Home Loan Interest Subsidy Scheme - Gujarat Labour Welfare Board
Gujarat state government scheme
The Home Loan Interest Subsidy Scheme of the Gujarat Labour Welfare Board gives organised-sector workers a 3 per cent interest subsidy on a housing loan taken to buy or build a home. The Board is constituted under the Bombay Labour Welfare Fund Act, 1953, and applications are filed online on the Sanman portal at sanman.gujarat.gov.in.
What is the Home Loan Interest Subsidy Scheme?
The Home Loan Interest Subsidy Scheme is a welfare scheme of the Gujarat Labour Welfare Board, which functions under the Labour, Skill Development and Employment Department, Government of Gujarat. The Board lists the scheme, in Gujarati as the Shramyogi Home Loan Vyaj Subsidy Yojana, in the welfare schemes menu of its official website alongside its cycle subsidy, laptop assistance, maternity aid, educational award and accident benefit schemes.
The Gujarat Labour Welfare Board is not a bank and does not lend money. The Board was set up under the Bombay Labour Welfare Fund Act, 1953, and runs welfare activities for workers out of the Labour Welfare Fund, to which workers and employers in covered establishments contribute. The interest subsidy scheme uses that fund to reduce the effective cost of a home loan that a worker has taken from a bank or housing finance company.
According to the Government of India's myScheme portal, the benefit is a 3 per cent interest subsidy for workers employed in the organised sector who take a loan to buy a home. This figure is stated on myScheme and not on the Board's own scheme page, which at the time of checking carries only the scheme title and a link to the Sanman portal for online applications. Because the Board has not published the detailed sanction terms online, the ceiling on the loan amount, the number of years for which the subsidy runs and the minimum service condition should be confirmed with the Board before you plan around the benefit.
What is confirmed on official Gujarat government sources
- The scheme exists and is listed by the Gujarat Labour Welfare Board among its welfare schemes.
- Applications are made online only, through the Sanman portal at sanman.gujarat.gov.in, where the scheme appears in the Gujarat Labour Welfare Board scheme table and is shown as open.
- The Board publishes a toll-free number, 1800-233-1961, for questions about Labour Welfare Fund registration and payment and about applications submitted on the Sanman portal.
- The Board's authority and funding come from the Bombay Labour Welfare Fund Act,
Who is eligible for the Labour Welfare Board home loan interest subsidy?
You can be considered if:
- You are a worker in Gujarat's organised sector employed in an establishment covered by the Labour Welfare Fund, with the Labour Welfare Fund contribution actually being deducted and paid.
- You have taken a home loan from a bank or housing finance company for buying or building your own house, and the loan is live.
- You can produce the employer's certificate of service and the Labour Welfare Fund proof.
- You hold a bank account in your own name for the Direct Benefit Transfer.
The Board's other schemes generally also require that contributions have been paid regularly for a qualifying period; for the cycle subsidy scheme the Board states the condition explicitly as three years of regular contribution. Ask the Board whether a similar service or contribution period applies here before you apply.
You are not eligible, and cannot apply, if:
- You are a building and other construction worker. Those workers are covered by the Gujarat Building and Other Construction Workers Welfare Board, whose schemes, including the Shri Nanaji Deshmukh housing scheme, are listed separately on the same Sanman portal.
- You work in an establishment that is not covered by the Labour Welfare Fund, or your employer has not paid the contribution.
- You are self-employed or in the unorganised sector without Labour Welfare Fund coverage.
- You have no home loan, or the loan is not for your own house.
- Your employment has ended, since the Board's schemes are for workers in service.
How to apply for the Home Loan Interest Subsidy Scheme
- Confirm your Labour Welfare Fund coverage. Check your salary slip for the Labour Welfare Fund deduction, or ask your employer's HR or accounts department for a certificate. Without this you cannot establish that you are a covered worker, and the application will not survive scrutiny.
- Collect the loan papers. Get the home loan sanction letter and a current loan account statement from the bank, along with the sale deed or allotment letter for the house.
- Open the Sanman portal. Go to sanman.gujarat.gov.in, choose the Gujarat Labour Welfare Board section, and locate the Shramyogi Home Loan Interest Subsidy Yojana in the scheme table.
- Register and log in. Create a citizen account on the portal with your mobile number, verify the OTP and complete the profile. Registration approval can take time, so do not leave this to the last day.
