The component helps a traditional fisherman move from a small near-shore craft to a vessel capable of fishing in deeper waters, where catch value per trip is higher.

• You are a traditional fisherman operating from a Gujarat coastal district such as Porbandar, Veraval in Gir Somnath, Jamnagar, Devbhumi Dwarka, Kutch, Junagadh, Amreli, Bharuch, Navsari or Valsad.
• You hold a fisherman identity card or are a member of a registered fisheries cooperative society.
• You can arrange the balance 60 per cent (general) or 40 per cent (SC, ST, women) of the Rs 120 lakh unit cost through a bank loan or own margin.
• You are a fishermen group, fisheries cooperative, fisheries federation, self help group, joint liability group or fish farmer producer organisation, these are all listed as intended PMMSY beneficiaries alongside individual fishers.

You cannot apply if:

• You are not a fisher, fish worker or fisheries entity. PMMSY's intended beneficiary list is specific, and a general investor with no fishing background is not eligible for this traditional-fishermen component.
• You cannot show the balance financing. The subsidy never covers the whole vessel, so a proposal without a loan sanction or margin proof is rejected.
• You are seeking assistance for a vessel already sanctioned under another central or state scheme — duplicate assistance for the same asset is not allowed.
