What is the Higher Education Assistance Scheme?

The Higher Education Assistance Scheme is a welfare benefit of the Gujarat Labour Welfare Board, a statutory body under the Labour, Skill Development and Employment Department, Government of Gujarat. The Board lists it among its welfare schemes as the Higher Education Reward Scheme, and describes it in one line: a worker's son or daughter who gets admission to any graduation course receives a cash reward in the first year.

The Gujarat Labour Welfare Board was constituted under the Bombay Labour Welfare Fund Act, 1953, as it applies to Gujarat. The Board runs on the Labour Welfare Fund, into which employers and employees of covered establishments contribute a small statutory amount. That fund pays for the Board's fourteen or so schemes, which range from education awards and maternity aid to cycle subsidy, laptop assistance, home loan interest subsidy and accident benefit.

The purpose of this particular award is narrow and honest: to reduce the cash shock of the first year of a degree. A worker's family faces admission fees, hostel deposits, books and instruments all in the same two months. A Rs 10,000 or Rs 20,000 credit at that moment is meaningful even though it does not cover the whole cost.

Who is eligible for the Higher Education Assistance Scheme?

Your child can receive the award if:

• You are a worker in an establishment covered by the Gujarat Labour Welfare Fund, and the Labour Welfare Fund contribution is being paid for you.
• Your son or daughter has secured admission to a graduation course, a medical degree, or any other bachelor's programme.
• The admission is to the first year, and the claim is made for that first year.
• The student holds a bank account and an Aadhaar card for the DBT credit.

Who cannot apply, or is not eligible:

• Workers not covered by the Labour Welfare Fund. The Board's schemes are built around fund contributors. A self-employed person or a worker in an establishment outside the Act's coverage is not eligible here.
• Registered construction workers, who fall under the Gujarat Building and Other Construction Workers Welfare Board instead and have their own, larger education assistance scheme on the same portal. Claiming from the wrong board is the most common cause of rejection.
• Students already in the second year or later of a degree. The reward attaches to admission, and a late claim for a year already past is not entertained.
• Post-graduate and diploma admissions, which are outside the wording of this scheme. The Board's separate schemes may cover other stages.
• A second claim for the same student, since the award is one-time.

How much is the award?

The Board's own page states that the reward is given "in first year", so a student cannot claim Rs 10,000 in each of three or four years of a BA or B.Com. The amount is credited directly and is not routed through the college.

Families often confuse this with the Board's Educational Award Scheme, which is a different benefit for school results: Rs 2,500 for a student scoring 70 percentile or more in Standard 10 and Rs 5,000 for the same percentile in Standard 12. A student who scored 70 percentile in Standard 12 and then took admission in a degree may be eligible for both, but they are two applications under two schemes.

What documents are required?

Scan documents as clear PDFs or JPGs. Sanman rejects unreadable uploads, and a blurred fee receipt is a frequent cause of a file being returned.

How to apply for the Higher Education Assistance Scheme

1. Open the Sanman portal at sanman.gujarat.gov.in and register with your mobile number if you do not already have a login. Registration is free.
2. Sign in and select the Gujarat Labour Welfare Board as the board, then choose the higher education scheme from the scheme list.
3. Fill in the worker's details — name, establishment, Labour Welfare Fund details, followed by the student's details, course and college.
4. Upload the admission letter or fee receipt, the bonafide certificate, the Class 12 marksheet, Aadhaar and the bank passbook page.
5. Enter the student's bank account number and IFSC carefully. The award is paid by DBT and a wrong IFSC is the commonest reason a sanctioned payment fails.
6. Submit the application and save the application number shown on screen. Take a screenshot; it is the only reference you will have.
7. Track the file under My Applications on the same login until the status reads sanctioned and then paid.

Can I apply offline?

The Board has moved its schemes to Sanman, so there is no parallel paper scheme to apply under. A worker without internet access can complete the same online form with help from:

1. The welfare centre or regional office of the Gujarat Labour Welfare Board covering the district.
2. The establishment's HR or welfare officer, who usually holds the Labour Welfare Fund records anyway.
3. The Board's toll-free line 1800-233-1961, which assists with Labour Welfare Fund registration and online submission.

How do I check my application status?

1. Sign in at sanman.gujarat.gov.in with the same mobile number used to apply.
2. Open My Applications and locate the application number.
3. The status moves through submitted, under scrutiny, sanctioned and paid.
4. If it stays at scrutiny beyond a few weeks, call 1800-233-1961 or 079-22773303 with the application number ready.

Payment appears in the student's bank account as a DBT credit. Check the passbook rather than waiting for an SMS, as alerts are not always delivered.

When should I apply?

The Board runs its education awards on an annual window. For its Educational Award Scheme the Board publishes the window as 1 June to 28 February, which is the same academic cycle the higher education award follows. The practical advice is to apply in June, July or August, as soon as admission is confirmed and the fee receipt is available, rather than at the end of the window when volumes are highest.

Why applications get rejected, and how to fix them

• Applied to the wrong board. A registered construction worker's child must apply under the Gujarat Building and Other Construction Workers Welfare Board scheme, not the Labour Welfare Board one.
• Labour Welfare Fund coverage not established. Ask the employer for a written certificate of contribution and attach it.
• Claim made for a year other than the first year of the course.
• Bonafide certificate missing or unsigned by the principal.
• Bank account in the parent's name when the portal expects the student's account, or an IFSC that does not match the branch.
• Illegible uploads. Rescan and resubmit; do not photograph a document at an angle.
• Duplicate application for a student who has already drawn the award.

The Welfare Commissioner heads the Board and is the escalation point for a grievance that the district office has not resolved. Applying is free at every stage, and no agent has authority to charge a fee for lodging a Sanman application or for "getting the award sanctioned".
