-farm claim.
• Hatchery capacity below 100 million post-larvae per year.
• Invoices not in the beneficiary's name, so actual expenditure cannot be verified.
• Bank account mismatch, which blocks the credit after sanction.

Key timing points

• No single annual last date is published for this scheme. iKhedut opens component-wise windows during the year against each component's budget allocation, and a component closes when its window ends or the allocation is exhausted.
• Register on iKhedut in advance so that you can file on the day the window for your component opens.
• Obtain Coastal Aquaculture Authority registration early. The registration process runs on its own timeline and is the item most likely to delay an otherwise complete application.