- Fill the application form and upload the documents. Enter your employer details, loan details and bank account with IFSC, and upload the Labour Welfare Fund proof, sanction letter, loan statement, property document, Aadhaar, employer certificate and passbook copy.
- Submit and save the application number. Print or note the acknowledgement.
- Track and respond to queries. Use the application status option on the Sanman portal, and call the toll-free number 1800-233-1961 if the file appears stuck or the portal returns an error.
How do I check my application status?
The Sanman portal carries an application status option on its home page; log in with the credentials used to file the application and enter your application number. Because the Board's scheme pages have not been updated since 2022 and some portal screens carry errors, the toll-free number 1800-233-1961 is the practical fallback, and the Board's regional welfare centres can also be approached in person.
What commonly goes wrong?
- Labour Welfare Fund contribution not paid by the employer. Coverage is the foundation of every Board scheme, and a gap in the employer's payment records will stop the claim. Take it up with your employer, who is legally required to pay under the 1953 Act.
- Registration not approved yet. The Board's own notice on the Labour Welfare Fund system warns that new registrations can take 24 to 48 working hours for approval, so applicants who try to register and apply on the same day run out of time.
- Loan documents incomplete. A sanction letter without a loan statement does not show the interest actually paid.
- Bank account not in the applicant's name or not Aadhaar-seeded, which blocks the Direct Benefit Transfer.
- Wrong board. Construction workers applying under the Labour Welfare Board instead of the Building and Other Construction Workers Welfare Board are rejected outright.
Where do I raise a grievance?
Start with the toll-free number 1800-233-1961, which the Gujarat Labour Welfare Board publishes for both Labour Welfare Fund matters and Sanman portal applications. Written grievances go to the Welfare Commissioner, Gujarat Labour Welfare Board; the Board's portal terms record Ahmedabad as the jurisdiction for its schemes. The Board's head office correspondence address and the regional welfare centre for your district are listed on the contact page of glwb.gujarat.gov.in, and the Labour, Skill Development and Employment Department at labour.gujarat.gov.in is the next level of escalation.
A note on completeness. The Gujarat Labour Welfare Board has not published the detailed rules of this scheme online: its dedicated page carries only the title and a link to the Sanman portal, and the scheme description shown in the portal's own pop-up has been filled with text belonging to a different scheme. Everything above that is not attributed to myScheme comes from the Board's website and the Sanman portal. Treat the 3 per cent rate as the published national-portal figure and confirm the loan ceiling, subsidy period and service condition on the toll-free number before making a financial decision.

Frequently asked questions
What does the Home Loan Interest Subsidy Scheme give?
The scheme gives a 3 per cent interest subsidy on a home loan taken by an organised-sector worker, according to the Government of India's myScheme listing for the Gujarat Labour Welfare Board scheme. The Board's own scheme page confirms the scheme exists and directs applicants to the Sanman portal, but does not currently publish the detailed terms.
Who runs this scheme?
The Gujarat Labour Welfare Board runs it, under the Labour, Skill Development and Employment Department. The Board is constituted under the Bombay Labour Welfare Fund Act, 1953, and funds its schemes from the Labour Welfare Fund contributed by workers and employers.
Where do I apply?
Apply online on the Sanman portal at sanman.gujarat.gov.in, where the scheme appears in the Gujarat Labour Welfare Board list as the Shramyogi Home Loan Interest Subsidy Yojana. The Board's own website carries no offline form for this scheme and links straight to the portal.
Can a construction worker apply?
No. Building and other construction workers are covered by a different board, the Gujarat Building and Other Construction Workers Welfare Board, whose schemes appear separately on the same Sanman portal. The Labour Welfare Board's schemes are for workers in the organised sector covered by the Labour Welfare Fund.
Is there a helpline?
Yes, the Board publishes a toll-free number, 1800-233-1961, for queries about Labour Welfare Fund registration and payment and about applications submitted on sanman.gujarat.gov.in.
Do I need to have taken the loan already?
Yes, the benefit is a subsidy on interest actually being paid, so a sanctioned and disbursed home loan with a repayment record is the starting point. Keep the sanction letter and the loan statement ready before you open the application form.
Is the subsidy paid to me or to the bank?
Board benefits are paid by Direct Benefit Transfer into the worker's own bank account, so the loan EMI continues unchanged and the subsidy arrives separately. Make sure the account you enter on the Sanman form is Aadhaar-seeded and in your own name.
