What is the HRT-4 harvesting tools scheme?

Harvesting Tools Assistance for Scheduled Castes, coded HRT-4 on Gujarat's iKhedut portal, is a horticulture component run by the Directorate of Horticulture under the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat. The scheme provides financial assistance to farmers belonging to the Scheduled Caste category, and to farmer producer organisations, for the purchase of harvesting tools and equipment.

The "HRT" prefix marks the horticulture family of components on iKhedut. Within that family, the harvesting tools assistance runs as two caste-linked components:

  • HRT-3; Scheduled Tribe farmers and FPOs.
  • HRT-4, Scheduled Caste farmers and FPOs.

The two carry essentially the same equipment list. What differs is the applicant category, the budget head the assistance is drawn from, the Scheduled Caste Sub-Plan in the case of HRT-4, and the rate of assistance, which is set more generously for the SC and ST components than for general category horticulture schemes.

Why harvesting tools matter in horticulture. Gujarat grows mango in Valsad and Navsari, banana in Bharuch and Anand, papaya, sapota, pomegranate in Kachchh, and a large vegetable acreage across the state. In all of these, the loss between the tree and the market is decided at harvest. Fruit pulled down by hand or shaken from the tree bruises, and bruised fruit fetches a lower grade or rots in transit. A proper fruit plucker with a catching net, a clean secateur cut instead of a tear, and a stack of ventilated plastic crates instead of gunny bags can lift the realised price of the same crop measurably. These are low-cost items, but for a small SC farmer with half a hectare of orchard they are still capital, and that is the gap HRT-4 fills.

Who is eligible for HRT-4?

You can apply if:

  • You are a farmer of Gujarat belonging to a Scheduled Caste, with a caste certificate issued by the Mamlatdar or other competent authority.
  • You hold cultivable land in your own name, shown in the 7/12 and 8-A land records.
  • You grow, or are establishing, a horticulture crop — fruit, vegetable, spice or flower, for which the tool is appropriate.
  • You are registered on the iKhedut portal, or register at the time of applying.
  • You hold an Aadhaar-linked bank account capable of receiving direct benefit transfer.
  • You are a farmer producer organisation registered under the applicable law, applying on behalf of its member farmers.

You cannot apply if:

  • You are not from a Scheduled Caste. A Scheduled Tribe farmer is not eligible under HRT-4 and should file under HRT-3; a general category farmer applies under the corresponding general horticulture component.
  • You are a landless labourer, tenant or sharecropper with no land record in your own name.
  • You are not a resident cultivator of Gujarat.
  • You bought the tool before your application was approved. A purchase made ahead of sanction is not eligible for reimbursement.
  • You have already drawn assistance on the same item within the repeat period notified for it. Each item carries a rule on how often the benefit may be repeated, stated on the component page.
  • Your invoice is from a supplier that is not approved for the scheme.

How much subsidy does HRT-4 give?

HRT-4 assistance is structured as a percentage of the purchase price subject to a rupee ceiling, and both are fixed separately for every tool. A motorised fruit harvester, a hand plucker and a set of plastic crates do not carry the same rate.

Those rates are notified afresh with the annual budget and are shown on the component page on iKhedut when the window opens. This guide deliberately does not quote a single figure, because a farmer who plans a purchase around a number copied from an earlier year usually ends up short. The subsidy is paid after purchase and verification, by DBT into the farmer's bank account. It is a reimbursement of part of the cost, not an advance, so you must be able to fund the full purchase first.

How to apply for HRT-4 on iKhedut

  1. Check that the window is open. Go to ikhedut.gujarat.gov.in and open the schemes section for the Horticulture department. HRT-4 appears only while the application window announced by the Directorate is running.
  2. Choose your applicant status. The portal asks whether you already hold an iKhedut registration number or are a new applicant. New applicants complete registration with Aadhaar and land details first.
  3. Select the HRT-4 component and the exact tool you want, and read the subsidy rate, the ceiling and the conditions shown on that component page.
  4. Fill the application form with your personal details, village, survey number, land area from the 7/12, caste category, horticulture crop and area, and bank account number and IFSC exactly as printed in your passbook.
  5. Submit the application, note the application number, and confirm it on the portal. An unconfirmed application is not treated as filed.
  6. Print the submitted application, sign it, attach self-attested copies of the caste certificate, 7/12 and 8-A, Aadhaar, bank passbook and the joint holder consent if applicable, and deliver it to the taluka or district horticulture office within the period stated on the printout.
  7. Wait for the pre-approval order before buying anything.
  8. Purchase the tool from an approved supplier, keep the original invoice, and submit it for verification.
  9. Receive the subsidy by DBT after the field verification is complete.

How to check your HRT-4 application status

Open ikhedut.gujarat.gov.in and use the application status option, entering your application number and the details prompted. The status moves through submitted, confirmed, received at the office, pre-approved, purchase verified, and payment released. If the status stops at "submitted", the application was never confirmed on the portal and will not progress. If it never reaches "received", the signed printout did not get to the horticulture office, and no online record substitutes for that paper.

Why HRT-4 applications get rejected

  • Caste certificate missing, expired or issued by a non-competent authority.
  • Application not confirmed on the portal after submission.
  • Printed application not delivered to the taluka or district horticulture office within the stated period.
  • Tool purchased before pre-approval, so the invoice date disqualifies the claim.
  • Land record mismatch, the name on the 7/12 differs from the Aadhaar name, or joint land without a consent form.
  • Wrong component. An ST farmer filing under HRT-4 instead of HRT-3.
  • Bank details incorrect, causing the DBT to fail.
  • Target exhausted for the district. HRT components run against a fixed physical and financial target under the Scheduled Caste Sub-Plan, and applications beyond it are held or returned even when the applicant is fully eligible.

Two habits prevent most rejections: confirm the application online and hand in the signed printout on time, and never buy the tool before the approval order arrives.
