What is the GBOCWWB Hostel Assistance Scheme?

Hostel Assistance Scheme for Children of Migrant Construction Workers is implemented by the Gujarat Building and Other Construction Worker's Welfare Board (GBOCWWB) under the Labour, Skill Development and Employment Department, Government of Gujarat.

The scheme exists because of a specific and well-documented problem in Gujarat's construction sector. Building work moves. A family that follows a contractor from a site in Rajkot to a site in Surat and then to Ahmedabad within a single year takes its children with it, and those children lose the school year each time the family moves. Hostel Assistance Scheme breaks that link by giving the child a stable place to live and eat, in the district where the child is enrolled, so that education continues even when the parents move on to the next site.

According to the scheme record, the objective is to provide primary, secondary and higher education to the children of migrant construction workers, and the benefit delivered is free accommodation and meals in a hostel for children in primary school. This is a facility-based benefit, not a cash transfer, nothing is credited to a bank account, and the family pays nothing for the bed or the food.

GBOCWWB is funded by the cess collected on construction activity in Gujarat and runs a wide portfolio of worker welfare measures. Hostel Assistance sits within the board's education group of schemes, alongside its higher-education award, its Standard X and XII merit incentives and its tablet subsidy.

Who is eligible for the Hostel Assistance Scheme?

A child can be admitted if:

• The child is studying in the government primary or secondary schools of the district.
• The parent is a construction worker registered with the Gujarat Building and Other Construction Worker's Welfare Board, and can produce a valid e-Nirman card.
• The family is a migrant construction-worker family whose work requires it to move between sites, which is the group the scheme is written for.

A child is not eligible if:

• The parent is not registered with GBOCWWB. Registration with the board is the gateway to every board scheme, and an unregistered construction worker cannot apply for any of them, including this one. A worker who is not yet registered should complete GBOCWWB registration first through the e-Nirman process and then apply for the hostel place.
• The parent's registration has lapsed and has not been renewed.
• The child studies in a private school rather than a government primary or secondary school of the district.
• The family works in a sector other than building and other construction work as defined for the board. Workers outside that definition are not covered by GBOCWWB at all.

There is no published income ceiling for this scheme, and no published limit on the number of children per family. Places are limited by the physical capacity of the hostels the district operates, so early approach at the start of the academic year matters more than any paper criterion.

What benefit does a child actually receive?

Hostel Assistance Scheme provides:

• Free accommodation. A hostel place for the school-going child, at no cost to the family.
• Free meals at the hostel.

The board publishes no cash figure for this scheme because none is paid. The value to the family is the accommodation and food, plus the far larger indirect value of the child not dropping out mid-year.

Families should note the distinction from GBOCWWB's other education schemes. The board's higher-education award and its Standard X and XII merit incentives pay money into a bank account. Hostel Assistance does not. If you are looking for a cash education benefit as a registered construction worker, look at those schemes on the Sanman portal instead.

What documents are required?

The scheme record lists only the e-Nirman card, the child's Aadhaar card and "any other documents as required". In practice the District Development Officer's office will want to see that the child is genuinely enrolled in a government school in that district, so carry the school bonafide certificate even though it is not formally listed.

How to apply for the Hostel Assistance Scheme

Hostel Assistance Scheme is an offline scheme. Follow these steps:

1. Confirm the parent's GBOCWWB registration is active. Check the e-Nirman card and renew it if it has lapsed. Nothing else in the process will move without a valid card.
2. Enrol the child in a government primary or secondary school in the district where you want the hostel place, and obtain a bonafide certificate or school identity card.
3. Visit the nearest office of the District Development Officer with the e-Nirman card, the child's Aadhaar card and the school proof. The scheme record names the District Development Officer's office as the place to apply.
4. Submit the application and the documents, and ask specifically which hostel in the district the child would be placed in and whether a place is currently available.
5. Collect an acknowledgement with a reference or inward number, and note the name and designation of the officer who received the file.
6. Follow up at the same office after the stated period, quoting the acknowledgement number, to learn the admission decision.

There is no fee for the application, and no agent is authorised to charge for securing a hostel place.

How to check the status of a hostel application

Because this scheme is processed offline, there is no online status screen. Use this order:

1. The District Development Officer's office where the application was submitted, quoting the acknowledgement or inward number.
2. The GBOCWWB district office for your district — the board maintains offices in all 33 districts of Gujarat, and their numbers and email addresses are listed on the e-Nirman portal's contact page.
3. The GBOCWWB toll-free helpline 155372, which the board publishes for assistance and complaints.
4. The board's head office at First Floor, F-1 Wing, Block-3, Karmayogi Bhavan, Sector 10-A, Gandhinagar, if the district level does not resolve the matter.

Common reasons an application does not go through

• Lapsed e-Nirman card. GBOCWWB registration has to be kept current; a lapsed card is the most frequent reason a construction worker's family is turned away from any board scheme.
• Child enrolled in a private school. The scheme covers children in the government primary and secondary schools of the district.
• Applying in a district where the family has no school enrolment. The hostel place is tied to the district where the child studies, not to the district where the parent's current site happens to be.
• Name mismatch between the child's Aadhaar and the school record.
• No hostel capacity in that district for the current academic year. This is a real constraint and not a document problem; ask the District Development Officer's office about the next intake.

Key dates

Hostel Assistance Scheme has no published last date to apply. In practice, admission is aligned to the school academic year, so approach the District Development Officer's office before or at the start of the academic session rather than mid-year. GBOCWWB sanctions run against the state financial year from 1 April to 31 March.
